Thresholds outside 1-100, non-list recipients, and invalid emails now return 422 on
/team/new, /team/update and PATCH /team/{id} instead of being stored and silently
ignored. The value is stored canonically. Read-side LiteLLM_TeamTable is unchanged,
and the PATCH body stays a raw merge patch so a null threshold still deletes it.

* fix(auth): enforce and alert on team member budgets only in common_checks

The builder re-checked the team member budget inline before common_checks ran the same
check, so one request that crossed a team_member_max_budget_alert_emails threshold
dispatched two alerts. Drop the inline check; common_checks is the single authorization
point and already covers per-member rows, the team default member budget, zero-cost
skips and the cross-pod spend counter. Its 422 message now uses the TeamMember=user:team
form the builder and budget reservation already returned.

* fix(alerting): keep BaseBudgetAlertType.get_event_message zero-arg

Requiring user_info broke existing callers and out-of-tree subclasses. The team member
label now comes from SlackAlerting.budget_alerts, so the interface and its Readme are
unchanged from main.

* fix(mcp): keep team member budget enforcement on the MCP OAuth auth dependency

The MCP OAuth dependency stops at _user_api_key_auth_builder and never reaches common_checks, so removing the builder's inline member budget check would have let over-budget members through there. Enforce it explicitly for that caller.

* fix(auth): keep main's team member budget enforcement, alert once per request

Restore the builder's team member budget check and 422 message exactly as on main and drop the MCP-only gate. The builder sends the member alert only on the request it rejects; common_checks sends it for requests that get past the builder, so no request alerts twice.

fix(proxy): pass team member spend rows as jsonb so a $0 flush cannot poison the pool connection (#43029)
Prisma types a raw array parameter from the first batch a connection sees. After a flush in
which every member cost was a whole number (a free model), the connection's cached statement
expected int8[] and every later fractional batch on it failed with "improper binary format in
array element", so member spend silently stopped landing while team spend kept rising.

The rows now travel as one JSON document unpacked by jsonb_to_recordset with the column types
declared in SQL, so Postgres types the numbers and the batch shape no longer matters.

GET /team/daily/activity/export answers the same scoping as
/team/daily/activity/aggregated with one unbounded rollup query, so keys
past USAGE_TOP_API_KEYS_LIMIT are included. Supports daily,
daily_with_keys, daily_with_users and daily_with_models export types as
CSV (default) or JSON. The PTU flat-cost sentinel stays in the plain
daily rollup and is excluded from the keyed and per-model exports

test: add tag rpm limit and tag budget reset integration coverage (#42859)
Adds two integration tests to tests/integration/spend/test_tag_budget_enforcement.py

test_key_tag_rpm_limit_rejects_the_second_request_carrying_that_tag proves
a key metadata tag_rpm_limit of 1 rejects the second request carrying that
tag with 429 while a request carrying a different tag still passes

test_tag_budget_duration_resets_spend_and_unblocks_the_tag boots an owned
proxy with a 2 to 3 second budget rescheduler, creates a tag with
max_budget 0.0001 and budget_duration 5s, observes the spend block, then
observes the tag serving again once ResetBudgetJob zeroes the tag spend

Mutation evidence

get_key_tag_rpm_limit forced to return None: the second tagged request
returned 200 instead of 429, test red

_queue_budget_linked_resets for uow.tags disabled in
_commit_budget_cascade_once: the tag stayed blocked at 422 for the full
70 second recovery window, test red

fix(pricing): drop the unpublished cached rate from the Gemini Live preview entries (#42651)
* fix(pricing): correct cached-token fields on realtime cost-map entries

azure/gpt-realtime-2 was the only member of the gpt-realtime-2 family priced
on one side of its cached-audio meter. Azure publishes that meter as
"gpt-realtime-2 Audio cd inp Gl 1M Tokens" at 0.4 per 1M and charges the
same rate for the write that populates the cache and the read that hits it,
so cache_creation_input_audio_token_cost lands at 4e-07, matching
azure/gpt-realtime-2.1, azure/gpt-realtime-2.1-mini and the openai
gpt-realtime-2 entry. No cost path reads that field yet, so this corrects
what get_model_info reports rather than what anything bills.

The gemini Live entries go the other way. Google's Vertex context-caching
page publishes separate supported-model lists for implicit and explicit
caching, and no Live or native-audio model is in either one. Its pricing
page prints N/A in both cached-input columns for every Gemini 2.5 Flash
Live API row, where plain 2.5 Flash and 2.5 Flash-Lite both carry real
cached prices, and the Vertex model card for the family marks context
caching not supported outright. Vertex never reports cachedContentTokenCount
on a Live session either, including for a byte-identical 7,021-token prefix
replayed across sessions minutes apart, which is well past the 2,048-token
minimum the same page sets for the Gemini 2 family.

So the 7.5e-08 on the two preview siblings priced something the provider does
not sell, and supports_prompt_caching on all three claimed a capability the
model does not have. The rate comes out. The flag is set to false rather than
removed, because get_model_info maps an absent key to None, and None is how
this map spells "nobody checked" across the 2,788 entries that omit it, where
false records the vendor's documented no. Both readers of the flag gate on
`is True`, so nothing bills or behaves differently either way.

Only the cached fields change on the two 09-2025 preview entries. Their
source field points at the Gemini API pricing page rather than the Vertex
one, so they describe a different surface with its own published limits, and
their context windows are left alone rather than assumed to match the Vertex
model card that drives the GA entry.

Tests cover all three halves: the family invariant that a cached audio read
implies an equal cached audio write, a cached count on a Live entry leaving
the bill at the fresh-input total instead of adding the old 7.5e-08, and
supports_prompt_caching answering false for all three entries while still
answering true for 2.5 Flash, so the false cannot be a swallowed lookup
error.

* fix(cost): correct gemini-live-2.5-flash-native-audio limits and capabilities

Google's model card for model ID gemini-live-2.5-flash-native-audio gives a
128K context window and 64K maximum output tokens, and marks structured
output, context caching and URL context as not supported. Its modality list
is text in and out, image in, audio in and out, and video in, with no
document input of any kind.

The entry advertised a 1M context window, an off-by-one 65535 output cap, and
three capability flags the vendor marks unsupported. Context caching is the
fourth and is handled in the cached-fields change alongside its two preview
siblings.

Both the bare id and vertex_ai/gemini-live-2.5-flash-native-audio resolve to
this single entry, so the test drives the corrected values through both.

the scheduler tick was cancelled by shutdown, because asyncio.CancelledError

on cancellation and re-raises, and each daily batch upsert runs in an
interactive transaction so a statement that already reached Postgres is rolled
back with the cancel instead of committing behind the requeue
