feat(proxy): serve a Codex-native model catalog with per-model service_tiers from /v1/models (#44136)
* feat(proxy): serve a Codex-native model catalog with per-model service_tiers from /v1/models

GET /v1/models and /models answer Codex CLI's catalog fetch (the request
carrying its client_version query parameter) with Codex's own
{"models": [...]} shape: a model Codex knows keeps the metadata of its
bundled 0.159.3 catalog (vendored), any other model gets Codex's fallback
entry, and model_info.service_tiers becomes each entry's service tiers so
Codex offers them as slash commands that send service_tier upstream.
Without the parameter the OpenAI list shape is unchanged. The CLI's
litellm agents codex catalog shares the same builder.

* fix(proxy): offer a Codex service tier only when every deployment of the model lists it

* fix(codex-catalog): an invalid service_tiers value offers no tier for the model

* fix(codex-catalog): read service tiers off the deployments the key's team can route to

A tier is offered to Codex only when every deployment of the model name a
request from the key's team can route to lists it, so another team's
deployment of the name and a deployment an admin paused via model_info.blocked
no longer withhold or add tiers for requests that never reach them

The catalog's always-null fields are annotated NoneType so the module imports
under pydantic 2.12.0 on Python 3.14, the lowest pin the MCP resolve job
installs, which rejects a None annotation with a None default

Under Codex's 1 MiB catalog limit the entries offering a service tier are kept
ahead of those offering none, each group in model_list order, with every kept
entry at its listing position, so the model an operator configured tiers for
survives a wide key's long listing. A model_group_alias row reads its target's
deployments, so it carries the target's tiers and stock metadata under the
alias name.

* fix(proxy): pick Codex catalog metadata per team and skip entries too large for the cut

The upstream model that selects Codex's stock entry was read off the first deployment of a name
without checking the key's team, so a team whose requests route to a different deployment could be
handed another team's prompt, reasoning levels, and tiers. The upstream model and the tiers now come
from the same team-aware selection routing uses, and a caller with no team reads the deployments no
team owns

The byte cut kept a prefix of the tier-first order, so one entry larger than the whole limit emptied
the catalog. An entry too large for the bytes left is now passed over and the smaller ones after it
are still kept

* ci(circleci): test Redis behavior against local Redis and print short tracebacks

The redis_caching_unit_tests job ran three legacy files against the shared remote Redis. The DualCache and
batch-read logic that never needed a server now lives in tests/unit/caching/test_dual_cache.py with a mocked
RedisCache, and the behavior that does need one (the increment-with-floor Lua script, read-through, deletes,
batch reads) moved to tests/integration, which starts a local Redis. test_returned_settings only read
REDIS_PORT and is replaced by a unit test of Router.get_settings

CircleCI pytest runs now use --tb=short so failure output stays readable in the test results tab

* fix(ci): parse integration split files that follow --results

The CircleCI machine image ships Python 3.12.2, whose argparse leaves the
files positional empty when it follows an option and another positional, so
every extensions node exited with 'unrecognized arguments'. Reproduced on
3.12.2; parse_intermixed_args selects the files on 3.12.2, 3.12.13 and 3.13

* test(ci): resolve command references in the Rust toolchain guard

The Windows rustup install moved into the install_windows_toolchain command,
which the guard only recognized for install_rust. It now accepts any command
that installs a pinned rustup and reads the Windows toolchain pin from it

* ci: cache the Windows release cargo build from main

windows_release_wheel rebuilt every dependency with fat LTO on each run. It now
restores the release target and cargo registry saved by main's scheduled run,
drops the workspace crates' fingerprints so they always rebuild from the
checked-out source, and still runs the full LTO link

* ci: run the Windows release wheel build on windows.xlarge

The fat-LTO release build is the slowest job in the pipeline; more cores
speed up the dependency compile ahead of the final link

* ci: skip the Windows fingerprint cleanup when the cargo cache missed

On a cold cache the release fingerprint directory does not exist, and the
CircleCI PowerShell wrapper failed the step on the suppressed not-found error

test(http): move the outbound HTTP/2 check into a new integration sdk suite
The check spins up a hypercorn TLS peer and drives the SDK's own httpx
handlers at it, so it needs litellm importable, hypercorn installed and a
loopback socket. It lived under tests/e2e, whose Buildkite runner image
installs neither litellm nor hypercorn by design (the suite drives a
remote proxy over HTTP), so every scheduled e2e build since #230 failed
to import the module and pytest reported it as a collection error. The
unit tree bans sockets, so it does not belong there either

tests/integration is the CircleCI tier built for real TCP against local
protocol peers. This adds an sdk shard to it for cases that exercise the
SDK's clients with no gateway in the path, registers the two HTTP/2
nodes in the contracts manifest, and adds the shard to the CircleCI
matrix. The test now flips the feature through LITELLM_HTTP2 (the user
surface) instead of patching module attributes, and asserts the version
the peer observed on the wire next to the one the client reports

test: cover provider wire contracts, streaming and recovery
Adds owned local TCP peers, a Redis process helper and SigV4 helpers to
tests/integration, and integration contracts for Anthropic and Bedrock wire
shapes, Bedrock role configuration, S3 wire, observed routing, Redis
recovery and stream contracts. Consolidates the four commits previously
stacked on litellm_integration_accounting onto its main-merged tip
