Closes the review gaps on the langfuse_environment param:

- Validate values against Langfuse's environment pattern at save time
  (/key/generate, /key/update, /team callback all 400 on e.g. 'Production'
  instead of 200-then-silently-dropping every trace server-side) and at
  logger init; non-string values are str()-coerced instead of crashing
  the SDK's regex check per event.
- Treat empty/whitespace values and values equal to the deployment-wide
  LANGFUSE_TRACING_ENVIRONMENT as non-dynamic so an environment-only
  override that changes nothing no longer mints a duplicate SDK client
  against MAX_LANGFUSE_INITIALIZED_CLIENTS.
- langfuse_otel now reads the per-key/team langfuse_environment from
  standard_callback_dynamic_params instead of only the env var.
- Advertise the param on the discovery surfaces: callback_configs.json
  (langfuse + langfuse_otel), the dashboard callback registry, and the
  /team/{team_id}/callback docstring (schema.d.ts regenerated).

refactor(ui): read the auto-router tier set through one row list (#38408)
The dashboard resolved the complexity-router tier set three different ways: a
private TIER_KEYS in build_complexity_router_config.ts, TIER_ORDER in
complexity_router_tiers.ts, and TIER_KEYS in ComplexityRouterConfig.tsx. The
edit modal went further and re-implemented the whole create payload builder,
kept in sync only by a comment reading "Mirrors buildComplexityRouterConfig".

tier_rows.ts now owns the tier set. Every consumer reads activeTierRows(value)
and a row carries its own id, so the plan-mode floor and per-model params point
at a row rather than at a position, and the leaves that already wanted entries
(buildAutoRouterTestTargets, getRequiredModels, model_info_view) take them.
buildUpdatedComplexityRouterConfig becomes preserve-unmanaged-keys around the
shared builder instead of a second copy of it.

Also drops the literal ", ]" that renders as visible text in two DialogFooter
blocks on the auto-router routing-test and connection-test dialogs, left over
from a JSX array-to-fragment conversion.

No behaviour change: all 566 tests over the touched modules pass with fixture
shape changes only, no assertion edited.

f2f389cc6f fix(ui): keep an untouched member budget duration distinct from never resets
The member duration dropdown reused its placeholder as "Never resets", so a
team with no member budget yet showed "Never resets" while sending nothing and
inheriting the team's own reset period. Use the dropdown's never-resets
sentinel for an explicit null and label the untouched state as inheriting.

99d4741586 fix(team): allow no-reset default budgets for team members
The Default Budget Duration field in Team Member Settings only offered daily, weekly and monthly, so a team member budget could never be set to never reset. It now uses the shared BudgetDurationDropdown, and /team/update writes an explicitly null duration through to the member budget row along with its reset time.

chore(ui): remove stale "New" badges from the dashboard
The badges flagged UI that shipped a while ago, so they no longer tell
anyone anything. Dropped all four render sites: the Settings and Admin
Settings items in the left nav, the UI Settings tab in the admin panel,
and the Submitted MCPs tab.

The NewBadge component stays so the next genuinely new surface can use
it again. BetaBadge and the "hide new badges" account toggle are
untouched, since that toggle still gates BetaBadge.

2d1e3a1c80
feat(proxy): hide unhealthy models from model listings, opt-in
Adds `general_settings.model_list_healthy_only`, which makes `/models`,
`/v1/models/{id}` and `/model/info` hide models whose backing deployments are
all marked unhealthy by background health checks, for every caller, without
each client having to pass `healthy_only=true`. `/model/info` also gains the
per-request `healthy_only` parameter that `/v1/models` already had.

Everything here is opt-in. With the setting absent, the endpoints take the same
code path they do today and no health lookup runs at all.

The listing filter reads the deployment health cache, which until now was only
populated when `enable_health_check_routing` was on, so `healthy_only=true`
silently did nothing in a plain `background_health_checks` setup. The setting
now also keeps that cache filled. That is a pure write: every routing-time
reader is itself gated on `enable_health_check_routing`, and the cooldown and
failure bookkeeping stays behind that flag, so routing is untouched.

Filtering stays presentation-only and fails open. A hidden model is still
callable, and missing, stale or empty health state hides nothing.

refactor(ui): move every page header onto PageHeader and drop the legacy one
Virtual Keys, Budgets, Projects, Access Groups, Guardrails Monitor and Cost
Optimization all move onto the shared PageHeader, matching the Teams page.
That empties LegacyPageHeader, so it and its test are deleted.

Each page now uses its own sidebar icon, so the nav and the page agree:
Virtual Keys keeps KeyRound and Budgets keeps Wallet, Projects picks up
Folder and Access Groups picks up Boxes, and Guardrails Monitor swaps the
indigo Shield for the sidebar's HeartPulse. Cost Optimization keeps
PiggyBank but drops its hardcoded size and stroke, which PageHeader owns.

Control rows follow the spec instead of each page inventing one. Virtual
Keys had its create button rendered as a sibling below the header, Budgets
hand-rolled a row with a bottom border that closed the header off, and
Projects and Access Groups sat their button next to the title. All four now
pass primaryAction. Guardrails Monitor's date picker moves out of the parent
and joins Export Data in utilities. Cost Optimization's tabs move into the
tabs slot with the standard 22px spacing.

Page insets go to p-8 with a 24px gap to content, replacing p-6 px-12,
p-6, mx-4 and py-2.

Every page test now asserts its heading, subtext and sidebar icon. Swapping
any of the six icons fails its suite.

refactor(ui): re-pull label, textarea, separator and skeleton from the registry
These four primitives still wrapped their body in React.forwardRef, which
the dashboard has not needed since it moved to React 19: a function
component receives ref as an ordinary prop and the existing {...props}
spread already hands it to the DOM node.

Re-pulling each from base-vega drops the wrapper and its displayName.
These four were picked because the ref plumbing is their only divergence
from current upstream, so the class strings, data-slot values and exports
are untouched and nothing renders differently. The other seven primitives
that still carry forwardRef have also drifted on their class strings, so
re-pulling them would ship a visual change alongside the cleanup and they
are left alone here.

Textarea is the one with real ref call sites, roughly seventeen of them
through react-hook-form's field.ref, and ref-forwarding.test.tsx did not
cover it. Add that case next to the Label, Separator and Skeleton ones
already there.

refactor(ui): install the shadcn alert primitive
components/shared/Alert.tsx was base-vega's own alert.tsx copied in by
hand, carrying the same four exports and the same class strings, so
npx shadcn add could never reach it and it would drift from every
upstream fix silently. It also still wrapped each part in forwardRef,
which React 19 no longer needs.

Install the primitive into components/ui/ where the CLI can update it,
and reduce the shared file to a wrapper that adds the four status
variants (info, success, warning, error) the dashboard actually uses on
top of upstream's default and destructive.

Rendered output is unchanged: every variant produces byte-identical
classes, role and data-variant, so all 45 call sites look the same.

89d2d34453 fix(ui): lint z-index utilities behind arbitrary Tailwind variants
The variant prefix pattern only understood word variants, so
data-[side=top]:z-50 or [&>*]:z-[5] slipped past the rule. Parse the
utility as everything after the last top-level colon (brackets and
parens nest) and also strip the important marker. Formats the two files
prettier flagged in CI

6385b6d801 refactor(ui): replace hand-picked z-index values with one named scale and lint it
Regression LIT-6143 (the policy Flow Builder painting its guardrail dropdown
underneath a position: fixed shell at z-index 1000) was one instance of a
class of bug: pages picking their own z-index numbers above the portalled
popup layer. This removes the class.

- globals.css defines the only z-index values in the dashboard as Tailwind
  utilities: z-raised, z-chrome, z-sticky, z-sticky-pinned, z-floating,
  z-overlay, z-popup; every numeric, arbitrary and inline z-index across
  src is migrated onto them and tailwind-merge learns the tokens
- new local/no-ad-hoc-z-index ESLint rule bans z-<n>, z-[...], z-(...) and
  inline zIndex everywhere, and reserves z-popup for the portalled
  primitives in components/ui (and the DataTable menus)
- the Flow Builder renders in the dashboard content area instead of as a
  fixed full-screen overlay, so it has no stacking level at all
- the guardrail content-filter Add keyword / Add pattern / Custom pattern
  dialogs drop the leftover z-[1100] (renamed from ABOVE_ANTD_MODAL when
  antd was removed) that hid their own Action select and pattern combobox
  behind the dialog, the same bug as LIT-6143

fix(ui): forward OAuth issuer/authorization/token/registration URLs from the MCP server edit form (#38154)
The edit form's Authorize & Fetch Token button built its temporary OAuth
session payload without issuer, authorization_url, token_url, or
registration_url, unlike the create form's equivalent payload builder. The
backend's temporary-session endpoint builds its ephemeral server purely from
that payload, so any admin-configured OAuth endpoints on an existing server
were silently dropped, endpoint discovery fell back to (and failed against)
the plain server url, and Authorize & Fetch Token 400'd with "authorization
url is not configured" even though the saved server had those fields filled
in. Add the four missing fields to the edit form's temporary payload builder,
mirroring the create form.

A per-team-member budget check reads a cross-pod spend counter that
nothing ever invalidates. Once a member exceeds their per-member
budget, resetting the key's spend, raising the user's or the team's
own budget, or issuing a new key all leave the member stuck, because
none of them touch this counter or its cached membership object.

Add POST /team/{team_id}/member/{user_id}/reset_spend to reset a
member's tracked spend, and invalidate the same cached state from
/team/member_update when it raises a member's own budget, so that
path also takes effect immediately instead of waiting on the
membership cache's TTL. Name the entity in the check's error message
so a stuck member is diagnosable from the 429 body alone.

9dabd72f2d refactor(repositories): type prisma table access with one generic protocol
Every repository handed its `.table` back untyped, so a dozen modules had
each grown a private `_PrismaTableActions` Protocol to paper over it. They
had drifted: some declared `update` as returning the row, others the row or
None, and none agreed on whether `find_many` was covariant

Replace all of them with a single `TableActions[RowT_co]` in
`litellm/repositories/prisma_protocols.py`, keyed to the prisma row each
repository is bound to. Query inputs stay `Mapping[str, object]` so callers
keep passing plain dicts, and `find_many` returns `Sequence` so the row type
stays covariant

Typing the nullable returns honestly surfaced paths that were already
crashing. A team admin could never edit or delete a memory entry owned by
their team: the write-auth check fed a raw prisma row to a helper that
expects the domain model, so `members_with_roles` arrived as plain dicts and
the request died as a 500 instead of applying the edit. Non-admin members hit
the same 500 in place of the 403 they were owed, so refusal and breakage were
indistinguishable. `/v2/model/info?user_models_only=true` dereferenced a
missing user row rather than returning the 400 the route already had, three
team routes dereferenced a team deleted between the read and the write, and
the agent registry dereferenced a missing agent instead of naming it

basedpyright drops 2,132 errors, 1,454 of them reportAny and 73
reportExplicitAny. The dashboard's generated types pick up `string[]` where
they had `unknown[]` for a team's members, admins and models

feat(complexity_router): bound the classifier context block, not each turn in it (#38145)
The LLM classifier capped every prior turn at 200 characters independently, so a
785 character turn was cut even when the whole block it belonged to was 353
characters. A character budget now bounds the block: turns are taken newest first
and quoted whole while they fit, older turns are dropped whole once it runs out,
and only the turn straddling the boundary is cut. The per-turn cap stays as an
optional clamp for operators who set it deliberately, defaulting to unset.

a5c81e525b refactor(ui): derive drilldown validity and drop Map mutation in bucket grouping
The drilldown now self-dismisses when refetched activity has no failures
for its call_type, instead of holding a selection the chart no longer
shows. groupErrorBuckets is rewritten as pure filter/map/sort over the
already-grouped SQL rows.

0de0e1cef6 feat(ui): add error-code drilldown for failed requests on caching page
/global/activity/cache_hits now returns an error_breakdown: failed spend
logs bucketed per call_type by error code and error class, read from
metadata->error_information. Clicking a red failed-requests segment on
the cache activity chart opens a per-code bar chart; hovering a bar
lists the error classes behind that code.

`components/shared/form/field.tsx` was the upstream base-vega `field` source
living outside `components/ui/`. It exported the same ten symbols as upstream,
so `npx shadcn add` could never update it and it had already drifted: its
`FieldLabel` was missing the hover and focus-visible ring utilities upstream
now ships for labels that wrap a nested field.

Install the primitive and point the 77 importers at it. The copy is deleted
rather than kept as a wrapper because it added nothing beyond `forwardRef`,
which React 19 makes unnecessary since `ref` arrives as an ordinary prop.

`field.test.tsx` moves next to the primitive with no edits to its contents,
and its nineteen tests, ref assertions included, pass against the generated
file. That is the evidence the swap is behaviour-preserving.

Two nested-field call sites pick up the upstream hover and focus-visible
styling that the stale copy had been missing.

The stale copy of `field` was missing the hover, focus-visible and disabled
selectors upstream applies to a label that wraps a nested field, so installing
the primitive restored them with nothing asserting they stay.

Assert the class contract rather than the rendered effect. jsdom evaluates
neither `:has()` nor `:focus-visible`, and Tailwind is not compiled under
vitest, so a test that clicked or tabbed would pass on an element with no
styling at all. Checking the utilities are present is the assertion that
actually fails when they go missing, which is the way they were lost before.

Verified by stripping the four selectors from the primitive: both tests fail,
and both pass once it is restored.

refactor(ui): move the dashboard onto class-variance-authority (#38125)
The dashboard used `cva@1.0.0-beta.4` with the object-argument API behind
`@/lib/cva.config`, while shadcn emits `class-variance-authority` with the
positional API. Every `shadcn add` of a cva-based primitive therefore needed a
hand fix-up before it compiled, which meant `components/ui/` could never match
a fresh CLI run and `shadcn add <name> --diff` reported the whole file as
changed instead of showing real upstream drift.

Swap the dependency, and regenerate `badge`, `button`, `button-group`,
`input-group` and `tabs` straight from the base-vega registry so they are now
byte-identical to the CLI output plus prettier.

Two primitives could not be regenerated because they are local code rather
than registry items, so they move out of `components/ui/`: `sidebar` (203
lines against upstream's 730, and only `leftnav` consumes it) and `meter`
(no registry entry at all, it wraps Base UI's Meter).

The customisations that were baked into the regenerated files move to
wrappers, following the rule that `components/ui/` holds CLI output and
anything on top of it lives outside:

- badge carried info, success and warning variants that duplicated the
  existing `StatusBadge` tone map, so its five call sites now use
  `StatusBadge`, which gains an optional `className`
- input-group's addon focuses `[data-slot=input-group-control]` rather than
  upstream's `input`, which matters because the chat composer puts a textarea
  there. That handler now sits at the one call site that needs it

`cx` keeps its previous twMerge behaviour. It came from the old
`defineConfig({hooks: {onComplete: twMerge}})`, and CVA's own `cx` is plain
clsx, so pointing it at `cn` avoids silently dropping conflict resolution in
the six files that use it.

`Sidebar.test.tsx` covers the failure mode this migration can hide: passing
the object form to the positional API is accepted by clsx and renders the
literal class string "base variants defaultVariants", so the component loses
every style while the type checker and the existing suite stay green.
