A team can now carry a per-model budget map that every key on the team
inherits. A key's own model_max_budget entry for the same model takes
precedence, so it is gated on and billed to the key alone.
Backend: NewTeamRequest/UpdateTeamRequest accept model_max_budget (validated
like the key-level field, enterprise gated); the value is hydrated onto
UserAPIKeyAuth via the token view, TeamGrants and the carried budget state;
_check_team_model_budget enforces it in the centralized common checks; the
limiter meters spend under team_model_spend:<team>:<model>:<duration> and
skips the team counter when the key overrides; /team/update lets only a
proxy admin raise, re-window or drop a cap; /team/info exposes usage.
The Anthropic context-management compaction summary subrequest runs the
same team gate. Both fallback token-view SQL definitions project the column.
UI: team create and edit forms reuse the key-level ModelMaxBudgetEditor,
premium gated, sending {} to clear and omitting unchanged fields.
A key entry overrides the team cap only when it spend-gates the model
(non-negative max_budget); a row that only carries tpm/rpm limits or a
negative cap leaves the team cap in force.

Against a real Postgres the previous commit still died on MonthlyGlobalSpend:
only 2 of the 8 creation sites went through the tolerant helper, so the losing
replica re-raised on the first unguarded one and skipped the rest.
The regression test now makes every CREATE lose the race and asserts all 8 are
still attempted, which fails on the partial fix.
Every replica booting against the same fresh database sees each view as
absent and issues the CREATE. Postgres fails all but one with a
duplicate-object error, and that exception propagated out of
create_missing_views, so every view after the first was never created and
/global/spend* 500'd for the life of the deployment.
Losing that race reaches the desired end state, so treat it as success.
Genuine DDL errors still propagate.
`should_create_missing_views()` had `and result[0]["reltuples"]` which is
falsy when reltuples=0. On a fresh empty PostgreSQL table, CREATE INDEX sets
reltuples=0, causing the guard to return False and skip view creation entirely.
Views like MonthlyGlobalSpendPerKey are never created, and the
/global/spend/logs endpoint returns 500.
Fix: change to `and result[0]["reltuples"] is not None` so reltuples=0
(empty table) and reltuples=-1 (unanalyzed table) both correctly return True.
Also harden test_vertex_ai.py to return None instead of crashing with
JSONDecodeError when the spend-logs endpoint returns a non-JSON 500 response,
and add unit tests covering all three reltuples branches (0, -1, positive).
- proxy_server.py: disable allow_credentials when allow_origins=['*'] (wildcard
+ credentials is a browser security misconfiguration). Add LITELLM_CORS_ORIGINS
env var to configure explicit allowed origins.
- create_views.py: narrow broad 'except Exception' to only catch genuine
'view does not exist' errors; re-raise all other DB errors (auth, connection,
etc.) that were previously silently swallowed.
- spend_log_cleanup.py: validate execute_raw() return type is int before using
it as a deletion count; break loop safely on unexpected types to prevent
infinite deletion loops.
