feat(azure): support credential chain for storage (#39229) 
* feat(azure): support credential chain for storage

* test(azure): clarify credential seam suppressions

* fix(azure): read chain tokens in a worker thread

The credential chain walk (IMDS probe, CLI subprocess) is blocking I/O,
so reading the provider inline in async set_valid_azure_ad_token stalls
every request on the worker's event loop
