fix(bedrock): list the account's invocable models behind bedrock/* when check_provider_endpoint is on (#43981)
* fix(bedrock): list the account's invocable models behind bedrock/* when check_provider_endpoint is on

* fix(bedrock): sign the listing query RFC 3986 style and raise BedrockError on a failed listing

* test(utils): keep test_utils.py at main's formatting, only the Bedrock discovery test is new

* fix(bedrock): chain BedrockModelInfo's constructor so the passthrough config keeps its event parser

* fix(bedrock): list discovered ids without the provider prefix so partial wildcards filter

get_valid_models returns bare vendor ids for every other provider and for the static bedrock catalog, and the proxy's wildcard expansion adds the provider prefix itself. The lister prefixed its ids, so a partial wildcard like bedrock/anthropic.* never matched the proxy's filter and listed uncallable bedrock/anthropic.bedrock/<id> entries

* test(bedrock): integration cells for wildcard discovery through the proxy and the SDK

* fix(proxy): keep a partial wildcard a filter when its deployment repeats the prefix

The wildcard expansion guessed filter-or-alias by whether any provider id carried the prefix. A deployment such as model_name bedrock/anthropic.* over model bedrock/anthropic.* can only ever route names that share the prefix, so when the account has no on-demand anthropic.* id (every Anthropic model behind an inference profile) the guess fell into the alias branch and listed bedrock/anthropic.<every id>, none of them callable. A deployment whose model repeats the suffix now always filters, and lists nothing when nothing matches

* fix(proxy): prefix every discovered id under a custom wildcard prefix that starts a vendor id

* test(bedrock): Final and read-only annotations in the wildcard discovery tests

fix(token_counter): price a base64 PDF document per page instead of as one image (#45301)
* fix(token_counter): price a base64 PDF document per page instead of as one image

A `document` or `file` block carrying inline PDF bytes was priced like a single
image (85 tokens), so when a provider's count-tokens endpoint rejected the
model (Bedrock Opus) the local fallback answered 116 for a 12-page PDF the
provider then billed at 35941 input tokens. The counter now reads the PDF with
pypdf and prices each page as its extracted text plus the image Anthropic
renders it to (1568 px long edge, 1.15 MP, 750 pixels per token), falling back
to the old image pricing when pypdf is missing or the bytes are not a readable PDF.

* refactor(token_counter): count PDF pages as they are read

Sum each page's text and rendered-image tokens straight from the pypdf
reader instead of materializing a page list first, keep the fallback
to image pricing atomic when a page cannot be read, and annotate the
new tests' locals as Final

* test(integration): audit cells for page-priced PDF documents in count_tokens, pre-call checks and spend

* test(integration): release the held peer when the concurrent budget wait times out

feat(gemini): accept file content blocks with video_metadata on multimodal embeddings (#45305)
* feat(gemini): accept file content blocks with video_metadata on multimodal embeddings

* test(gemini): annotate the embedding mock helper and keep the type comment short

* fix(gemini-embeddings): keep file blocks through a partial embedding cache hit and validate video_metadata strictly

* test(caching): type the partial-hit cache test and pin its clock

* fix(gemini-embeddings): accept the Files API URI /v1/files returns as a file block's file_id

* fix(gemini-embeddings): 400 on bad input shapes, drop unknown block keys under drop_params, cache multi-block inputs

A bare object `input` answered 500 from both the caching handler and the
transformation; both now answer 400. An unresolved `files/` reference on
vertex_ai/ answered a ValueError 500; it now answers 400 naming the gemini/
provider. An empty `format` passed through to the provider; it now answers 400
naming file.format. Unknown block keys (`detail`, an unknown video_metadata
key, a top-level block key) are dropped under drop_params, global or
per-request, and still answer 400 without it. The embedding cache counted
file blocks against `max_messages`, so a request with 5 or more blocks was
never cached; file blocks no longer count.

* fix(caching): answer 400 for an object embedding input on the cache lookup

* test(gemini-embeddings): annotate the new embedding tests with return types and Final

* test(gemini-embeddings): annotate the transformation and files batch tests with return types and Final

* test(gemini-embeddings): audit file content blocks on the wire, in the cache, in batch uploads and under chaos

Integration cells for gemini/ and vertex_ai/ embedding file blocks with video_metadata: the batchEmbedContents and embedContent wire shapes, format overrides, nested and repeated inputs, every malformed block answering 400 before any provider call, drop_params at the request, deployment and YAML levels, the OpenAI SDK sync and async clients, Redis cache fills, hits, partial hits and the metadata in the key with zero-spend hit rows, chat, responses and messages controls, the vertex_ai/ batch JSONL upload, a mixed fast/slow/malformed/dropped burst and a worker kill. The wire peer now reads chunked request bodies, which the streamed GCS media upload sends

* test(integration): treat an upload the client abandons before its terminating chunk as a disconnect, never a stored request

feat(voyage): rebrand to VoyageAI by MongoDB and route MongoDB keys to ai.mongodb.com (#41812)
* feat(voyage): rebrand to VoyageAI by MongoDB, refresh model list, support both contextual input shapes

* fix(voyage): send auto-chunking params for flat contextual inputs

A flat list[str] or bare str for the contextualized embeddings endpoint is
only valid as documents with enable_auto_chunking=True and input_type=document,
or as queries with input_type=query. Default those params for non-query flat
inputs so the request matches the live API contract, while letting caller-set
values win. Nested list[list[str]] still passes through unchanged.

Tests now assert the auto-chunking params instead of only echoing inputs.

* feat(voyage): route MongoDB-issued keys to ai.mongodb.com

Mirror voyageai.util.get_default_base_url from the official SDK: a key with
the `al-` prefix is issued by MongoDB and is only valid on ai.mongodb.com,
every other key on api.voyageai.com. The choice now lives in one shared
helper that the embedding, contextual, multimodal, and rerank configs all
use for both the default base URL and the Authorization header, so the host
and the key always agree.

Also drops the voyage-4-nano and voyage-multilingual-2 model map entries:
voyage-4-nano is not served on the Voyage API and voyage-multilingual-2 is
an older model, so neither belongs in this change.

* fix(voyage): restore MongoDB routing on contextual endpoint and re-add voyage-4-nano after upstream merge

The upstream merge replaced the contextual config's get_complete_url with a
Voyage-only host and dropped voyage-4-nano from the model map. Reapply the
al- key routing via get_default_base_url and add voyage-4-nano (open-weight,
per docs.voyageai.com) so the branch keeps its task changes on top of upstream.

* fix(voyage): drop voyage-4-nano and the contextual tests upstream already covers

voyage-4-nano is not served on the Voyage API, so it does not belong in the
model map. The contextual input tests duplicate
tests/test_litellm/llms/voyage/test_voyage_contextual_embedding.py, which
landed upstream with the auto-chunking fix this branch was carrying.

* test(voyage): drop sys.path.insert from the voyage common utils test

* fix(voyage): route rerank on the key it authenticates with

get_complete_url picked the rerank host from the environment while the auth
header carried the request key, so an explicit MongoDB-issued key was posted
to api.voyageai.com. validate_environment now hands the resolved key to the
config instance and get_complete_url reads it back, so the host and the
credential always come from one key. The config is built per request, so
nothing carries over between them.

* test: allow ultrafast pricing keys in model prices schema

* test: drop ultrafast schema keys now added upstream

* test(integration): prove voyage key-based host routing on the wire

fix(responses): map input_audio blocks in the chat-to-Responses bridge (#45224)
* fix(responses): map input_audio blocks in the chat-to-Responses bridge

* fix(responses): honor base_model when deciding to drop input_audio under drop_params

* fix(responses): carry a dropped audio part's cache breakpoint to the preceding part

Dropping an input_audio part under drop_params lost the prompt_cache_breakpoint
riding on it, so an injected system marker landing on a trailing audio block left
prompt_cache_options explicit with no breakpoint on the wire. The marker now moves
to the nearest preceding kept part when that part has none.

Update the CircleCI-only Responses bridge wire tests that pinned input_audio to
its stringified input_text shape: video_url becomes the stringified kind so the
marker-on-stringified-block coverage survives, and dedicated audio tests assert
the forwarded part and the drop_params carry-over.

* refactor(responses): carry dropped audio markers in one pass

Replace the per-block slice that re-read the rest of the content list for
every retained part with a single reverse scan, and skip the copy for a
message that carries no audio part. Type the unit test helper's messages
as a sequence of mappings instead of bare lists.

* test(responses): add integration cells for input_audio parts through the bridge

Cover the chat-to-Responses bridge's input_audio handling on the real proxy: the part is forwarded
as input_audio without drop_params and dropped under drop_params unless the model or its base_model
supports audio input, across httpx, the OpenAI SDK (sync stream and async), the Anthropic SDK, native
/v1/responses, tool and assistant messages, hostile input_audio values, duplicate parts, an audio-only
message, marker carry-over, a null drop_params, a global litellm_settings.drop_params, a mixed burst,
and a burst with dropped upstream connections

* test(responses): check every upstream attempt of a dropped connection

The dropped-connection cell required exactly one upstream POST per call,
which tied it to the retry policy instead of the fix. It now groups the
recorded POSTs by marker, requires one attempt per answered call, and
checks that every attempt of a doomed call carries the dropped audio shape.

fix(responses): keep cache breakpoints on blocks the bridge stringifies (#40032)
* fix(responses): keep cache breakpoints on requests that reach the Responses API

The chat-completions bridge rebuilt every content block without the
prompt_cache_breakpoint marker the cache-control hook had just placed on it, so
the request went out with prompt_cache_options set to explicit mode and nothing
actually marked. Explicit mode caches only what is marked, so those deployments
lost the implicit caching they were getting before the injection point was added

The native surface had a second miss. The bridging check looked the provider
config up with the still-prefixed model while the config keys on the bare one,
so every bedrock_mantle model read as having no native Responses support, and
role-targeted injection points were deferred to a chat-completions pass that
never runs for them

* fix(responses): keep prompt cache breakpoint on stringified content blocks

* test: cover the responses/ routing prefix in the native cache point case

* fix(responses): keep only the fallback-branch marker carry, main already routes the hook

#42281 landed the text, image_url and file branch carry and the implicit default
on main, and the Responses routing lookup this branch changed has no observable
effect there, so the PR shrinks to the unknown-block fallback branch and its
regression test

* fix(responses): drop a malformed prompt_cache_breakpoint under drop_params in the chat-to-Responses bridge

* fix(responses): accept the 30m prompt_cache_breakpoint ttl under drop_params

OpenAI's Responses API takes a ttl of 30m on an explicit breakpoint marker, so the drop_params validation keeps it instead of stripping it as an unknown key. Trims the bridge test docstrings to the dated vendor citation.

* test(integration): audit cells for prompt_cache_breakpoint through the chat-to-Responses bridge

Adds the /audit cells for the bridge's prompt_cache_breakpoint carry: valid and malformed markers on every
carrying block kind and on tool and assistant content, the drop_params on and off contract, the hook-injected
system marker, the Anthropic SDK path through the Responses adapter, upstream errors, idempotent spend rows,
and the chaos cells (mixed burst, upstream outage, slow streams, worker SIGKILL and a proxy restart mid burst),
all against a scripted Responses endpoint with the request it received read back by response id

* test(integration): give every scripted responses reply its own id

The prompt-cache-breakpoint audit's scripted upstream minted the response id
from the request's marker, so three identical marked requests shared one id.
The spend-log writer skips rows whose request_id already landed, and the
idempotent-logging cell saw one row for three calls on every leg. The upstream
now mints a unique id per reply like a real provider, and the cells match a
response to its request by the marker inside that id.

fix(vertex_ai): dial the multi-region Live API host for realtime sessions (#45166)
* fix(vertex_ai): dial the multi-region Live API host for realtime sessions

A realtime deployment with vertex_location us or eu dialed
{location}-aiplatform.googleapis.com, which Vertex does not serve for a
multi-region, so the WebSocket handshake came back 404. The URL builder now
resolves its host through the shared Vertex host resolver, which already
maps us and eu to aiplatform.{geo}.rep.googleapis.com and leaves regions
and global unchanged.

* test(vertex_ai): annotate the realtime multi-region URL tests

* fix(vertex_ai): skip the TLS argument when the realtime api_base is plain ws://

The Vertex realtime session and health-check connects passed the shared
TLS context to every websocket dial, so an api_base the transformation
already maps from http:// to ws:// failed with 'ssl argument is
incompatible with a ws:// URI' before any frame was sent. The OpenAI
realtime handler already skips the argument for ws://; the shared helper
now does the same for the Vertex path

* test(integration): cover the Vertex realtime multi-region host through the proxy

Fourteen cells on the scripted Gemini Live upstream: api_base overrides for
us, eu, us-central1 and global complete a turn; malformed locations are
refused before any dial; a missing location defaults to us-central1; the
realtime health check handshakes the override host and reports a malformed
location without dialing; a refused handshake reaches the client and the
next session connects; twelve concurrent sessions across locations each
reach the upstream once; an upstream outage closes every open session and
the proxy recovers

* test(realtime): type the health-check helpers and flatten the burst order

* test(http_handler): type the realtime TLS test signatures

fix(streaming): stop re-wrapping a bridged stream's MidStreamFallbackError (#44989)
* fix(streaming): stop re-wrapping a bridged stream's MidStreamFallbackError

A chat completion served over the Responses API already gets its mid-stream
error wrapped by the Responses iterator. The chat stream wrapper wrapped it a
second time, and the router unwraps one layer, so the client saw the inner
sentinel (message prefixed litellm.MidStreamFallbackError, type null) instead
of the provider's RateLimitError. The chat wrapper now re-raises an already
wrapped error untouched.

* test(streaming): type the bridged stream regression test's locals

* fix(streaming): rebuild a bridged mid-stream error with the outer wrapper's bookkeeping

* test(integration): cover the bridged stream error typing on every surface

Checked-in audit cells for the Responses bridge: chat completions through the OpenAI SDK and httpx, /v1/messages through httpx and the Anthropic SDK, native /v1/responses, the litellm and Router SDK stream paths, and a chaos file with a mixed burst, a worker SIGKILL and a proxy SIGTERM against an owned two-worker proxy. Every cell scripts the provider through a wire server and asserts the caller's body, the upstream's received requests and the spend row by id.

* test(integration): read bridged chat content through one helper

* test(integration): build the bridged fallback config without mutating the loaded yaml

fix(realtime): skip guardrail VAD session.update injection for transcription sessions (#44843)
* fix(realtime): skip guardrail VAD session.update injection for transcription sessions

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(realtime): flag transcription sessions from the route intent and backend events only

A client session.update declaring session.type transcription on a voice
session no longer sets the transcription flag, so it cannot switch off the
guardrail's create_response gate or skip the transcript guardrail

* fix(realtime): flag transcription sessions from provider-transformed session events

* test(integration): cover transcription sessions skipping the VAD auto-response injection

Adds the realtime transcript guardrail audit cells: transcription sessions on all three
realtime routes, the OpenAI SDK, the beta protocol, the whisper default deployment, the Azure
GA path over a TLS scripted upstream, and Meta Muse push-to-talk sessions keep the client's
session.update verbatim and get their transcript, while voice sessions keep the injected
create_response gate and a client-declared transcription type no longer bypasses it. Sad,
edge, and chaos cells cover malformed session fields, duplicate and older backend session
events, unauthenticated upgrades, repeated sessions, an upstream outage under open sessions,
and a worker kill with a proxy restart.

The scripted upstream now answers session.update the way the vendor does (session.updated,
or the missing turn_detection.type and session-type errors), records every websocket frame,
serves the Azure and Muse realtime paths, and can run over TLS from an owned upstream.

fix(caching): never store or serve a chat completion with no choices (#44709)
* fix(caching): never store or serve a chat completion with no choices

A provider response with empty choices was written to the response cache and served on every identical request until the TTL ended, with no provider call in between. The cache now skips storing such a response and treats an already stored one as a miss, so the next request goes back to the provider and its answer replaces the entry.

* fix(caching): skip responses with no output on the Responses API and Anthropic Messages too

* fix(caching): skip streams and stored entries that carry no output

A chat or text completion stream whose chunks carried no choice is closed
by the stream wrapper with one empty choice of its own, so the assembled
response passed the choices check and was cached. The assembled stream is
now judged on its content: a stream with no text, tool call, or other
output in any choice is never stored, on the async and sync writers alike.
The Responses API stream writer and the Anthropic Messages stream writer
apply the same no-output check before storing.

A stored entry with no output read through the worker memory tier is now
evicted from that tier on the miss, so the next read reaches Redis where
the refill lands; the text completion and messages writers only write to
Redis, and the memory copy otherwise kept missing until its own TTL.

* test(integration): response cache cells for answers without output

Deterministic cells for the response cache on every unified endpoint,
streamed and not, through the OpenAI and Anthropic SDKs and raw httpx,
plus the sync SDK paths, stale entries, malformed answers, per-request
TTLs, cache delete, and chaos (Redis stopped or paused mid burst, a
worker killed, in-memory cache mode). The scripted upstream counts only
POSTs as deployment calls, since the proxy's boot-time GET /v1/models
discovery of a config deployment is not one.

* test(caching): pin the stored entry timestamp in the worker-copy test

* test(integration): drop the restating comments from the chaos cells

fix(responses): honor caller stream flag when provider forces SSE (internal copy of #34095) (#41235)
* fix(responses): honor caller stream flag when provider forces SSE

The Responses handlers decided whether to hand back a streaming iterator
from the provider payload's `stream` field, which chatgpt sets
unconditionally because the Codex backend only serves SSE. A caller that
sent `stream: false` therefore received a raw SSE stream on /v1/responses,
and the chat-completions bridge failed with "Unknown items in responses
API response: []" once its recovery path lost the raw SSE it reads from

Transport streaming still follows the provider payload; only the caller's
own `stream` value now decides the response shape. When the provider
forces SSE for a non-streaming caller the body is read and aggregated
through the existing path

* test(chatgpt): inject the authenticator into the responses config so handler tests never log in

* fix(responses): treat an extra_body stream flag as the caller's own and drop a redundant comment

* test(integration): audit the chatgpt caller stream flag across responses, chat and messages

fix(chatgpt,github_copilot): refuse device-code login inside an event loop or worker thread (#39585)
* fix(chatgpt,github_copilot): refuse device-code login when an event loop is running

* fix(chatgpt,github_copilot): keep the token file path out of the event-loop 401 message

* fix(auth): refuse device-code login from worker threads too

/v1/messages runs its handler in an executor thread, where the
running-loop check never fires, so a chatgpt or github_copilot model
still started the interactive device-code login there and the request
hung for up to 15 minutes. The guard now also requires the main thread,
so the login only runs where a human can actually answer it.

* test(chatgpt): keep authenticator tests out of the real token directory

* fix(chatgpt): keep the 5 second connect timeout and the operator's request_timeout on the token refresh call

* test(integration): cover the device-code login guard on the proxy and the SDK

feat(prometheus): cap series per metric for every labeled metric (#44420)
* feat(prometheus): cap series per metric for every labeled metric

Add prometheus_metrics_max_series_per_metric: per metric and per worker process, the first N label
sets keep a series of their own. Counters and histograms record every later label set on one series
whose labels are all "other", so totals stay exact, and gauges skip it. The cap holds with multiple
workers because it never needs to remove a series.

Add prometheus_metrics_ttl_seconds: a series idle for that long is removed and its slot is freed.
The prometheus client cannot remove a series in multi-process mode, so the TTL is ignored there with
a startup warning.

Both settings are off by default. The end_user caps are unchanged.

* fix(prometheus): share the series cap across workers of one proxy instance

Workers writing to one PROMETHEUS_MULTIPROC_DIR now agree on which label
sets get a series through an append-only admissions file per metric, so a
merged scrape stays at the cap plus `other` instead of growing with every
worker and every worker restart. The two fallback counters now pass their
label names as a keyword so the cap and prometheus_exclude_labels apply to
them, admission and child creation happen under one lock, the test fixture
restores the shared registry, and the `other` label value lives in
constants.py.

* test(prometheus): check emitted labels instead of wrapper types, close the admission match

The exclude-labels test now emits through the spend and provider budget
metrics and checks the scrape keeps all their labels. The admission match
arms end in assert_never so the match is exhaustive.

* fix(prometheus): return the exhaustive-match fallback so every admission arm returns

* fix(prometheus): pick the series tracker with isinstance so every path of _admits returns

* fix(prometheus): skip an admissions line a worker could only write part of

* fix(prometheus): frame each admissions record with newlines so a cut-off record cannot swallow the next

A record a worker could only write part of used to merge with the next worker's record, and both were skipped for one request. Each record is now written between two newlines, so the fragment is a line of its own. The clock fixture in the series tests starts from a constant instead of reading the real clock

* fix(prometheus): ignore a non-positive series cap or TTL with a warning instead of failing the logger

A cap or TTL of 0 or less raised at logger init. The proxy logs that as a non-blocking error and keeps serving, so the result was a running proxy with no Prometheus metrics at all. The setting is now ignored with a startup warning naming it, the same rule the end_user cap already follows for a non-positive value

* fix(prometheus): start the series cap over on a one-worker restart and audit it live

A proxy with one worker and an operator-set PROMETHEUS_MULTIPROC_DIR now drops litellm's admission files at boot, so a restart frees every slot there the way it already does with several workers. A cap or TTL that is not a number greater than 0 (a bool, a non-numeric string, an empty value) is ignored with the startup warning instead of breaking the logger

The integration cells drive the cap on every endpoint through the OpenAI and Anthropic SDKs and raw httpx, streaming and not, plus gauges, cache hits, failures, both workers of one instance, the TTL on one worker and its warning on two, ignored settings, excluded labels on the fallback counters, a null cap, /config/update, a concurrent burst scraped mid-flight, a provider outage, a killed worker, and restarts with one and two workers

* fix(prometheus): wipe an operator-set multiprocess directory on a one-worker boot too

* fix(prometheus): leave the multiprocess directory alone on a setup-only run

A run with --skip_server_startup starts no worker, so it no longer creates or
wipes PROMETHEUS_MULTIPROC_DIR. Wiping there deleted the samples of a proxy
already running against the same directory

* fix(prometheus): free the capped series slots when a gateway or backend container restarts

The component image entrypoint starts uvicorn without the proxy CLI and wiped only the .db sample files at container start, so the admitted-series files of the previous container survived an in-place restart. Every label set seen after the restart was then counted on `other` once the previous container had filled the cap

* test(prometheus): cover a setup-only run and a gateway image restart under the cap

Two integration cells from the audit: a `--skip_server_startup` run pointed at a live
two-worker proxy's operator directory leaves its samples alone, and the gateway image
(`docker/component_entrypoint.sh` running `python -m gateway.launch`) restarted on a kept
PROMETHEUS_MULTIPROC_DIR starts the cap over. The burst cells now wait for every counter
they assert on, since the request and failure counters of one call increment at different
points of the logging callback

* test(prometheus): prove the cap reaches the fallback counters in the X1 cell

* fix(prometheus): ignore a cleanup interval that is not a number of at least 0

A string or negative prometheus_metrics_cleanup_interval_seconds reached the
series tracker unvalidated, so the first labeled emit with a TTL on raised
TypeError inside the callback and recorded no series. The interval is now
validated the way the cap and the TTL are: an invalid value is ignored with a
warning and the default 60 seconds applies. The I2 integration cell drives a
string interval through a live proxy and reads the warning from its log

* test(prometheus): give the restart cells the boot budget of their siblings

C4 and C5 boot two proxies each and hit the file's 240 s budget on a loaded
box; C3 and D1 already carry 420 s

fix(router): retry a /v1/messages stream the provider drops before the first content chunk (#44276)
* fix(router): retry a /v1/messages stream the provider drops before the first content chunk

A /v1/messages stream that the upstream closed before any content reached the
client answered an error event after a single attempt, so the router's
num_retries never applied to that drop. The pre-content failure is now retried
within the model group before the fallback chain runs, with the budget resolved
the way a failure raised before the stream opened resolves it: a retry policy
that names the error class, then the request's num_retries, then the
deployment's, then the router's. A drop after content reached the client keeps
surfacing the provider's error after one attempt.

Fixes #44238

* fix(router): hand a retry's non-retriable error to the fallback chain and type the retry helpers

A retry that failed before its stream opened with an error no retry covers raised straight to the
client, skipping a fallback the first attempt would have used. assert_never now comes from
typing_extensions so the router imports on Python 3.10, and the retry helpers read their kwargs
through typed narrowing instead of Mapping[str, Any]

* fix(router): cast the untyped router fallback defaults the stream retry gate reads

The retry gate passed the router's fallback attributes, declared without element types, to the
typed request override helper, which basedpyright counted as new unknown-argument errors

* fix(router): consult context_window_fallbacks when a retried /v1/messages stream overflows

A retry attempt raising ContextWindowExceededError reached the fallback chain inside its
mid-stream envelope, so only the regular fallbacks list matched. The fallback attempt now
unwraps it the way it unwraps a content policy error. The new router helpers are covered for
the router code coverage check with two direct-call tests and named covering tests

* fix(router): retry a 408 raised by a /v1/messages retry and honor deployment num_retries before the stream opens

* fix(router): attribute a retried /v1/messages stream to the deployment that served it and bound the retry-policy hold

* fix(router): retry /v1/messages error frames under their retry-policy class and keep the first drop's committed budget

An `event: error` frame that arrives before the first content delta now raises the exception class the pre-stream mapping gives an HTTP answer with the same status (429 RateLimitError, 500 and 529 InternalServerError, 503 ServiceUnavailableError, 504 Timeout), so a retry policy's per-class budget governs it the way it governs the error before the stream opened. The status the client sees is unchanged

A retry that lands on a sibling deployment keeps the budget the first drop committed to, read back from the request's attempted_retries and max_retries, instead of recomputing it from the new deployment's num_retries, matching the pre-stream retry loop

* refactor(anthropic): keep the error-frame exception mapping under llms and type the retry test helper

The status-to-exception mapping an `event: error` frame gets before the retry policy is consulted now lives next to the Anthropic error status map in llms/anthropic/common_utils.py, with its own unit test, and the two-deployment retry test helper takes explicit typed parameters instead of a bare dict and untyped kwargs

* refactor(anthropic): map an error frame's status with explicit returns on every path

* fix(router): map stream error frames through the pre-stream exception mapping

An overloaded `event: error` frame on a /v1/messages stream now raises the InternalServerError a 529 answer maps to, built by exception_type from the frame's own body, so one retry policy class governs the error before and after the first byte; a failed fallback after such a frame answers 500 like every other litellm path instead of the frame map's 503

A model_group_retry_policy that does not parse (a non-integer budget, an entry that is not a mapping) no longer fails every healthy stream of that group before its first attempt: the stream runs with no policy and the plain num_retries budget, with a warning naming the group

* fix(router): forward an error frame nothing can take over for as the provider sent it

A pre-content error frame whose class the retry policy grants no retry, with no fallback configured, raised an HTTP error only on the first attempt while the same frame after exhausted retries reached the client verbatim. Both now pass through as sent, the way the merge base forwarded every frame.

* test(integration): audit /v1/messages pre-content retry across routes and budgets

Adds the /audit cells for the pre-content stream retry: the native Anthropic route
(drops and error frames before content, HTTP rejections before the stream opens, SDK
sync and async, after-content and non-retriable controls, budget exhaustion, cache
twin, spend row and headers), the chat and responses bridges, the generic routes
(responses, chat, vllm pass-through, Gemini generateContent, fine-tuning jobs list),
owned two-worker proxies for router-level budgets, retry policies and fallbacks, and
two chaos cells (a worker killed mid burst, an outage on every first attempt). Shared
helpers for scripted Anthropic SSE upstreams and OpenAI-compatible wire replies live
in tests/integration/_support

fix(spend-tracking): stop caching failed spend-log metadata lookups as confirmed misses (#43560)
* fix(spend-tracking): stop caching failed spend-log metadata lookups as confirmed misses

* refactor(spend-tracking): share the short-lived miss cache write

* test(spend): cover key alias recovery after spend log lookup failures across usage routes

* test(spend): bound outage alias lookups per miss window instead of a fixed count

* fix(spend-tracking): treat any spend-log lookup failure as a short-lived miss

The Prisma client raises a plain AttributeError when the database drops
the connection mid-query, so the PrismaError catch let it through and
the whole usage call answered 500. Any failure now keeps the 30 second
backoff only, and the integration proxy patches its test entitlement at
import so uvicorn's spawned workers inherit it

* test(integration): audit spend-log metadata recovery under timeouts and dropped connections

Cover the daily activity routes, the usage AI chat, the Vantage and
CloudZero dry runs and exports under a locked spend-log table and under
a database connection dropped mid-lookup, on a two-worker proxy, with
the recovery after the outage asserted through the proxy's own miss TTL.

Add a dropped_connection_relay that closes only the connection whose
bytes carry a trigger, so a cell can drop the one connection the
recovery query runs on while the rest of the pool keeps serving. Rewrite
the sweep and JWT cells for the merged main: the export route reads
metadata by SQL join and never calls the recovery, the search routes
answer key rows and find deleted keys by alias, and the daily-spend
owner recovery names the user while the alias stays blank. The sweep
cell now times out a second lookup under the same lock, which pins the
keys blank on the merge base and recovers on this branch.

* test(integration): match a dropped-connection trigger split across two reads

The dropped-connection relay checked each TCP read on its own, so a SQL
marker that straddled two reads never tripped it and the outage cells
would run without the outage they meant to exercise. Carry the tail of
the previous read into the next check, as the held-statement relay
already does, and pin that with a unit test that splits the trigger
across two writes.

* test(integration): scan relay triggers through an in-process helper

The dropped-connection relay now matches its SQL trigger through a TriggerScanner that carries the previous read's tail, and the unit test exercises that scanner directly instead of opening loopback sockets, which tests/unit forbids. The relay's end to end behavior stays covered by the integration cells

fix(openai/realtime): drop model from upstream URL for intent=transcription (#43854)
* fix(openai/realtime): drop model from upstream URL for intent=transcription

* fix(openai/realtime): keep model on the upstream URL for non-OpenAI hosts

A custom api_base on the openai provider can be a gateway that routes on
the model query param, so the transcription model drop now applies only
to OpenAI's own hosts. xAI's URL is unchanged again

* test(integration): audit realtime transcription upstream URL on a custom api_base

Twenty-two integration cells cover transcription and conversation sessions on every realtime route, the OpenAI SDK sync and async clients, malformed and duplicated query params, unauthenticated and refused upgrades, an unknown model, idempotent spend logging, a twenty-session burst, an upstream outage mid burst, a worker kill, and a proxy restart, each asserting the exact query pairs the upstream received. The scripted upstream now records every websocket upgrade as an observation

feat(mcp): hand listed-tool description and input schema to pre-call hooks per caller (#41162)
* feat(mcp): hand listed-tool metadata to pre-call hooks with per-caller catalog identity

Track the tools each MCP server listed per caller identity so pre_mcp_call and during_mcp_call hooks receive the tool description and input schema the client saw. Servers with no caller-dependent inputs share one slot; user identity, forwarded headers, stdio env, relayed bearers, and server-specific auth get their own. Local registry and OpenAPI paths pass the registered metadata and admin description overrides. The Agent 365 guardrail reads the new fields into its evaluate payload.

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): never validate a supplied header on the tools/list BYOK path

The pre-listing resolver ran the tool-call byok_auth_required check even
when the caller already supplied x-mcp-auth, and it ran outside the
per-server error boundary, so a single deprecated-header caller dropped
the server from the aggregate list. Listing now returns a supplied header
unchanged and falls back to the stored credential without raising

* fix(mcp): key discovery cache by the hashed token

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): key discovery caches per caller correctly and drop stale caches on server updates

Discovery-list cache identity now uses the hashed token instead of the raw
api_key and treats MCPJWTSigner-signed servers as per caller. Server
definition changes also drop the cached upstream OAuth metadata. OpenAPI
listings look tools up under the normalized registry prefix with the
separator, so an overlapping sibling prefix no longer leaks into the list.

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): keep the discovery cache digest call unchanged so CodeQL matches the existing alert

* refactor(mcp): derive the listed-tool caller identity from the discovery cache key

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): guard OAuth metadata cache writes with a per-server generation and drop unproven per-caller discovery keys

An upstream metadata fetch that started before a server edit could store its stale reply after
invalidate_oauth_metadata_cache ran. Invalidation now bumps a per-server generation and the fetch
only stores when the generation it captured before I/O is unchanged.

The MCPJWTSigner-based per-caller discovery classification and the api_key to token key change had no
reproduction (the signer only injects on tools/list, and UserAPIKeyAuth hashes api_key in place), so
both go back to the merge-base behavior.

Integration coverage under tests/integration/mcp: overlapping OpenAPI aliases, a config-declared
server name with a space, OAuth metadata refetch after a save, and the in-flight stale-write race

* fix(mcp): satisfy type discipline gate on listed-tool identity

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): hand tools/call hooks the exact catalog entry tools/list served

get_listed_tool re-applied the admin description override on top of the cached listing, so a
guardrail-masked description was restored to its original wording at call time, and the OpenAPI /
local-registry call path built its metadata from the registry instead of the guarded caller catalog.
Both paths now return the cached entry as served, falling back to the registry only when no listing
was recorded

Adds tests/integration/mcp/test_mcp_listed_tool_metadata.py (red on the prior head for the two
regressions, red on the merge base for the feature, green on this head)

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): key OpenAPI listed-tool entries per caller so tools/call reads its own guarded listing

* fix(mcp): keep oauth2 listing on the minted or signed credential, not the stored BYOK secret

The listing helper that keys the per-caller catalog by the stored BYOK credential also handed that
credential to the upstream client, which on an oauth2 server short-circuited the client_credentials
mint and the MCPJWTSigner gate. Split the two: the catalog identity keeps the stored credential so
tools/call finds the caller's slot, while an oauth2 server's tools/list sends only the per-request
header, letting the M2M mint or signed JWT proceed as on main

* test(mcp): oauth2 BYOK listing sends the minted token, not the stored secret, through the real proxy

Integration cell for the listing fix: a client_credentials BYOK server with a stored user credential,
one tools/list as that user, the peer must see a live minted bearer and one /token mint. Red at the
pre-fix tip (zero mints, stored secret upstream), green at the fixed head and at the merge base

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): keep the stored BYOK credential for catalog identity only on tools/list

Listing used the resolved stored credential both to key the caller's catalog slot and as the
upstream transport header, so REST api_key and bearer_token listings sent the user's secret
instead of the server's static token and the MCPJWTSigner gate went quiet. The upstream client
and the signer gate now read the caller-supplied mcp_auth_header for every auth type, exactly
as before the catalog existed, and the stored credential only names the slot tools/call reads

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): type the listed-tool metadata read from pre-call kwargs for the basedpyright gate

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): hand never-listed tools/call hooks name and arguments only

The local-registry call path fell back to the registry entry with the admin description override
when no tools/list had been recorded for the caller, so a pre_mcp_call guardrail scanned a
description the caller was never served and blocked OpenAPI calls that passed before, and base's
own selected-guardrail REST test failed on the two-text redaction. _registered_tool_metadata now
returns the listed entry or None, so a tools/call with no prior listing sends name and arguments
only as promised, and that REST test double goes back to its base shape

* fix(mcp): keep during_mcp_call hooks on name and arguments only

call_tool handed the caller's listed entry to the during-hook task as well, so during_mcp_call
guardrails scanned the description line and schema leaves of any listed tool after the upstream
call had already run, blocking calls that passed before whenever the policy matched the
description, returned a fixed-length texts list, or hit the depth guard on a deep schema. The
listed entry is only disclosed for pre_mcp_call, so the during task no longer receives it and its
request object carries no description or schema, as before

* fix(mcp): key the BYOK catalog slot by the client's header, not the stored credential

tools/list resolved the stored BYOK credential to pick the caller's catalog slot, which read the
credential store before the classified try block. With Postgres down and a cold per-worker cache
that made every REST tools/list on an is_byok server fail with tools=[] and no upstream call, and
the read seeded the per-worker cache (including a negative entry), so a tools/call on another
worker after a store, rotate or revoke on this one kept using the stale value.

The slot is now keyed by what the client supplied plus the caller's hashed key, on both sides.
_get_tools_from_server and call_tool take a keyword-only catalog_auth_header that defaults to
mcp_auth_header as received (the default is the builtin Ellipsis so it survives a module reload).
The /mcp fan-out and execute_mcp_tool, which swap the resolved credential into mcp_auth_header,
pass the client's value explicitly. What goes upstream is unchanged. _byok_catalog_auth_header is
gone.

* fix(mcp): drop a listed catalog recorded across a server save

_record_listed_tools ran after the awaited upstream fetch, so a PUT /v1/mcp/server that landed
mid-fetch had its invalidation undone when the fetch completed: hooks then saw the pre-save
description next to the post-save definition until the next listing, instead of name and
arguments only.

The manager now keeps a per-server listed-tools generation, bumped by
_invalidate_server_definition_caches. _get_tools_from_server reads it before the fetch and
_record_listed_tools skips the write when it moved; the next listing records normally.

* fix(mcp): drop the catalog again once a saved OpenAPI server's registry is rebuilt

add_server and update_server publish the saved definition before the OpenAPI registry entries are
rebuilt from the spec, so a listing recorded during that fetch held the pre-save entries under the
new generation. The generation is bumped a second time after the registry refresh.

The during-hook task no longer accepts a listed entry, the one-line wrapper over get_listed_tool is
inlined at its two call sites, and the per-server generation map is a plain dict.

* fix(mcp): keep discovery and OAuth metadata caches across an OpenAPI spec re-read

add_server and update_server ran the full server-definition invalidation a
second time after the awaited OpenAPI spec fetch, which also dropped the
prompts/resources/templates discovery entries and the OAuth protected-resource
metadata filled under the already-published definition, so the next request
went upstream again. Only the listed-tool catalog recorded during the fetch
holds pre-save entries, so the post-fetch pass now drops just that catalog
and bumps its generation via the new _drop_listed_tools helper, which the
full invalidation also calls.

* fix(mcp): look a called tool up in the listed catalog by its bare name only

get_listed_tool stripped the server prefix a second time when the exact
name was absent from the caller's listing, so a never-listed upstream tool
whose bare name starts with the server prefix resolved to the listed
sibling and that sibling's description and input schema reached the
pre-call hooks for a call to a different tool. Every caller already passes
the once-stripped bare name, so the lookup is now exact.

Tests that looked the catalog up by a prefixed name now use the bare name
the callers pass; two new tests pin the never-listed sibling case at the
manager and at the tools/call path.

* fix(mcp): record a listed-tool catalog only for a listing the caller is served

_get_tools_from_server now records the catalog into the caller's
listed-tools slot only when asked (record_listing=True), which the
served listings pass: the /mcp and Responses API tools/list handlers via
_get_tools_from_mcp_servers, MCPServerManager.list_tools, and the REST
listing via _list_server_tools. Four internal listings stop recording,
so a later tools/call hands pre_mcp_call hooks name and arguments only,
as on main:

- _list_tools_before_first_call, the implicit listing inside tools/call
when this worker does not yet expose the tool
- fetch_pinnable_tool_catalog, the admin pin snapshot listed without the
catalog guard and without description overrides
- _initialize_tool_name_to_mcp_server_name_mapping, the startup fill
- get_tools_for_server, used by the semantic tool filter

_create_prefixed_tools returns to its tool-name mapping job only; the
record follows it in _get_tools_from_server.

* fix(mcp): opt every listing out of catalog recording unless it is served

The aggregate listing and _list_mcp_tools now default to record_listing=False,
so a catalog fetched inside a tools/call no longer fills the caller's
listed-tools slot. The /mcp/proxy meta-tools (call_tool, search_tools,
get_tool_schema) and the tool-search virtual tool stop recording: /mcp/proxy
serves only the meta-tools and the search serves only its hits, so a later
pre_mcp_call hook was reading a description the caller never listed.

The tools/list handler, the Responses MCP handler and the /v1/mcp/tools
management listing opt in with record_listing=True, since each serves the
catalog to the caller.

* fix(mcp): key the listed-tool slot by the caller's admission identity and forwarded bearer

The slot a tools/list records for a later tools/call was keyed by (user_id, api_key)
only, so every team-only JWT caller shared one slot and one JWT user acting in two
teams shared a slot; a tools/call then handed pre_mcp_call hooks a description another
caller was served. The slot is now keyed by the hashed key, user, team and organization,
plus the admission credential of a caller admitted with neither a key nor a user.

The caller bearer split the slot only on client-forwarded-token and token-exchange
servers; a legacy delegated oauth2 server (delegate_auth_to_upstream without client
credentials) also forwards it upstream and served a different catalog per bearer into
one slot. The bearer now splits the slot on every server whose egress forwards it
(_consumes_caller_authorization) or exchanges it.

* fix(mcp): record only tools served by the bridge

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): keep bridge tool metadata request-local

* refactor(mcp): centralize listed catalog recording guard

* fix(mcp): preserve base TPM reservations for listed tool calls

* fix(mcp): preserve project token reservations for listed calls

* fix(mcp): record served catalogs and preserve call message bytes

* test(mcp): align listing expectation with deferred recording

* test(mcp): audit listed metadata across callers and bridge lifecycles

* test(mcp): preserve guardrail fixture worker affinity

* refactor(mcp): expose listed catalog recording API

* feat(mcp): pass served_tools through the anthropic messages bridge

/v1/messages auto-execution now hands this request's resolved tool
definitions to _execute_tool_calls, matching the Responses and chat
completions bridges: the pre_mcp_call hook receives the description
and input schema the model was shown for that call. Request-local
only; the shared listed-tools catalog is untouched.

* test(mcp): pin served_tools handoff on the anthropic messages bridge

Mirrors the credentials-forwarding test: the request's resolved tool
definitions must reach _execute_tool_calls under served_tools so
pre_mcp_call hooks judge the call on the description and input schema
the model was shown. Fails without the previous commit's one-liner.

* style(mcp): sort the local import block ruff flagged

* fix(mcp): keep the admin include_disabled_tools view off the listed-tools catalog

GET /mcp-rest/tools/list?include_disabled_tools=true is the admin-only
configuration view: apply_tool_filters is False, so it serves the full
server catalog. Recording that response into the caller's listed-tools
slot warmed tools/call metadata no runtime listing ever served,
breaking the only-a-served-listing-records invariant (Bugbot).

The record is now gated on apply_tool_filters; disabled tools stay
unreachable (the call-time allowlist 403 fires before hooks), so the
observable fix is the slot no longer warming from a settings view.
Verified live: the new test fails on the unfixed head and passes here,
and the rest of the listed-tool-metadata suite is unchanged.

Add wire-level cells for /v1/messages/count_tokens, /utils/token_counter,
/v1/responses/input_tokens and the Gemini countTokens route on a Vertex AI
Claude deployment: the system prompt and tools reach the partner
count-tokens endpoint verbatim, null fields stay out of the body, malformed
tools are rejected before any peer call, peer, token-endpoint and connection
failures fall back to the local tokenizer unless disable_token_counter is
set, generation on the same deployment keeps working, and concurrent bursts
survive a peer outage, a slow peer and a worker SIGKILL. The sdk cells cover
litellm.acount_tokens the same way.

The _support/process.py and _support/client.py harness files are brought to
main's content so the self-booting cells read INTEGRATION_PROXY_READY_SECONDS
instead of a fixed 70 s boot budget.

fix(bedrock): honor the per-request timeout on Converse and Invoke streaming (internal copy of #38210) (#44134)
* fix(bedrock): propagate timeout to streaming requests

* test(bedrock): prove streaming fails at the request timeout against a slow upstream

* test(bedrock): simulate the slow upstream in process instead of over a local socket

* test(bedrock): audit the Converse and Invoke stream timeout on the proxy

Two integration files drive the per-request timeout on Bedrock streams
through the real proxy against an owned wire peer: the wire file covers
every surface (chat, messages, responses, invoke, pass-through), the
sad, edge and precedence rows, and the chaos file covers bursts, a
dropping upstream, a killed worker and a proxy stopped mid-burst.

The wire peer gains Reply.drop_connection so a cell can close the
socket before any response, and the harness's graceful stop grace is
now INTEGRATION_PROXY_STOP_SECONDS (default unchanged at 30), since a
two-worker supervisor's interpreter finalization takes longer than that
on a loaded box.

* test(bedrock): pin the fallback audit cell to one proxy worker

The fallback cell created both deployments through /model/new on one
worker and sent the chat request to the other, whose registry
read-through loads only the requested model, so the fallback target
was unknown there until the periodic DB poll. The cell now warms the
fallback model and sends the request over one keep-alive client, so
one TCP connection stays with one uvicorn worker, and it expects the
fallback upstream to see both requests.

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(decisions): default model, evaluation health probe, short Cloudflare names

The proxy validates only state and questions, so a request without a
model falls through to the configured default model like every other
route. Health checks probe evaluation-mode deployments through the
Decisions API instead of failing with an unsupported mode, and
cloudflare/clef and cloudflare/clef-flash get cost-map rows so the short
names resolve a mode and a price. The registry no longer claims typed
decisions for a provider with no backend.

* fix(decisions): let health_check_params override the evaluation probe

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(integration): audit the decisions endpoint across providers, limits, health and chaos

Adds the /v1/decisions audit cells: one wire contract per provider (path, key, body and cost-map billing), the gateway-only fields and tags, the sad paths (invalid bodies, unknown model, key checks, api_base in the body, upstream 401/429/500, a 200 without answers, an unreachable upstream), the two evaluation-mode health probes, and three chaos cells (a mixed-failure burst over both routes, a worker SIGKILL mid-burst, an upstream outage and restart on the same port).

The PR's cost case read the upstream observations through the gateway, which answers 404 for that path; it now reads them from the upstream URL. The owned proxy harness takes extra CLI arguments, and its graceful stop waits as long as a worker boot may take, since a worker still starting honors SIGTERM only once it is up and the 30 second wait forced a cleanup under load.

* fix(decisions): send env API keys to a configured api_base

* feat(decisions): add zero-cost evaluation cost-map entry for Strands Decider

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(decisions): register the routes through the lazy feature registry

The Decisions router was included at import, ahead of the config and DB
pass-through endpoints, so a pass-through configured at /v1/decisions
was skipped and answered 400 as an unknown Decisions provider. The
routes now register through LAZY_FEATURES, which splices them in after
every eager route, so a pass-through at /v1/decisions keeps its route
while /decisions still serves natively. The lazy OpenAPI snapshot carries
the two paths so the schema shows them before the first call.

The audit cells add the env-key egress to a configured api_base, the
client api_base opt-in shared with chat, the pass-through precedence on
an owned proxy, and the Strands evaluation health check resolved from
the cost map. The integration config exports the Perplexity env key the
first cell needs.

* fix(decisions): keep the Cloudflare api_base message in its transformation and read the audit upstream once per cell

* fix(proxy): let a config pass-through beat a lazily registered route in eager mode

With LITELLM_DISABLE_LAZY_ROUTES set the decisions routes are registered at
startup, so SafeRouteAdder treated a config pass-through at exactly
/v1/decisions as already registered and dropped it. In lazy mode a pass-through
created through the API after the first native call was skipped the same way.
Routes a lazy feature owns no longer count as registered, and a route added at
one of their paths is placed ahead of them, the precedence lazy mode gives a
config pass-through when the feature has not loaded yet.

feat(interactions): durable cross-pod settlement for background interaction billing (#41955)
* feat(interactions): durable cross-pod settlement for background interaction billing

Background interaction billing lived only in the creating replica's memory, so a
DELETE routed to another replica, or a restart of the creating one, never billed
the completed provider work and the budget reservation was refunded at the poll
timeout. The create now registers the billing context in a settlement store
before returning, the proxy installs a Prisma-backed store at boot
(LiteLLM_BackgroundInteractionSettlement, schema-only migration), any replica
claims the row once through a conditional update before billing or releasing,
startup resumes every unclaimed row with its remaining timeout, and a give-up
records an unsettled outcome instead of silently reconciling to zero. The SDK
keeps an in-memory store and behaves as before.

* fix(interactions): survive a settlement install failure at boot and stop carrying request headers

* fix(interactions): drop the stored request context once a settlement row is settled

* fix(interactions): bill the completed response a poll already saw when its claim only answers at the deadline

* fix(interactions): carry a missing model through the settlement context for agent-only background creates

An interaction created with an agent and no model reaches the poll with no model name, exactly as on main. The settlement context now stores that None instead of rejecting the create, which answered the client with a 500 after the provider had already accepted it.

* fix(interactions): leave an unfetchable background interaction to its creating poll when a delete lands elsewhere

The remote pre-delete path fetches with only the delete's credentials, so a fetch it cannot make says nothing about the interaction. It used to claim the settlement row and release the reservation anyway, which stopped the creating replica's poll and lost the bill when the delete then failed the same way. It now returns without claiming; the in-process path keeps releasing on an unfetchable state, since its context carries the create's own credentials.

* fix(interactions): fail a cross-replica delete when its pre-delete fetch fails so the creating poll keeps the bill

* fix(interactions): keep the stored settlement gate when registration raises after landing, and fail resumed-poll deletes closed

A registration that raised after its row committed moved the poll to a private in-memory gate, so the creating worker billed while the stored row stayed unclaimed for another replica's delete or the next boot to bill again. The row is now read back once and, when it landed, the poll claims through it like every other settler.

A worker that resumed the poll after a restart is not the creator, so its delete on a failed pre-delete fetch now fails with the fetch's error instead of releasing and deleting. After a fleet restart every worker holds resumed polls, which left the fail-closed path applying nowhere.

* fix(interactions): settle an unverified registration through the durable claim

A create whose settlement-store write raised no longer bills through a
private in-memory gate that a later boot's resume cannot see. The claim
asks the durable store first and falls back to the local gate only when
the store answers that no row exists, and a missing settlement table reads
as no rows so a replica without the migration still settles in process.

* test(proxy): keep the settlement test where the proxy-infra shard collects it

The merge of main moved test_background_interaction_settlement.py under
tests/unit/proxy/spend_tracking, but the proxy-db shards claim tests/unit/proxy
files one by one in .circleci/scripts/unit_selection.sh, so no CI shard ran it
and codecov/patch dropped. tests/test_litellm/proxy/spend_tracking is collected
whole by the proxy-infra shard, which is where the test ran before the merge.

* fix(interactions): raise on a non-2xx Gemini interaction fetch

AsyncHTTPHandler.get never raises for status and the Gemini GET transform
only raised when the body was not JSON, so a 500 or 404 carrying Gemini's
JSON error body parsed as an interaction with no status. A delete on a
replica other than the creator then claimed the settlement as released and
forwarded the delete instead of failing closed, and the bill was lost. The
transform now raises GeminiError with the vendor's status, as the delete
transform already does; the in-process poll already retries a fetch that
raises

* test(integration): audit durable background interaction settlement across replicas

Twenty-six deterministic cells drive a one-worker creator and a two-worker
settler against an owned scripted Gemini upstream: cross-replica deletes
bill once, failed and cancelled interactions release, a later replica
resumes unclaimed rows, custom deployment pricing bills at the deployment
rate, a fetch the settler cannot make fails the delete closed, odd ids are
refused, a missing settlement table keeps in-process billing, polling
disabled registers nothing, the budget reservation is released by the
settler, an upstream outage mid-burst fails closed and recovers, killed
workers hand their polls to the respawned ones, and concurrent deletes on a
slow upstream settle exactly once. The support upstream gains a scripted
interaction store with per-id GET status and delay, and the process helper
gains an owned upstream a test can stop and restart

* test(integration): refuse a repeated delete in the scripted upstream and pin the settlement budget below one estimate

* chore(ui): regenerate dashboard API types after merging main

* test(integration): accept the 422 budget refusal and a respawned worker's resume

The budget cell pinned a 400 that the proxy stopped answering when budget refusals moved to 422, so it now asserts the status and the budget_exceeded error type the sibling budget tests pin. The later-booting replica cell accepts a claimer that is any worker started after the creates, since uvicorn's supervisor can respawn the creator's worker under load and the respawned worker's boot resume claims the rows by design; the single spend row check is unchanged

* test(integration): delete the pinned key's interaction with a second key

A key whose budget is filled by its own reservation is refused on every route, the DELETE included, so the cell now asserts that 422 and sends the delete with a second key, which is what the reservation release on another replica needs in order to be observable at all

feat(bedrock): serve gpt-5.6+ chat completions natively by default, with chat_completions/ opt-in for gpt-oss and grok (#44307)
* feat(bedrock): send grok chat completions through runtime openai path

Unspecified bedrock grok was rewritten to Converse. Chat completions now hit bedrock-runtime /openai/v1/chat/completions, and converse/ still uses Converse

* feat(bedrock): serve gpt-oss and gpt-5.6 chat completions on runtime's native openai path

* fix(bedrock): route gpt-oss response_format to Converse and decide the route once from the raw request

* fix(bedrock): serve region-path and GovCloud gpt-oss ids on native Chat Completions

The cost-map parity tests require every regional variant of a flagged id to carry the same supports_ flags, so the six us-gov gpt-oss entries now carry the native-route flags too. A region path in the model name (bedrock/us-gov-west-1/openai.gpt-oss-20b-1:0) is routing, not a different model: the route is looked up on the id after the path, the path's region picks the endpoint and the SigV4 scope, an explicit aws_region_name still wins, and the body carries the bare id AWS expects

* fix(bedrock): keep params AWS refuses natively off the chat completions route

Drop the params each family 400s or 503s on runtime Chat Completions from the native config's supported list (GPT-5.6 penalties, stop, and logprobs, Grok penalties, gpt-oss logit_bias) so drop_params drops them as Converse did, gate legacy functions on GPT-5.6 the same way as tools, and send an Anthropic-style thinking block to Converse, the only route that forwards it

* fix(bedrock): keep schema-less json_object on Converse for the chat completions models

* fix(bedrock): keep every json_object response_format on Converse for the chat completions models

* fix(rust): declare the bedrock runtime chat completions flags on ModelInfo

* fix(bedrock): opt into the native chat completions route through supported_endpoints

* docs(cost-map): describe the bedrock native chat completions capability flags

* revert: docs(cost-map): describe the bedrock native chat completions capability flags

This reverts commit 4101c0ceb2.

cost-map-guard runs main's schema generator under pull_request_target and compares
its output to the PR's committed schema, so a PR that changes the generator's output
cannot pass that required check until the generator change lands on main first. The
descriptions move to a follow-up that lands the generator change ahead of the schema

* test(bedrock): move the native chat completions tests under tests/unit

* fix(bedrock): stop sending aws_bedrock_project_id as OpenAI-Project on the runtime chat completions route

* feat(bedrock): make native chat completions an opt-in bedrock/chat_completions/ route

Bare Bedrock OpenAI and Grok model ids stay on Converse as on main. The
bedrock/chat_completions/<model> prefix opts a deployment into bedrock-runtime's
/openai/v1/chat/completions, and a request carrying a Converse-only param
still falls back to Converse. The cost map no longer decides the route.

* fix(bedrock): keep chat_completions/-prefixed deployments on the native Responses surface

* fix(bedrock): keep provider response headers on the runtime chat completions route

* feat(bedrock): serve gpt-5.6 and newer on runtime chat completions by default

Unprefixed bedrock/<gpt-5.6+> models whose cost-map row lists /v1/chat/completions
now route to the native OpenAI-compatible endpoint; converse/ pins Converse and
chat_completions/ still opts gpt-oss and Grok in. Guardrails, application inference
profile ARNs, and tools with reasoning keep falling back to Converse per request.
Hoist the remote-media url comprehension into a single-clause helper.

* fix(bedrock): refuse temperature and top_p natively on GPT 5.6 and newer like Converse does

AWS answers temperature and top_p with a 400 on the native Chat Completions endpoint for the GPT 5.6+ models, the same models whose Converse route already dropped both under drop_params via supports_sampling_params: false. The native config now honors that price-map flag, the gpt-6 and gpt-6.1 rows carry it, and the gpt-6 family joins gpt-5 in refusing frequency_penalty, presence_penalty, logprobs, and top_logprobs before the request reaches AWS.

* fix(bedrock): refuse GPT sampling and logprob params natively only while reasoning is on

On bedrock-runtime's native chat completions endpoint, GPT-5.x and GPT-6.x
accept temperature, top_p, frequency_penalty, presence_penalty, logprobs,
and top_logprobs once reasoning_effort is "none", and refuse them with any
other effort or when the effort is unset. The previous commit refused the
sampling params unconditionally from the cost map's supports_sampling_params
flag, which lost the reasoning-off case and never covered the penalties or
logprobs. The refusal now keys on the model being a GPT id and reasoning
being active, raises a 400 UnsupportedParamsError naming the params unless
drop_params drops them, and lets everything through under "none". Grok and
gpt-oss keep their unconditional family refusals.

* refactor(bedrock): keep the Converse route-prefix strip inside the bedrock llms module

* fix(bedrock): forward a non-string reasoning_effort on the native route instead of crashing

A list or dict reasoning_effort hit a frozenset membership test in
without_refused_reasoning_effort and raised TypeError, which the proxy
surfaced as a 500 APIConnectionError with no upstream call. The value is
now left alone unless it is a string Bedrock's native endpoint refuses,
so AWS answers the malformed value with its own 400 like it does for an int

* fix(bedrock): route overlong GPT version digits to Converse and send native chat completions to the runtime endpoint

A model id with more than 4300 version digits raised ValueError in the route check; the digits are now bounded so such ids fall back to Converse. The native chat completions URL now follows Converse's precedence: aws_bedrock_runtime_endpoint (or AWS_BEDROCK_RUNTIME_ENDPOINT) wins over api_base, so a deployment that sets both keeps sending to the same host

* fix(bedrock): route model_id overrides to Converse and never send an empty bearer natively

A deployment whose litellm_params carry model_id (an application inference profile or provisioned throughput ARN) went to the native Chat Completions route with the base model in the URL and model_id left in the body. It now takes Converse like the bedrock/arn:... model form, which encodes the override into the request URL

A blank api_key on a SigV4 deployment became an Authorization header reading Bearer with nothing after it on the native route, since the OpenAI-like header builder writes any non-None key and the signer keeps a non-AWS4 Authorization header. validate_environment now resolves the key through bedrock_bearer_token, so a blank key is signed with SigV4 the way Converse signs it

* test(bedrock): audit the native GPT chat completions route on the integration rig

Adds the /audit cells for the runtime chat completions route: the scripted Bedrock runtime peer, the happy and fallback wire tests, the sad-path and regex worst-case tests, the chaos burst tests, the Messages adapter tests, and the Responses native-route tests. Tests only, no product diff.

* test(bedrock): harden the runtime chat completions audit cells

The chaos peer's shared counter and process now come from the same spawn context, since a fork-context Value handed to a spawn-context process raises on Linux. The peer-kill test waits for the first six answers to reach the client before killing the peer instead of counting accepted requests. The Responses wire tests look the spend row up under both the ciphertext id the caller received and the issued id behind it, matching the chaos file's rule for the pre-encryption row

* fix(bedrock): refuse or drop a non-string reasoning_effort before the native chat completions call

A reasoning_effort sent as an int, a list, or an object on a GPT 5.6+ deployment the native
route serves now answers 400 from litellm before any wire request, naming the type and the
drop_params way out, and is dropped under drop_params so AWS applies its default effort, the
way Converse dropped it on main. The tip since a0cef91f0b forwarded it for AWS to refuse

* test(bedrock): pin router retries off and give the chaos bursts config deployments on an owned proxy

* test(bedrock): wait for the replacement worker before tearing down the sigkill chaos proxy

fix(responses): drop bridge-minted reasoning items from OpenAI replays (#44132)
* fix(responses): drop bridge-minted reasoning items from OpenAI replays

* fix(responses): send id-less stored reasoning items without a made-up id

The chat-to-Responses bridge gave a stored reasoning item with no id an rs_<n> id that OpenAI rejects (404 without encrypted content, 400 with it); an id-less item is accepted and verified by OpenAI itself. Decoding encrypted_content now keeps the verifiable thinking blocks of a mixed array instead of rejecting the whole array, and the verifiable-block rule lives in the shared module.

* test(integration): audit minted reasoning item replay across responses, chat bridge and messages

fix(anthropic): stop repeating streamed thinking text in the signature chunk (#44127)
* fix(anthropic): stop repeating streamed thinking text in the signature chunk

The Anthropic stream handler emitted, on the signature_delta, a thinking block carrying every thinking delta seen so far plus the signature, after it had already streamed that text as per-delta blocks. Every additive consumer (the Agents SDK, stream_chunk_builder, the Responses bridge) stored the text twice under one signature and replayed the doubled block on the next turn

The signature chunk now carries a signature-only block, matching the Bedrock emitter, so accumulators rebuild the text once and the saved history replays to Anthropic exactly as it was streamed

* test(anthropic): audit the signature-only thinking chunk across wire providers

* test(anthropic): pin the cached replay's thinking shape in the wire audit

test: repair stale and polluting tests red on scheduled main CI (#44229)
* test(proxy): stop the proxy_server app fixture leaking LITELLM_LOG

The session app fixture set LITELLM_LOG=ERROR with os.environ.setdefault and never removed it, so later tests on the same xdist worker inherited it. test_drop_params_env_var spawns a subprocess with os.environ and lost the warning it asserts on. Scope the variable to the import with a MonkeyPatch context

* test(secret-detection): give the hand-built redaction request an ASGI path

Since #43975 _read_request_body checks the route path via request.scope, and a scope without path raised KeyError that was swallowed into an empty body, so chat_completion failed with a missing messages parameter. Real ASGI scopes always carry path

* test(integration): isolate litellm callback lists per sdk test

usage-based-routing-v2 Routers register their selector in litellm.callbacks and nothing removes it, not even Router.reset(). The counter TTL and Redis service metrics tests left their selectors behind, and the next usage routing test ran their pre-call checks against its own rpm=1 deployments, raising "Deployment over defined rpm limit". An autouse fixture now gives each sdk test copies of the callback lists and restores the originals afterwards

* test(integration): keep the owner-lookup fault proxy off the shared read replica

The owned proxy points DATABASE_URL at a scratch database but inherited
DATABASE_URL_READ_REPLICA from the replica job, so auth read the shared
database and rejected the freshly created key with token_not_found_in_db.
Drop the replica variable like the other scratch-database owned proxies

* test(integration): request every seeded key in the team owner breakdown

The aggregated team activity endpoint now caps breakdown.api_keys at the top
100 keys by default (#43398), so the 300 seeded keys came back as 100 rows.
The test guarantees each key is reported with its own owner, so ask for an
api_key_limit that covers all seeded keys

* test(integration): give every owned Redis its own port in the redis-cache container

On CircleCI every owned Redis ran on the fixed port 16379 inside the shared
redis-cache container. When an earlier server still held that port, the new
one failed to bind, readiness pinged the old server, the pidfile read failed
and cleanup then reported "Owned Redis still serves after shutdown"

Reserve an ephemeral port for the docker-exec path the same way the local
binary path already does, and refuse to start when something already serves
the chosen port so the failure names the real cause

* test(e2e): skip the Vertex Mistral partner case the e2e project cannot reach

The e2e Vertex project gets a 404 publisher model not found for vertex_ai/mistral-small-2503, so the case can only fail

* test(e2e): skip the Vertex gpt-oss partner case the e2e project never serves

vertex_ai/openai/gpt-oss-120b-maas has hit a 60s read timeout with no response headers on every run in the e2e Vertex project since the case was ported, and no other Vertex partner chat model passes there to switch to

* test(e2e): check only stored message content for a leaked card number

The Presidio spend-log check ran the card-number pattern over the whole serialized response, so a Luhn-valid usage.cost float (0.0003466000000000001) failed the streaming /v1/messages case although the stored content was <CREDIT_CARD>. The check now reads the content and text strings of the stored response, which is where a raw card would land, and still requires the placeholder there

* test(e2e): assert the proxy decodes token-array embeddings for titan

The port in #44120 carried over a legacy SDK-direct test that expected Bedrock to reject token ids with a 400. Through the proxy, /embeddings decodes token arrays to text for providers that cannot embed tokens, so titan answers 200. The test now sends a token array and its decoded sentence and requires the two vectors to match, which fails if the proxy stops decoding or decodes with the wrong tokenizer

* test(e2e): run the Bedrock extended-thinking round trip on a model that honors enabled thinking

us.anthropic.claude-sonnet-5-5 is adaptive-only, so litellm sends thinking.type=enabled with a 1024 budget as adaptive with low effort, and Bedrock returned no reasoning blocks on 5 of 5 identical Converse calls (boto3 direct agreed). us.anthropic.claude-sonnet-4-6 accepts the legacy shape verbatim and returned reasoning on 5 of 5. The non-thinking Bedrock case stays on sonnet-5-5

* test(proxy): stop unit modules forcing DEBUG logging into the event-loop lag tests

Five tests/unit modules set verbose_proxy_logger to DEBUG at import, so every xdist worker that collected them logged the 2.4MB pass-through response from a worker thread, and secret redaction of that line held the GIL for ~0.8s+ inside the timed window. The lag tests now pin the LiteLLM loggers to WARNING and freeze gc while timing, and the module-level DEBUG overrides are removed

* test(e2e): cite the tokenizer and date behind the titan token-array fixture

* test(e2e): let migration seed replicas finish their request-log indexes before cloning

Since #43948 a serving proxy builds the two LiteLLM_SpendLogs indexes on a background thread after it reports ready. The seed fixtures stopped the replica at readiness, so every cloned legacy database lacked an index no real deployment would be missing, and the v2 baseline diff refused it. Seeds now wait until both indexes exist and are valid in the database's schema

* test(passthrough): give the pass-through MockRequest an httpx URL and ASGI scope

#43626 made get_request_route read request.scope during pass-through kwarg setup; the MockRequest in tests/unit/passthrough had neither a scope nor a URL object, so both stream-param tests raised before reaching the code they check. Mirrors the repair #43626 made to the tests/pass_through_unit_tests fake

* test(integration): ignore foreign allow_all_keys MCP servers in the access matrix tool list

test_toolset_gateway_url_serves_a_team_granted_toolset_to_a_key_without_its_own_grant (#43908) registers an allow_all_keys server on the shared gateway, and allow_all_keys servers are listed to every key by design, so a matrix case running on another xdist worker at the same time saw its tools. The matrix now drops tools of allow_all_keys servers it did not create, read from LiteLLM_MCPServerTable before and after listing, and still compares everything else exactly

* fix(jwt): only reuse keys that can call LLM routes in auto_register_map_existing_key

Skip Admin UI session keys and keys whose allowed_routes restrict them to
anything other than llm_api_routes (management, read_only, password-reset
sessions). Mapping a JWT to one of those left the user with 401s or 403s on
every LLM call, since the mapping persists.

* fix(jwt): scope auto_register_map_existing_key reuse to the JWT-resolved team

Only reuse a key whose team_id matches the team auth_builder resolved for
the JWT (no team matches no team), so a personal key can no longer bypass
the resolved team's model and budget limits.

With the flag on, the first JWT request now falls through to the same
virtual-key checks later mapped requests get, instead of returning early,
so a reused key's own limits apply from request one rather than 200 then
403. Flag off keeps the early return unchanged.

* fix(jwt): keep the early return when no master key is set

Without a master key the generic virtual-key path returns a bare
INTERNAL_USER object, so falling through on the first auto-registered
request dropped the key's team, models and budgets. Only fall through when
a master key is configured.

Tests now assert the reused key per team rather than the query shape, and
cover the flag-off early return and the no-master-key case.

* test(jwt): assert on race-loser's returned key, not only mocks (TQ002)

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

* fix(jwt): close the auto_register_map_existing_key race, shared-claim and expiry holes

A key auto_register just minted is never adopted by a concurrent request, so the race loser's cleanup can no longer delete a key another request mapped and cascade its mapping away (503, user left with no key)

Reuse only happens when the claim value is the JWT-resolved user_id. A shared claim such as azp or client_id falls back to minting, so one user can no longer land on another user's personal key and budget

Only keys that never expire are reused, so an expiring key can no longer pin the claim to a permanent 401

Integration tests on a real proxy and Postgres cover all three. The race test holds the first mapping insert in a Postgres relay, so the interleaving is forced rather than timed. The where-clause shape unit tests are replaced by these, since only a real database proves the filter

* test(e2e): create the reused key in the team the JWT resolves to

The flag only reuses a key in the JWT-resolved team, and this identity's groups claim resolves to its team, so a teamless key was never eligible and the test could not pass

* test(integration): match the held statement across TCP reads

The relay looked for the trigger inside one read, so an insert split across two reads was never held and the race test would fail waiting for it. It now matches one exact trigger over a window that keeps the end of the previous read

* fix(jwt): gate key reuse on the claim field, not on the claim value

Requiring the claim value to equal the resolved user_id skipped reuse for users matched through the sso_user_id or case-insensitive email fallback, whose stored user_id differs from the JWT sub. That is the lookup LIT-5378 asks for. Reuse is now allowed when the virtual key claim is the user_id or user_email JWT field, globally or for the token's issuer, which still keeps shared claims such as azp or client_id on the mint path

* fix(jwt): let an issuer's own user field replace the global one when gating key reuse

An issuer that identifies users by uid no longer treats the global sub field as a user identity claim, so a shared sub under that issuer mints instead of reusing a personal key

* test(jwt): make the flag-off test fail when the flag no longer gates key reuse

The flag-off test used a config where sub was not a user identity claim, so deleting the flag check still passed. Configure user_id_jwt_field=sub so only the flag keeps the lookup off, and drop test docstrings

* chore(lint): drop mutable-ok suppressions that LIT013 flags as no-ops

fix(proxy): always exit when database setup fails at boot (#44141)
Remove the ENFORCE_PRISMA_MIGRATION_CHECK opt-in. When PrismaManager.setup_database returns False (database unreachable, connection retries exhausted, or prisma migrate deploy failing after retries) the proxy now always prints the red failure message and exits 1 instead of serving requests against a database whose schema may be behind the code. The --enforce_prisma_migration_check flag stays as a hidden no-op that prints a one-line deprecation warning so existing container args keep parsing; the env var is no longer read anywhere. The standalone migration entrypoint always runs run_server(("--skip_server_startup",)), and the integration launchers drop the flag.

fix(bedrock): accept Converse messages with no content key (#43936)
* fix(bedrock): accept Converse messages with no content key

A user or tool message whose content key is missing (or null, which the
message cleanup strips) made every Bedrock Converse request fail with
APIConnectionError 'content' before reaching Bedrock. The Converse
transform now reads content with .get for those messages, as it already
did for assistant messages: a content-less user message adds no block
and a content-less tool message becomes a toolResult with empty content.
The str branch also sends the continue message text instead of the
original whitespace-only text.

* fix(bedrock): send the continue message for a content-less user turn

* test(bedrock): type the content-less Converse message test parameters

* fix(bedrock): accept a Converse system message with no content key

* refactor(bedrock): read the system message content with get

* test(integration): audit Bedrock Converse messages without content

Adds the /audit cells for a chat message whose content key is missing or
null on a Converse-routed Bedrock deployment: happy, sad, edge, and chaos
rows through the OpenAI SDK, the Anthropic SDK, and raw httpx against the
scripted upstream, asserting the caller's response, the body the peer
received, and the spend row. The owned-proxy readiness deadline in the
integration harness is now INTEGRATION_PROXY_READY_SECONDS (default 70).

* test(integration): bound stray spend rows in the mid-burst restart cell

fix(mcp): resolve team-granted toolsets for non-admin keys and dashboard sessions (#43908)
* fix(mcp): expand team and dashboard grants when listing and serving toolsets

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): honor team toolset grants on the responses gateway path and expose a public team permission lookup

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* chore(mcp): drop the toolset route docstring tweak so the OpenAPI snapshot stays unchanged

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): scope inherited toolset grants by the key's own MCP ceiling

A key that declares any MCP grant of its own keeps only its own toolsets, one
that declares none inherits its team's, and require_key_mcp_access_defined
stops a virtual key inheriting while dashboard sessions and admitted users
still do. Adds the direct, no-grant, admin and key-ceiling integration cases
and makes the LLM gateway toolset case discriminate a scoped toolset from the
aggregate grant

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): resolve toolset grants per admitted source and enforce the live team roster

Dashboard sessions and gateway-admitted users now expand into the admitted
subject's per-team sources when resolving toolset grants, so a team-granted
toolset is not capped by the user's own MCP row and is reachable on the
namespaced route. A cached team id no longer grants a toolset unless the live
roster still lists the user, a team lookup fault only drops that team's
inherited grant, and /team/member_add evicts the cached team object so the new
member is authoritative immediately

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): read a key's named object permission before letting it inherit team toolsets

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* refactor(mcp): inject the toolset grant resolver into scope helpers so tests stop patching MCPRequestHandler

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): drop the duplicate admitted_subject_sources wrapper after merging main and follow its renamed resolvers

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): honour fresh policy and the session resource scope on pinned toolsets

A pinned toolset scope now reads the toolset through the writer when the admitted session
requires fresh policy, so a tool revoked from the toolset is gone on the next request. A
gateway bearer scoped to one server can only open a toolset that names that server

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(mcp): keep operator-open servers out of toolset gateway urls

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(mcp): audit cells for team-granted toolsets across every surface

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(mcp): bound toolset edit convergence by both cache layers

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(mcp): drop toolset integration cells that test behavior this PR does not change

Repeat-read byte identity, 20 concurrent calls, a stopped peer and a killed worker are covered
generically by test_mcp_resilience.py and test_mcp_user_env_vars.py. The toolset edit cell asserts
pre-existing cache propagation and flaked locally with connection resets while polling

* chore(mcp): drop mutable-ok suppressions that main's LIT013 now flags as unused

* chore(mcp): keep the require_key_mcp_access_defined read from adding an unknown-argument type error

fix(proxy-extras): build the SpendLogs indexes in the migration job instead of in migrations (#43948)
The two SpendLogs index migrations shipped in v1.103.0 each break one table shape: the plain CREATE INDEX holds a SHARE lock on a large unpartitioned table and the CONCURRENTLY one fails with 0A000 on a partitioned parent. Both files are now inert and the indexes are built by a table-driven, shape-aware step after migrate deploy: CONCURRENTLY on a plain table, ON ONLY the parent plus per-partition CONCURRENTLY and ATTACH PARTITION on a partitioned one. The migration job builds them synchronously and exits non-zero on failure; a serving proxy that ran migrate deploy itself builds them in the background off the readiness path. A valid index of the same definition under another name is renamed and reused, an invalid one is rebuilt, and extra copies are reported with their DROP INDEX statement instead of being dropped. The migration checker rejects any CREATE INDEX on LiteLLM_SpendLogs or LiteLLM_ErrorLogs in future migrations

feat(tool-policies): show the user who owns the key that discovered a tool (#43892)
* feat(tool-policies): show the user who owns the key that discovered a tool

GET /v1/tool/list and GET /v1/tool/{tool_name} resolve the discovering key's owner from the verification token and user tables at response time and return it as a nullable user field. The Tool Policies page adds a User column that shows alias, then email, then ID, with the same cell the Virtual Keys page uses. Keys without an owner, deleted owners, and rows without a key hash show no user, and a database failure in the owner lookup keeps the tools listed with user null

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* fix(tool-policies): bound the owner lookup with chunked membership queries

The key-by-token and user-by-id lookups behind the tool rows' user field
put every distinct key hash into one IN list. BaseRepository gains
find_many_in, which runs the repository's chunked membership query and
converts the rows like find_many does, and the owner lookup uses it

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(tool-policies): cover the owner column across the tool routes and the dashboard

Integration cells for the direct, detail and filtered tool routes, owners without alias or email, deleted owners and keys, keyless and unknown-key historical rows, more keys than one membership chunk, repeated reads, two-worker reads during discovery and a failed owner lookup. A Playwright cell drives the bundled Tool Policies page against the live proxy and follows the owner link

test(ci): repair stale tests and flaky CI infrastructure (#43983)
* test(ci): add used_client_oauth_token to the GCS pub/sub spend-log golden

#43063 stamps used_client_oauth_token into spend-log metadata, so
test_async_gcs_pub_sub_v1 failed on main with an extra metadata key

* test(ui): give the auto-router threshold save wait room for the availability debounce

#42625 keeps Save disabled while a 300ms-debounced availability check runs.
This test waits for Save right after the change, so the whole debounce lands
inside waitFor's 1s default and it times out under CI load. It is the
recurring UI Unit Tests failure on main since #42625 landed

* test(e2e): expect no pricing tier on bills for streamed calls OpenAI served at default

#42870 added both the rule that a served default or standard tier bills at
base pricing and records no service_tier, and streamed tests expecting the
row to record 'default'. They have failed on every scheduled litellm-e2e run
since. The tests now map the served tier to the pricing basis the bill must
record and check input is billed at that basis's rate; the messages case
registers custom rates so the rate check has something to compare against

* test(e2e-ui): wait for the call-id search before hovering the logs row

The row the spec hovers is already on the unfiltered first page, so it was
found before the search request returned. The search response then
re-rendered the table under the mouse, and the Base UI tooltip never opened.
Reproduced with Playwright against a local proxy: hovering right after the
fill never shows the tooltip, hovering after the search response shows the
call id every time

* test(e2e): run the Together structured-output case on the hybrid Qwen with reasoning off

The case picked the cheapest Together row flagged supports_response_schema.
DeepSeek-V4-Flash-0731 hit its cost-map deprecation date on 2026-09-29, so the
pick moved to GLM-5.3-Flash, a reasoning-only model that spends the 1024-token
budget thinking and returns content=None. Qwen3.5-9B is the pinned hybrid model
the reasoning_effort=none case already exercises, and Together lists it with
structured output support

* test(integration): read the agent 365 guardrail status by its own name in spend logs

The MCP shard runs under xdist against one database, and a sibling file creates a
default_on pre_mcp_call content filter there. The owned proxy reloads DB guardrails, so
that filter's 'success' entry could land first in guardrail_information and the test
read it instead of the agent 365 verdict

* test(unit): ignore asyncio's leaked-task records in the budget limiter push-failure log check

gc.collect() inside the caplog window can collect a pending task an earlier test left
on a closed loop, and asyncio logs 'Task was destroyed but it is pending' into this
test's records. The check still counts every LiteLLM logger, and unretrieved task
exceptions on this loop still go through the asserted exception handler

* test(e2e-ui): fill the create-tag fields inside the dialog

#42949 added 'Filter by tag name' and 'Filter by description' inputs to the Tag
Management page, so page-wide getByLabel('Tag Name') and getByLabel('Description')
match two elements and Playwright's strict mode fails the create step

* test(integration): run integration proxies with the CI license

Multi-worker proxies start each uvicorn worker in a fresh process, so every
worker reads the license from its environment. Forward LITELLM_LICENSE into the
proxy and test runner environments

* ci: save GitHub Actions caches only from main and bump codecov-action to 5.5.5

Every pull request saved its own uv, maturin, Rust and Prisma caches, about
4.5 GB per PR, so the repository's 10 GB cache budget evicted main's entries
within minutes. Pull request jobs then missed every cache, downloaded all
dependencies from PyPI and hit the install step timeouts. Pull requests now
restore only, and main keeps the caches warm for them. test-linting and
check-ui-api-types run only on pull requests and keep saving

codecov-action 5.5.4 imports its signing key from the deleted codecovsecurity
keybase account, so every upload failed signature verification. 5.5.5 reads it
from codecovsecops; the key ID matches the one signing the current CLI

* test(unit): join the session-minting thread before collecting the handler

asyncio.to_thread resumes the test as soon as the worker sets its result,
while the pool thread can still hold the work item and through it the
handler. gc.collect() then cannot finalize the handler and the session stays
open. A pool that shuts down before the test continues drops that reference

* test(integration): relaunch owned proxies that lose their port, expire idle gateway connections early

owned_proxy_process released its reserved port and the proxy bound it only
after full startup, so another xdist worker or an outgoing connection could
take it first and the proxy exited with 'address already in use'. The launch
now retries on a fresh port when that happens and stops every failed attempt.

uvicorn closes idle keep-alive connections after 5 seconds and httpx expired
them at the same 5 seconds, so a request sent right at that mark could reuse a
socket the server was closing and get 'Connection reset by peer'. Gateway
clients now drop idle connections after 2 seconds

* ci(circleci): give the base SDK wheel build the same 30 minute no-output window as the Windows build

The release profile builds with fat LTO and one codegen unit, so the final
link of litellm-cache-s3 runs silently for minutes. Successful builds take
711 to 749 seconds, right at the default 10 minute no-output limit, and about
30% of recent runs were killed there

* test(integration): model the budget-reset database outage as 10 seconds instead of 5 refused connections

The proxy retries the database about every 30 seconds and each retry opens
roughly one connection, so a 5-connection outage took 3 to 4 retries to clear
and recovery landed between 60 and 90 seconds, straddling the test's 80 second
reset window. A fixed 10 second outage still refuses the immediate reconnect
and recovers on the next retry

* ci: move the unit-test uv cache split into a composite action

check_workflow_startup_safety sums every setup step's timeout, so the save and
restore variants each counted 5 minutes although only one runs. One composite
step keeps the setup ceiling at 35 minutes

* test(unit): point tiktoken at the bundled cache for every unit test

The rust_bridge tokenizer tests loaded o200k_base before any test in their
xdist worker had imported default_encoding, so tiktoken fell back to the
temp cache and tried to download under pytest-socket. Move the session
fixture from litellm_core_utils/conftest.py to the root unit conftest.

* test(integration): answer model discovery probes in the hosted_vllm wire tests

The router's periodic upstream model info refresh sends GET /v1/models to
hosted_vllm deployments, so a wire server that is live during a refresh
sees an extra request. Answer the probe with an empty model list and leave
it out of the provider-call assertions, matching the responses bridge
tests.
