test(i18n): fix missing quote in check-keys test; add Wave 1 validation docs
- Fix unclosed string literal in tests/i18n/check-keys-lib.test.ts (esbuild
syntax error surfaced only in a real vitest transform, not the earlier node
harness).
- Add docs/i18n/PLATFORM_VALIDATION_REPORT.md (A4 platform ADR conformance +
verification; Agent 0 completed for G1).
- Backfill POC-1 (static-export build on integration branch, 51/51 routes) and
align POC key refs to litellm.locale (P5).
- Add docs/i18n/W2_SHELL_INVENTORY.md (A5 read-only inventory) and refresh
TASK_BOARD Wave 1 status.

docs(i18n): add internationalization design baseline (Wave 0)
Add the i18n multi-agent plan archive and all Wave 0 design deliverables
under docs/i18n/: master plan, task board, file ownership, decisions,
technical design + ADR + PoC report + risks, localization spec + glossary +
language switcher + navigation behavior + scope, and test plan + cases +
tools + regression matrix. Design only; no product code changes.
