Cursor Agent 0921a55169 fix: show all MCP servers for UI session token users in dashboard 
The core issue: when a dashboard user has team_id='litellm-dashboard'
(the UI session token placeholder) and a non-admin role like
'internal_user', the MCP server listing and health check endpoints
only returned servers with allow_all_keys=True. DB-created MCP
servers were filtered out because:

1. The admin check (_user_has_admin_view) fails for internal_user role
2. The team permission check fails because 'litellm-dashboard' is not
   a real team in the DB
3. With no team or key permissions, only allow_all_keys servers survive

Fix: In fetch_all_mcp_servers and health_check_servers, detect UI
session tokens (team_id == UI_SESSION_TOKEN_TEAM_ID) and use the
unfiltered server listing path. Dashboard users need full visibility
of all MCP servers for management purposes.

In total litellm runs 1000+ tests

[02/20/2025] Update:

To make it easier to contribute and map what behavior is tested,

we've started mapping the litellm directory in tests/test_litellm

This folder can only run mock tests.
