* feat(anthropic): workload identity federation and pluggable identity sources
Backend half of #38818 (internal copy of the fork PR #38013), rebuilt as one
commit on top of litellm_internal_staging without the dashboard changes.
Deployments on anthropic/ without a static api_key can exchange an OIDC
workload assertion for a short-lived sk-ant-oat01 token through a shared
RFC 7523 JWT-bearer engine. The assertion comes from a mounted token file,
an env token, a LiteLLM-signed issuer, or Keycloak, chosen per deployment,
per named credential, or through ANTHROPIC_IDENTITY_SOURCE. The federation
fields are server-owned: refused inline in request bodies and on
POST /model/new, proxy-admin only on credentials, and the token exchange
is pinned to api.anthropic.com unless LITELLM_ANTHROPIC_WIF_ALLOWED_HOSTS
adds a host. GET /credentials/{name}/jwks exports the public key set of a
LiteLLM-signed credential for the Claude Console.
The OpenAI federation trio from #39613 rides along on the backend side with
the same server-owned handling.

The files handler enabled workload identity on batch-result downloads but never received the
deployment's litellm_params, so a deployment authenticating through a named credential could only
mint from process-wide env vars. It now threads litellm_params through to the auth header the way
the batch retrieve path already does.
LITELLM_ANTHROPIC_WIF_ALLOWED_HOSTS entries written as host:port were read by urlsplit as a scheme,
so the allowlist kept the raw entry while the exchange compared bare hostnames and refused the
gateway. Entries are now parsed as network locations whether or not they carry a scheme.

The Bedrock Claude Platform route already reads anthropic_workspace_id from
optional_params, so banning that spelling as a server-owned federation
parameter broke a pre-existing client capability. The federation field is now
anthropic_federation_workspace_id (env ANTHROPIC_FEDERATION_WORKSPACE_ID),
which restores the base branch's behavior for Bedrock callers, drops the
Bedrock-specific hint from the refusal message, and deletes the unconditional
ban constant that no longer had a reader
* fix(auth): share one exchanged token across workers reading the same assertion
Anthropic accepts each identity assertion exactly once, so two uvicorn
workers reading the same token file both minting from it means the second
exchange is denied with jti_reused. Minted tokens now land in a per-user
0700 cache directory guarded by a file lock, so workers on the same host
reuse one exchange until the token expires or the assertion rotates. A 401
is only retried when the re-read assertion actually differs, and the denial
hint explains jti_reused. LITELLM_TOKEN_EXCHANGE_CACHE_DIR moves the cache
and an empty value disables it
* fix: keep anthropic federation from being shadowed or leaked
An empty or whitespace-only ANTHROPIC_API_KEY counted as set, so a federated
deployment sent an empty x-api-key on every call instead of minting a token.
Blank values now read as unset, and a real static key on a federated deployment
logs once that it outranks federation and nothing is being federated.
The exchange-host allowlist matched hostnames only, so a second process on
another port of an allowed host was trusted with the workload's identity token.
An entry that names a port now trusts that port alone, while a bare host still
trusts every port.
The shared token store exists so the workers reading one projected token file do
not each spend its single-use jti. A source that mints its own assertion per
exchange shares nothing with another worker, so it no longer writes a live token
to disk for a lookup that can never hit.
* fix: unlink a staged token file a failed write leaves behind
The 401 denial hint now also says federation ignores ANTHROPIC_WORKSPACE_ID, which the Bedrock Claude platform provider already reads.

A buffered write only reaches the disk when the handle closes, so a full disk surfaces at close and left the staging file behind holding a usable token.

The admin gate read the stored deployment, so a team admin lost edit, delete
and Test Connection on any deployment carrying federation params. It now
returns early unless the submitted fields touch the federation surface, and a
Test Connection probe that points the deployment at its own api_base is still
refused, with the 403 no longer wrapped into a 500
The rest of the same review pass: POST /model/new refuses only a blocking
value of `blocked`, so a client that always sends `blocked: false` is not
turned away; a request body can no longer pick which federated identity to
mint as by naming a stored credential; an advisory refresh the executor
refuses disarms the entry instead of wedging the identity until the follower
timeout; the static-key shadow warning resolves its env fallback inside the
cache instead of once per request; credential writes drop nulls before
storing them; the token exchange validates the endpoint URL before reading an
assertion and keeps refusing redirects across a client heal; /health hides
every server-owned federation field from non-admins; and the async create_file
and create_batch paths say which setting is missing when the provider resolves
no URL
* fix(proxy): let a deployment write name a federated credential
reject_federated_credential_reference runs from is_request_body_safe, which
pre_db_read_auth_checks calls on every route, so it also fired on POST
/model/new, /model/update, /model/{id}/update and /health/test_connection. A
proxy admin could no longer attach a federated credential to a deployment over
the API or the Admin UI, leaving a static config.yaml entry as the only way to
configure the feature the rejection told the caller to go configure, and
_reject_non_admin_wif_write never got to make the call it exists to make.
is_request_body_safe now takes the route and skips only the credential-reference
check on the routes that reach can_user_make_model_call. Federation fields typed
inline into a body stay refused everywhere, and a call naming a federated
credential still cannot pick the identity it mints as.
* refactor(proxy): derive health display policy from the federation key sets
The health check module hand-copied the five workload identity fields whose
value is a credential, so a shared proxy surface named provider-specific
parameters and a newly added secret-bearing field would have gone on being
displayed until someone remembered both places
WIF_SECRET_BEARING_KEYS now sits beside the key sets it splits out of,
types/utils derives secret_bearing_wif_litellm_params from it, and the health
layer splats that tuple the same way it already splats the admin-only one

* test(proxy): classify the federation params in the credential slot registry
main's registry test (#43298) now fails the build for any credential-named
deployment param without a classification. The five federation fields that

settings name a URL, a client id, an auth method, or a scope and are NotSecret

The credential PATCH handler checked server-owned workload identity
federation fields only on the values the caller sent, while a body that
named a deployment through model_id had its credential values resolved
after that check. A non-admin could therefore copy a federated
deployment's WIF fields onto an ordinary credential. Resolve the incoming
values first and run the non-admin gate on them, matching the POST path
* fix(anthropic): count tokens with ANTHROPIC_AUTH_TOKEN through the shared auth header
Count-tokens walked its own credential ladder: a static key, else skip minting when
ANTHROPIC_AUTH_TOKEN is set, else mint a federated token. With only the auth token set it
forwarded nothing and the proxy silently fell back to its local tokenizer while chat on the
same deployment authenticated with that token. The handler now takes the auth header that

* fix(provider): accept 2xx status in handleResponse for access group create
handleResponse (resource_team.go) only accepted exactly HTTP 200, but
POST /v1/access_group (and its /v1/unified_access_group alias) legitimately
answers 201 Created. litellm_access_group and litellm_unified_access_group
create both succeeded on the proxy and failed in the provider, leaving the
group out of state and forcing an import to recover on the next apply's
409 for the now-duplicate name.
Same fix and shape as #40723, which widened this exact check in
sendRequest/handleAPIResponse/handleMCPAPIResponse for mcp_server, model,
key and organization_member. handleResponse is the one shared status-check
helper that fix didn't reach -- it's a different function in a different
file (resource_team.go, not client.go/utils.go), so this is fully
independent of that PR and can land before, after, or alongside it with
no conflict.
handleResponse is also used by agent, budget, guardrail, organization,
prompt, search_tool, tag, team, team_block, key_block, team_member(_add)
and user -- all unaffected in practice, since every one of their own
endpoints already answers exactly 200. Widening the check costs them
nothing and only changes behavior for the two resources that were
actually broken.
Verified: go test ./... passes, including a new
TestHandleResponseAcceptsFullSuccessRange table test covering
200/201/202/204 (accepted) and 400/404/409/500 (still rejected), mirroring
#40723's own TestHandleAPIResponseAcceptsFullSuccessRange.

The resource and data source links on the provider's registry docs
overview page 404 when clicked. They are written as relative paths like
./resources/team, and the registry serves the overview at
.../latest/docs with no trailing slash and passes hrefs through
unrewritten, so the browser resolves them to .../latest/resources/team.
Drops the link markup and keeps both lists and their descriptions. No
relative form works in both places: only a docs/-prefixed target
resolves correctly on the registry, and that same path is wrong when
reading the file on GitHub. The registry sidebar already links every
resource and data source for the version being read.

Adds /azure_speech/{endpoint:path}, an authenticated pass-through for the Azure AI Speech REST APIs: short-audio recognition on <region>.stt.speech.microsoft.com and batch transcription on <region>.api.cognitive.microsoft.com. A JWT key mapping can now name its virtual key by the SHA-256 hash the proxy
already stores, instead of only by the plaintext key.
litellm_key makes its generated key write-only so raw keys stay out of Terraform
state, and write-only attributes cannot be referenced at all, so the natural
wiring fails while planning, in every apply ordering:

The argument "key" is required, but no definition was found.
The only way out today is supplying the plaintext from a variable or a secret
manager, which means the mapped key cannot be one the proxy generated and the
configuration has to carry a credential. The value the mapping stores is
hash_token(key), which is the same hash litellm_key already exports as
token_id, and a hash is not a credential, so accepting it closes the gap:

CreateJWTKeyMappingRequest and UpdateJWTKeyMappingRequest gain an optional
token. Create requires exactly one of key or token, update accepts at most one,
and omitting both still leaves the mapped key alone. A supplied token must be 64
lowercase hex characters, because hash_token() hashes unconditionally and a
plaintext key sent as token would be stored as a hash of a hash, then silently
match nothing at auth time. Both rejections are 400s raised before the row is
written.
On the provider side, key becomes Optional with ExactlyOneOf{key, token_id} and
token_id is added next to it. token_id is not marked sensitive since a hash is
not a credential, both fields are omitempty on the wire so the proxy receives
only the one that was configured, and a failed update reverts token_id for the
same reason it already reverts key.
key keeps working unchanged and existing state is untouched. The only change to
it is Required to Optional, which no existing configuration can violate.
budget_duration and allowed_models ride on /team/member_add. tpm_limit and rpm_limit are sent through /team/member_update, the only endpoint that accepts them. Removing any of the four from config sends an explicit clear (null, or an empty list for allowed_models) since member_update is a merge-patch. The resource ID is set before the post-add limits call so a failure there taints the resource instead of orphaning the memberships

Terraform's convention is that create does not seize a resource the
configuration never made, and credential_values holds secrets that are never
read back into state, so a silent takeover overwrites values no plan showed.
A name collision now fails with the terraform import command that adopts the
existing credential explicitly, and adopt_existing = true opts into taking it
over during create. The provider detects the conflict by the proxy's 409 and
keeps the Prisma string match as a fallback for older proxies
Credential names and model_id went into URLs raw, so a name with a slash or a
question mark hit the wrong route. Every credential URL is now built from a
package const through fmt.Sprintf with url.PathEscape or url.QueryEscape,
which the endpoint audit can resolve. Toggling adopt_existing alone no longer
sends a PATCH, so it does not rewrite the stored secret
The proxy answered a duplicate credential_name with a 500 carrying Prisma's
unique-constraint message, so terraform apply against a credential the state
had lost died with an opaque database error. Classify that response as a
conflict, adopt the existing credential with a PATCH that carries model_id,
and set the resource ID only once the adopt succeeds so a failed PATCH does
not taint a credential this run never owned

Deleting a team cascade-deletes its keys, so `terraform apply -replace` on a
team left the key's `/key/update` 404ing and aborted the apply with the key
resource stuck. The update now confirms the key is really gone and recreates it
under the new team; a `team_id` change between two live teams stays an in-place
update, and an unrelated failure still errors out.
Rebased onto current staging, which added a typed `apiError` and `isNotFound`,
so the recovery matches on the status code plus a re-read rather than on the
error string. The metadata pre-read, which fails before `/key/update` is ever
reached when the key is gone, routes through the same recovery.

The componentized chart rendered litellm.connectionPoolEnv into the gateway
container only, so with database.connectionPool.enabled and
gateway.collector.enabled the collector's Prisma client opened its own pool
straight to Postgres instead of going through the pod-local PgBouncer.
Render the same include in the collector container, drop the gateway.extraEnv
workaround from the collector test, and add enabled/disabled regression
assertions for the collector in both helm charts and the terraform aws and gcp
modules, which already pass the pool env to their collector containers. The
module READMEs note the IAM token-auth exception, where the collector keeps a
direct connection by design.

* feat(proxy): offload spend tracking to a pod-local spend worker sidecar
py-spy on the gateway showed the post-response _PROXY_track_cost_callback,
spend-log and DBSpendUpdateWriter work running on the inference workers'
event loop, so a DB or Redis stall backed up the request path.
When LITELLM_SPEND_WORKER_ENABLED=true, _ProxyDBLogger serializes one compact
typed SpendEvent per success and hands it to a SpendEventProducer that ships
it over a unix socket (default) or loopback-only TCP to a sidecar started as
`python -m gateway.spend_worker`. The sidecar runs the unchanged
_ProxyDBLogger pipeline against the pod's PgBouncer (pooled_database_url).
When the sidecar is unreachable, the buffer is full, or the gateway shuts
down with events still queued or in flight, the producer applies
LITELLM_SPEND_WORKER_ON_UNAVAILABLE (fallback in-process, or drop). The
sidecar half-closes producers on SIGTERM and drains, the producer treats
EOF as unavailable, and the gateway flushes buffered spend counters on
shutdown. The sidecar honors LITELLM_LOG so its writes are visible in its
own process log.
Helm: both charts gain an opt-in spend-worker sidecar container sharing an
emptyDir socket dir, and the componentized chart's HPA uses a
ContainerResource CPU metric scoped to the gateway container so sidecar
CPU does not drive inference scaling.
* feat(terraform): opt-in spend-worker sidecar for the AWS and GCP gateway stacks
Adds spend_worker_* inputs to both modules. On ECS Fargate the sidecar is a second, non-essential container in the gateway task; on Cloud Run it is a second container in the gateway service. Both listen on loopback TCP, share the gateway's DB/Redis/secret env, and set LITELLM_JOB_ROLE=spend_worker. Disabled by default. Plan-only tests cover both, and the terraform CI workflow now runs the gcp module too

The public Wolfi repository only carries pgbouncer 1.24.1-r3, which the image

The supervisor now waits for a replacement pooler to listen before treating it
as recovered, ends and retries one that never does, and takes the same lock for
stop() and spawn so no replacement can be started after shutdown began.

The componentized gateway image started uvicorn directly, so the in-container
PgBouncer never ran for it: every worker opened its own Prisma pool to the
database. It also passed no keep-alive timeout, so behind a load balancer with
a 60s idle timeout uvicorn's 5s default closed idle connections first and the
balancer returned 502s on scale-out
gateway.launch assembles DATABASE_URL, starts PgBouncer once per pod when
LITELLM_PGBOUNCER_ENABLED is set, hands the workers the loopback URL and then
runs uvicorn on gateway.main:app with KEEPALIVE_TIMEOUT as --timeout-keep-alive.
The image builds PgBouncer 1.25.2 from a checksummed tarball, copies the
compiled Rust extension into the /app source tree it imports from (it was only
in site-packages, which PYTHONPATH=/app shadows) and asserts the native bridge
loads. The app user is added to stats_users so operators can read the PgBouncer
console with the application credentials
The supervisor returns the pooled URL instead of writing into the mapping it
was handed, a database user whose name PgBouncer would split into several
stats_users entries is refused before the config is written, and the launcher
tests drive main() with an injected serve callable

The squash of #40512 onto a base that already carried #40514 left the Partial call on the metadata pre-read error path only, so a rejected /key/update again persisted the planned values into state and TestResourceKeyUpdateFailureKeepsPriorState fails on the default branch.

resourceKeyUpdate now calls d.Partial(true) on a failed /key/update so the SDK does not persist the rejected planned values into state, which made the next plan report no changes and silently dropped the update.

Add an optional, computed, force-new team_id argument to the
litellm_team resource. When set, it is sent to /team/new as the
team_id; when omitted the provider keeps generating a UUID. Read
mirrors the resource id into state so import and plan stay clean.

Adds a Terraform resource for the proxy's JWT to virtual key mappings, so a
JWT client identified by a claim such as client_id, azp or sub maps to a
virtual key and inherits its models, budgets, rate limits and spend tracking.
Covers the four mapping endpoints: /jwt/key/mapping/new, /info, /update and
/delete. is_active is applied through a follow-up update because the create
endpoint always starts a mapping active, a dropped description is sent as an
empty string because the update endpoint ignores absent fields, changing the
mapped key rotates it in place, and changing the claim name or value forces
replacement since the update endpoint cannot change them.
* fix(terraform): revert key on failed jwt_key_mapping update
Classic SDKv2 persists a failed Update's diff-applied values to state
regardless of the error, so a rejected key rotation left the new key in
state while the proxy kept the old one and the next plan falsely converged.
Revert key via GetChange and resync description/is_active/computed fields
from a post-failure Read, since Read alone can't recover key (the proxy
never returns it).
Also drop the case-insensitive "mapping not found" body match: the proxy
raises 404 for all three not-found paths (info, update, delete), so
checking the status code alone is sufficient.
Clarify the docs: referencing a litellm_key resource's write-only key is
not a null-then-400 situation, it's a static "Missing required argument"
error at plan time, in every apply ordering.
* fix(terraform): stop leaving an active mapping behind on failed cleanup
Two issues flagged by review:
- Create has no way to ask the proxy for an inactive mapping, so an
is_active=false mapping is briefly active while the follow-up
deactivation runs. If that deactivation call itself fails, the mapping
used to stay active and untracked. It's now deleted instead, closing
the exposure rather than leaving it open indefinitely.
- On a failed update, only `key` was reverted before the recovery read.
If that read also failed, description/is_active kept the rejected
values, so a later plan could report false convergence. Now all three
are reverted before the read runs.
Both come with regression tests, mutation-verified against the pre-fix
code.
