9eff611b1a feat(anthropic): add Files API support for SDK 
Implement Anthropic Files API (upload, retrieve, list, delete, content)
using the BaseFilesConfig provider pattern. Adds multipart form-data
support to BaseLLMHTTPHandler for file uploads.
