The mcp_tool_search virtual tool only did substring token matching, so a native MCP client asking for "FX" could not find a tool described as "foreign exchange rates" even though the same catalog is ranked by embeddings on /responses and /chat/completions.
Adds litellm_settings.mcp_tool_search (embedding_model, top_k, similarity_threshold, core_tools). With an embedding model the caller's authorized catalog from _list_mcp_tools is ranked by cosine similarity of name plus description; configured core tools the caller can reach come first and do not consume top_k. Without an embedding model the keyword fallback keeps the old behavior. Settings are hot-reloadable from the DB, exposed on /get and /update mcp_tool_search_settings, and editable from the Admin UI under MCP Servers > Tool Search. The embedding index is shared with agent_search via a new SemanticTextIndex.

get_api_key had no callers. main.py imported it without using it, and
because main.py declares no __all__, the star import in __init__.py
published it as litellm.get_api_key. It duplicated key resolution that
get_llm_provider_logic already performs, which is how a misspelled env
var survived in it unnoticed until #35985. Drop the definition, the
unused import, the test that pinned the ai21 branch, and ratchet the
lint budgets down by the violations it carried.

Any pre_call guardrail on /v1/responses flattened Codex namespace tools
into ns__member functions and wrote the flattened list back to the
request, so the model called mcp__server__tool with no namespace and
Codex rejected the call as unsupported.
The handler now keeps the client's original tools, hands the guardrail a
deep copy of the flattened ones, and rebuilds data["tools"] by matching
the guardrail's output to the originals by type and name. Unchanged
tools go back as the original objects, a dropped or edited namespace
member changes only that member, and tools the guardrail injects are
still appended.

Protocols and object-typed boundaries instead of Any, then ratchets the
budget ceilings down to match.

A guardrail modify_response verdict on a streaming request only produced a
proper replacement on /v1/messages: the chat completions and Responses API
translations had no build_block_sse_chunks, so the ModifyResponseException
re-raised and surfaced as an in-stream 500 error frame (or a whole-request
500 in buffered mode) instead of the documented 200 replacement.
Implement build_block_sse_chunks for both OpenAI translations: chat emits a
content delta plus a finish_reason content_filter chunk with real usage;
Responses emits the typed event sequence (standalone via
build_synthetic_response_events pre-stream, or an output-item continuation
under the in-progress response id mid-stream) ending in response.completed.
The typed rewrite made the properties recursion call .get on every child,
so a malformed schema with a string or list property value raised
AttributeError where it previously passed through untouched.

A model access group could gate which models a caller reaches but never how
much that group of callers could spend in total. Capping a shared pool meant
setting a per-entity budget on every key by hand, which caps each key
separately and still leaves no way to read what the group cost.
Spend is attributed to a group only when the group's name appears on an
allowlist the caller was granted (key, team, team-member scope, project or
org) and that group serves the requested model. Asking for a model that
merely belongs to a group attributes nothing, because nothing about the
caller named the group. Levels are unioned rather than ranked, so a team
granted "*" whose member is scoped to one group still counts as gated by
that group.
Enforcement runs on both paths tags already use: a reservation counter on
the pre-call path and a read-time max_budget check inside the existing
concurrent budget gather, so the ceiling still holds under
disable_budget_reservation.
Adds LiteLLM_ModelAccessGroupBudgetTable, which is the only place a group is
ever a row: the groups themselves stay free-text strings in
model_info.access_groups, so a row exists only once someone gives that group
a budget. GET, PUT and DELETE /access_group/{name}/budget manage it, and
/access_group/{name}/info now carries the spend and budget alongside the
models.
Adds litellm/litellm_core_utils/aws_partition.py mapping a region to its
AWS partition (aws, aws-cn, aws-us-gov, and the iso partitions), its DNS
suffix, and its ARN prefix, and uses it at every AWS host and ARN build
site: bedrock (runtime, agent, agentcore, legacy client, batches, files,
realtime), sagemaker, polly, secrets manager, s3 log uploads, bedrock
passthrough routes, and rag ingestion. ARN detection now accepts
arn:aws-cn: and arn:aws-us-gov: prefixes.
STS region resolution now falls back to the configured aws_region_name
after the aws_sts_endpoint host and the AWS_REGION/AWS_DEFAULT_REGION env
vars, so cn and gov role assumption no longer silently signs against
us-west-2.
A partition sweep test walks every endpoint builder with cn regions and
asserts no amazonaws.com host or arn:aws: prefix comes out, plus an AST
guard that fails on any new f-string hardcoding either literal.
