Per-router auto-router savings were missing on proxies with
disable_spend_logs and for requests without a session id under
missing_session_id: omit. The router-day row is written by the
auto-router turn, whose enqueue sat behind the spend-logs flag and whose
builder dropped sessionless requests, while LiteLLM_DailyUserSpend has
neither gate. That money then showed only as unattributed savings.
Enqueue the turn whether or not spend logs are kept, and keep a
sessionless turn with an empty session id that writes the router-day row
while the session upserts skip it. The day and session rows still commit
in one statement, so late baseline corrections keep their ordering.
Without spend logs, write only the router-day aggregate: the turn drops
its session id, so no per-session row is stored, and baseline capture is
skipped, since a baseline observation can only publish once its
request's spend log exists. The flag keeps its meaning of no per-request
or per-session data, while the daily per-router money matches
LiteLLM_DailyUserSpend.

The auto-router usage view summed the lifetime savings of every session
overlapping the date range, so it disagreed with the Overall savings view,
which sums daily rollups by request day.
Record auto-routed money per UTC request day and router in one new table,
written in the same statement as the session rollup and corrected in the
same transaction as late baseline estimates. The all-router headline reads
the same daily rows and filters as Overall; savings no router day row
accounts for are reported as unattributed and void the baseline comparison.
Session shape and caching stay whole-session and are labelled so; the
savings-per-session tile is removed.

The usage card hid actual and baseline spend unless every older session
could be rebuilt from SpendLogs within two seconds, which on a real
gateway it never was. Each complexity router's actual spend is now its
rollup spend and its baseline is spend plus recorded savings, for old
and new requests alike, so the benchmarks and session endpoints never
scan SpendLogs. Adaptive and quality routers record no savings baseline
and stay out of the compared totals; savings_estimated_classifier_cost
is kept and covers the same compared requests

The proxy used to boot with no master key (every request accepted without
authentication) and with sk-1234, the key every example used. It now stops at
startup, before it connects to the database, and prints how to fix it: where the
bad key came from, a copy-pastable command that generates a secure key, and,
when the public key is also encrypting a database, a link to the rotation guide
general_settings.dangerously_allow_unsafe_proxy: true or
LITELLM_DANGEROUSLY_ALLOW_UNSAFE_PROXY=true starts the proxy anyway, for local
development. CI and test boots that rely on sk-1234 or on no key set it
BREAKING CHANGE: deployments with no master key, an empty one, or sk-1234 no
longer start until they set a real key or opt in to the override
update_team loaded the org without its budget row, so the org max_budget,
tpm_limit and rpm_limit checks silently passed. It now loads the budget the
same way /team/new does
tpm_limit is the first field in the team-admin allow-list registry. The team
settings tab gives a team admin a form with only the enabled fields and sends
only those on save, and UI Settings labels the checkbox the same way
Team admins could never reach POST /team/update: the route gate answered
401 before the handler's team-admin branch ran. This moves /team/update
into the self-managed routes, resolves proxy admin, org admin or team
admin inside the handler, and filters team admins through a new
proxy-wide UI setting, team_admin_editable_team_fields. The setting is
an allow-list of team fields. Empty means team admins cannot edit team
settings and get a 403 pointing at the proxy admin, and changing a field
outside the list fails 403 naming that field. Only values that differ
from what is stored count, since the dashboard resends the whole form.
The registry of fields the setting accepts ships empty on purpose. Each
field lands in its own follow-up PR with its value diff and dashboard
wiring. The Admin UI gains a "Team admin editable fields" section under
Settings > UI and a toast on the team page while editing is disabled.

The org cache entries written by prefetch_auth_objects carry the 5s
DEFAULT_IN_MEMORY_TTL. The first @log_db_metrics getter lazily imports
litellm.proxy.proxy_server, which on a cold CI runner can take longer
than 5s, so the org entry expired before get_org_object read it and the
getter fell through to the MagicMock database. Inject a frozen clock
into InMemoryCache so the test asserts the join, not import latency.

Add GET /team/spend/by_user, which groups raw spend logs by (team_id, user)

their own row. The Team Usage page gets a Spend Per User Within Team card
with CSV export backed by the same endpoint.

* fix(proxy): reset a stuck team member's budget
A per-team-member budget check reads a cross-pod spend counter that
nothing ever invalidates. Once a member exceeds their per-member
budget, resetting the key's spend, raising the user's or the team's
own budget, or issuing a new key all leave the member stuck, because
none of them touch this counter or its cached membership object.
Add POST /team/{team_id}/member/{user_id}/reset_spend to reset a
member's tracked spend, and invalidate the same cached state from
/team/member_update when it raises a member's own budget, so that
path also takes effect immediately instead of waiting on the
membership cache's TTL. Name the entity in the check's error message
so a stuck member is diagnosable from the 429 body alone.

* feat(proxy): add /team/daily/activity/aggregated and use it in the Usage UI
The Team Usage tab drained row-paginated pages client side, which painted
newest days first and drew duplicate bars when a day's rows straddled a
page boundary. Serve the whole range in one SQL GROUPING SETS pass instead:
the aggregated query gains optional per-entity rollup levels (entity as the
most-significant GROUPING bit) so breakdown.entities keeps per-team spend,
aliases, and per-key splits. The endpoint shares the paginated route's
scoping via _resolve_team_daily_activity_scope, accepts the timezone the UI
already sends, and the api_key filter now takes a list so non-admin member
scoping works. The dashboard tries the aggregated endpoint first and falls
back to page draining on failure.
* chore: ratchet B008 budget down by the endpoint converted to Annotated Depends
* chore: keep mutable-ok suppressions on their annotation lines after formatting
* fix(proxy): reject malformed or over-wide ranges on team aggregated activity
The aggregated endpoint has no pagination bounding its work, so validate
start_date and end_date as real dates and cap the span at 400 days. The
dashboard's widest presets fit well inside the cap, and an over-cap range
falls back to the paginated flow. Also trim implementation comments that
restated the grouping-set code.

The entity-as-extra-GROUPING-bit approach made the bitmask layout
mode-dependent: the same constant meant (date) for normal rows and
(date, entity) for entity rows, disambiguated by masking. Split it out:
the shared WHERE builder feeds both the untouched main query and a small
per-entity rollup query keyed by GROUPING(api_key), run concurrently, and
a fold writes breakdown.entities onto the built response.
* refactor(proxy): share the daily-activity error and entity-metadata shapes
The type-discipline ceiling for LIT002 ratcheted down on staging, so the new
aggregated endpoint had to stop hand-rolling collections the codebase already
builds elsewhere. Funnel the `{"error": ...}` detail through one construction
site, turn the range validator into an error-as-value, reuse a single
entity-metadata lookup for both breakdown paths, and widen
get_api_key_metadata to any set so callers stop copying frozensets.
* feat(auto-router): track turns per complexity tier (LIT-5302)
Stamps complexity tier at decision time (rollup never re-derives from routed
model, since tier->model mapping is mutable config). Records per-tier turn
counts in LiteLLM_AutoRouterSession.tier_turns (jsonb), rolls up per router
in benchmarks SQL via jsonb_object_agg, returns on AutoRouterBenchmarkGroup
for dashboard turns/share metrics.
Addresses Greptile/Bugbot findings:
- Missing _SessionAggRow.tier_turns field: added with field_validator to
parse jsonb text cast and handle NULL. Would 500 every benchmarks read.
- Missing ::text cast on tier parameter: Postgres fails type inference on
parameterized CASE/IS NULL without explicit cast. Added to all usages.
- Docstring false claim (only complexity routers produce tiers): quality
router stamps numeric tier '1'/'2'/'3'. Per-type grouping in SQL prevents
cross-contamination. Rewrote docstring to clarify isolation.
- Comment convention violations: stripped per CLAUDE.md rule.
- Test gaps: 8 unit tests for extraction/validation/aggregation, 7 behavior
tests for SQL semantics against real Postgres. 12 mutations killed.
Fixed fragile complexity_router test that broke on nested function calls.
No API change; extends existing GET /auto_router/benchmarks response only.

live-Postgres proxy_behavior rollup suite (17) all pass.
