Add a DeepSeek-specific Anthropic Messages config so deepseek/... models use the native messages endpoint and preserve thinking blocks. Strip Anthropic custom tool type markers that DeepSeek rejects while keeping hosted tool types intact.

Handle OpenAI-style DeepSeek api_base values ending in /v1 or /v1/messages by stripping those suffixes before adding the /anthropic messages path.

* fix(tests): normalize smart quotes in realtime guardrail refusal check

gpt-realtime nondeterministically returns refusals with Unicode curly
apostrophes (e.g. 'I’m sorry, but I can’t assist with that.'), but the
safe_markers tuple in test_text_message_blocked_by_guardrail_no_ai_response
only contains straight ASCII apostrophes. The substring match then fails
even though the response is a clear refusal, flipping CI red.

Normalize the AI text to ASCII quotes before the marker check so both
straight and curly variants count as safe outcomes.

* fix(ui): omit allowed_routes from key edit save when unchanged

When a team admin opens Edit Settings on a key with key_type=AI APIs and
saves without changing anything, the UI re-sends the existing allowed_routes
value, which the backend's _check_allowed_routes_caller_permission gate
rejects for non-proxy-admins (LIT-2681).

Strip allowed_routes from the patch in handleSubmit when it deep-equals the
original keyData.allowed_routes. The backend treats absence as "leave alone,"
so no-op saves now succeed for non-admins. Admins explicitly editing the
field still send the new value.

* fix(ui): order-insensitive allowed_routes diff + cover null-original case

Address Greptile review:

- Switch the "is allowed_routes unchanged" check to a Set-based comparison so
  a server-side reorder of the array doesn't register as a user edit and
  re-trigger LIT-2681.
- Add two regression tests: (1) keyData.allowed_routes is null and the form
  is untouched — patch should strip the field; (2) server returned routes in
  a different order than the user originally entered — patch should still
  recognize the value as unchanged.

* chore(ui): strip ticket refs and tighten comments in key edit fix

- Remove internal-tracker references from in-code comments
- Tighten the WHY comment in handleSubmit to two lines

GuardrailRaisedException and BlockedPiiEntityError both lacked a
status_code attribute.  When these exceptions reached the proxy
exception handler (getattr(e, 'status_code', 500)), the fallback
defaulted to HTTP 500 — making intentional guardrail blocks
indistinguishable from server errors and causing unnecessary client
retries.

Changes:
- Add status_code=400 (keyword-only) to GuardrailRaisedException
- Add status_code=400 (keyword-only) to BlockedPiiEntityError
- Update _is_guardrail_intervention() to recognize both exceptions
  so downstream loggers record 'guardrail_intervened' instead of
  'guardrail_failed_to_respond'
- Add 6 unit tests for default/custom status codes and getattr pattern
- Strengthen existing blocked-action test with status_code assertion

Fixes #24348

deployments and exhausted `max_fallbacks` prematurely.

  exclusion filter removes every healthy deployment, instead of falling
  back to the original list. The original-list behavior risked re-picking
  the just-failed deployment; callers already handle the empty case by
  raising their no-deployments error, which weighted failover now catches
  and converts into a normal cross-group fallback.

_maybe_run_weighted_failover was computing 'remaining' from all_deployments
(every deployment in the model group, including those in cooldown). This meant
that when all non-excluded deployments were in cooldown the method still invoked
run_async_fallback unnecessarily, which propagated into async_get_healthy_deployments,
found no eligible deployments, and raised RouterRateLimitError — only safely
caught thanks to the earlier exception-broadening fix.

The fix: before computing 'remaining', fetch the current cooldown set via
_async_get_cooldown_deployments and subtract it from all_ids. This allows
_maybe_run_weighted_failover to return None immediately (skipping the
run_async_fallback call entirely) when every non-failed deployment is in cooldown,
letting the caller fall through to the correct cross-group fallback path without
the wasteful extra round-trip.

Tests added:
- unit: _maybe_run_weighted_failover returns None without calling run_async_fallback
  when all remaining deployments are in cooldown
- unit: _maybe_run_weighted_failover still calls run_async_fallback when at least
  one healthy (non-cooldown) deployment is available
- integration: end-to-end fallthrough to cross-group fallback when remaining
  deployments are in cooldown

feat(audio_transcription): add NVIDIA Riva STT provider (#27185)
* feat(audio_transcription): add NVIDIA Riva STT provider

Adds nvidia_riva as a new audio transcription provider, supporting both
NVCF-hosted and self-hosted Riva ASR deployments via gRPC streaming.

- Auto-resamples input audio to 16 kHz mono LINEAR_PCM (soundfile + numpy,
  audioread fallback) so callers can send any common format.
- Maps OpenAI params: language (en -> en-US), response_format (text/json/
  verbose_json), timestamp_granularities=["word"] -> enable_word_time_offsets,
  word offsets converted ms -> s for verbose_json.
- Auth: NVCF when nvcf_function_id is set (SSL on by default), self-hosted
  otherwise (SSL off by default), with explicit use_ssl override.
- gRPC errors wrapped via NvidiaRivaException -> litellm exception classes.
- Optional deps gated behind [stt-nvidia-riva] extra (nvidia-riva-client,
  soundfile, audioread, numpy).

94f8f12a00 feat(openai): add supports_low_reasoning_effort flag; reject low on gpt-5.5-pro
gpt-5.5-pro only accepts reasoning_effort in {medium, high, xhigh}
(verified live against OpenAI's API on 2026-04-24). LiteLLM previously
had no way to express this constraint — the existing JSON schema
covered none/minimal/xhigh but not low. Result: drop_params=true users
saw an avoidable 400 from OpenAI.

Add supports_low_reasoning_effort following the existing opt-out
pattern (default-allow, explicit false to block). Mirror the minimal
branch in OpenAIGPT5Config.map_openai_params so 'low' goes through the
same _is_reasoning_effort_level_explicitly_disabled gate.

Set the flag to false on gpt-5.5-pro and gpt-5.5-pro-2026-04-23 in
both model_prices JSON files (kept in sync). Other models leave the
key absent so behavior is unchanged.

Tests cover: rejection on pro variants (no drop_params), drop on pro
with drop_params=True, passthrough on gpt-5.5 chat, passthrough on
unknown models, and the helper-level _is_reasoning_effort_level_explicitly_disabled
contract.

fix(adapter): normalize reasoning effort with graceful degradation (#26111)
* fix(model-info): include reasoning effort support fields in get_model_info

_get_model_info_helper constructs ModelInfoBase explicitly but never
reads supports_xhigh/minimal/none_reasoning_effort from the cost map
JSON. Add the three fields so get_model_info() returns them correctly.

Also add supports_minimal_reasoning_effort to the ModelInfo TypedDict
(xhigh and none were already declared, minimal was missing).

* fix(model-registry): add missing reasoning effort fields for claude 4.6/4.7

Claude Opus 4.7 supports max reasoning effort (above xhigh).
The field was present for Opus 4.6 but missing for all Opus 4.7
entries (base, dated, Bedrock, Vertex AI, Azure AI).

All Claude 4.6/4.7 models (Opus 4.6, Sonnet 4.6, Opus 4.7) support
minimal reasoning effort via adaptive thinking. Add the field to all
provider variants.

* fix(adapter): map output_config.effort to reasoning_effort (#25079)

Anthropic's adaptive thinking (thinking.type="adaptive") and
output_config.effort were silently dropped when translating to
OpenAI format, resulting in no reasoning_effort on the outgoing
request.

Adapter changes (format translation):
- adapters/transformation.py: add "adaptive" branch to
  translate_anthropic_thinking_to_reasoning_effort(); pass through
  output_config.effort as-is in _translate_thinking_to_openai();
  add "output_config" to translatable_anthropic_params
- adapters/handler.py: extract output_config from extra_kwargs into
  request_data so it reaches the translation layer
- responses_adapters/transformation.py: add "adaptive" branch and
  output_config param to translate_thinking_to_reasoning()

Handler changes (model-aware normalization):
- utils.py: add normalize_reasoning_effort_value() that uses
  get_model_info() to map "max" → "xhigh"/"high" and
  "minimal" → "minimal"/"low" based on model capabilities
- adapters/handler.py: call normalization before responses routing
- responses_adapters/handler.py: call normalization after translation

Relates to BerriAI/litellm#25079

* test(reasoning-effort): add tests for effort capability fields and normalize logic

Test coverage for:
- get_model_info returning supports_minimal/max_reasoning_effort fields
- JSON registry entries for claude 4.6/4.7 across all providers

When response_format={"type": "json_object"} is sent without a JSON
schema, _create_json_tool_call_for_response_format builds a tool with an
empty schema (properties: {}). The model follows the empty schema and
returns {} instead of the actual JSON the caller asked for.

This patch:
- Skips synthetic json_tool_call injection when no schema is provided.
  The model already returns JSON when the prompt asks for it.
- Fixes finish_reason: after _filter_json_mode_tools strips all
  synthetic tool calls, finish_reason stays "tool_calls" instead of
  "stop". Callers (like the OpenAI SDK) misinterpret this as a pending
  tool invocation.

json_schema requests with an explicit schema are unchanged.

`_apply_openai_param_overrides` iterated `allowed_openai_params` and
unconditionally wrote `optional_params[param] = non_default_params.pop(param, None)`
for each entry. If the caller listed a param name but did not actually
send that param in the request, the pop returned `None` and `None` was
still written to `optional_params`. The openai SDK then rejected it as
a top-level kwarg:

    AsyncCompletions.create() got an unexpected keyword argument 'enable_thinking'

Reproducer (from #25697):

    allowed_openai_params = ["chat_template_kwargs", "enable_thinking"]
    body = {"chat_template_kwargs": {"enable_thinking": False}}

Here `enable_thinking` is only present nested inside
`chat_template_kwargs`, so the helper should forward
`chat_template_kwargs` and leave `enable_thinking` alone. Instead it
wrote `optional_params["enable_thinking"] = None`.

Fix: only forward a param if it was actually present in
`non_default_params`. Behavior is unchanged for the happy path (param
sent → still forwarded), and the explicit `None` leakage is gone.

Adds a regression test exercising the helper in isolation so the test
does not depend on any provider-specific `map_openai_params` plumbing.

Fixes #25697

* fix(proxy): enforce upperbound key params on key/update and add custom_key_update hook

The /key/update endpoint did not enforce upperbound_key_generate_params,
allowing users to bypass configured limits (tpm_limit, rpm_limit,
max_budget, duration, budget_duration) by updating an existing key
instead of generating a new one.

Extract the upperbound enforcement logic from _common_key_generation_helper()
into a standalone _enforce_upperbound_key_params() function and call it from
both the generate and update paths. For updates, None values are skipped
(not filled with defaults) since they mean "don't change this field".

Also adds a custom_key_update config option and user_custom_key_update global,
mirroring the existing custom_key_generate pattern, so custom key validation
logic can fire during key updates as well.

* fix(proxy): invoke custom_key_update hook in bulk update path

The user_custom_key_update hook was only called in update_key_fn
(single key update) but not in _process_single_key_update (bulk
update path), allowing custom validation to be bypassed via the
/key/update/bulk endpoint. Mirror the hook invocation in both paths.

* fix(proxy): pass UpdateKeyRequest to hook in bulk path, not BulkUpdateKeyRequestItem

Move the custom_key_update hook invocation to after UpdateKeyRequest
is constructed so the hook receives the same type in both single and
bulk update paths. Previously the bulk path passed
BulkUpdateKeyRequestItem (5 fields only), which would cause
AttributeError for hooks accessing fields like tpm_limit or models.

* fix(bedrock): promote cache usage to message_delta for Claude Code (#24850)

Ensure Bedrock/Anthropic-compatible streaming exposes cache usage where Claude Code reads it by promoting message_stop usage onto message_delta and preserving usage fields in fake-streamed message_delta events.

* fix(search): Support self-hosted Firecrawl response format in search transform (#24866)

The `transform_search_response` method only handled Firecrawl Cloud (v2)
response format where `data` is a dict with `web`/`news` keys. Self-hosted
Firecrawl (v1) returns `data` as a flat list of result objects, causing an
`AttributeError: 'list' object has no attribute 'get'`.

Detect the response format by checking if `data` is a list (self-hosted)
or dict (cloud) and handle both cases.

Cloud format:  {"data": {"web": [...], "news": [...]}}
Self-hosted:   {"success": true, "data": [{"url": "...", "title": "...", ...}]}

001501fb31 fix(proxy): defer logging until post-call guardrails complete
guardrail_information is None in StandardLoggingPayload because logging
fires before post-call guardrails write to metadata.

Non-streaming: wrapper_async stores a closure instead of calling
create_task immediately. The proxy fires it in a try/finally after
post_call_success_hook so the SLP is built with guardrail info.

Streaming: a closure on logging_obj is called by CSW.__anext__ at
stream end. The closure runs only guardrail hooks (not all callbacks)
on the assembled response, then fires both logging handlers. This
avoids behavioral changes for non-guardrail callbacks on streaming.

feat: add sagemaker_nova provider for Amazon Nova models on SageMaker (#21542)
* feat: add sagemaker_nova provider for Nova models on SageMaker

Add support for custom/fine-tuned Amazon Nova models (Nova Micro, Nova Lite,
Nova 2 Lite) deployed on SageMaker Inference real-time endpoints.

Nova uses OpenAI-compatible request/response format with additional
Nova-specific parameters (top_k, reasoning_effort, allowed_token_ids,
truncate_prompt_tokens) and requires stream:true in the request body.
Nova endpoints also reject 'model' in the request body.

Changes:
- New provider: sagemaker_nova/<endpoint-name>
- SagemakerNovaConfig inherits from SagemakerChatConfig
- Override transform_request to strip 'model' from request body
- Override supports_stream_param_in_request_body (True for Nova)
- Extend get_supported_openai_params with Nova-specific params
- Refactored SagemakerChatConfig to use custom_llm_provider param
  instead of hardcoded strings (backwards-compatible)
- Consolidated main.py routing for sagemaker_chat and sagemaker_nova
- 22 unit tests + 9 integration tests (skip-gated)
- Documentation with SDK, streaming, multimodal, and proxy examples
- All tests verified against live SageMaker Nova endpoint

* fix: move integration tests to tests/local_testing/ per test directory policy

* fix: remove unused module-level SagemakerNovaConfig instance

The sagemaker_nova_config singleton was never imported or used — the
ProviderConfigManager creates its own instance via the lambda registered
in utils.py. Removing this leftover boilerplate.
