20eb7bb437 chore(typing): clear 1.4k basedpyright Any errors across 21 hotspot files
Typing-only pass over the 21 files with the highest reportAny and
reportExplicitAny density among self-contained modules: management
endpoints, guardrails, streaming internals, response transformations,
MCP server, enterprise managed files, and vector store management.

Whole-tree basedpyright drops from 148,648 to 146,984 errors (-1,664),
with reportAny -1,111 and reportExplicitAny -296. No rule increased
repo-wide and no file regressed on any rule. No cast(), type: ignore,
noqa, suppression comments, or new Any annotations anywhere in the diff,
and no runtime behavior changes.

Budgets ratcheted by make lint-budget-update: basedpyright -1,663 across
48 rules, ruff-strict -86, type-discipline -110.

fix(ui): let access groups be a team's only model source, with hover provenance (#36234)
* feat(proxy): return per-group model provenance on /team/info

/team/info now carries access_group_details, one entry per resolved access
group with its id, name, and model list, so the UI can attribute each
inherited model to the group granting it. The batch resolver returns the
access group rows keyed by id instead of a stringly dict of lists, and the
team member budget helper returns a copy instead of mutating its parameter.
Type discipline and basedpyright budgets ratchet down accordingly.

* feat(ui): allow group-only teams and show model provenance on hover

Team create and edit no longer require a model selection: an empty
selection is saved as the no-default-models sentinel, never as a bare
empty list, since an empty team model list means unrestricted access.
The team info Models card now renders every badge with a hover tooltip
naming how the team got that model: directly, via named access groups,
or both, and group-granted badges stay visible when the direct list is
empty or a sentinel.

* refactor(proxy): dedupe access group ids and return copies instead of mutating

Duplicate access_group_ids no longer amplify the /team/info response: ids
collapse order-preserving before provenance is built, pinned by a regression
test. The resolver returns a model_copy rather than mutating its parameter,
and the team create call sends a new object instead of reassigning
formValues.models. Budgets ratchet down further with the mutation removal.

* fix(proxy): deny when agent grants resolve to nothing

`get_allowed_agents` returned a plain list where the empty value meant both
"this caller was never restricted" and "this caller's grants resolved to
nothing". Downstream read either as allow-all, so a key restricted to one
agent inside a team restricted to another reached every agent on the proxy,
and an access group that resolved to no agents did the same.

Replace it with `resolve_agent_access`, returning a tagged
UnrestrictedAgentAccess | RestrictedAgentAccess. Only a caller with no grant
anywhere is unrestricted; an empty restricted set denies. Access group lookup
failures now propagate to the key/team resolvers so a DB error still fails
open exactly as before, while a group that genuinely resolves to nothing
denies.

* style(proxy): drop redundant comments from the agent access match

* fix(proxy): derive config agent ids from agent_name so grants survive secret rotation

Config-defined A2A agents were identified by a sha256 of the whole resolved
config entry, secrets included, so rotating an os.environ secret re-minted the
agent_id on restart and orphaned every object_permission.agents grant while
grant-less keys kept access (LIT-5144). The id now hashes only agent_name, and
the old full-entry hash is kept as a legacy alias: permission checks,
GET /v1/agents filtering, spend and key attachment, and public_agent_groups all
normalize legacy ids so pre-upgrade grants keep working

* fix(proxy): persist stable agent ids into stored grants at startup

The runtime alias only translates a legacy grant while the current config
still hashes to it, so a secret rotation after upgrading would orphan the
grant, and an orphaned grant intersecting a stable team grant collapses to
an empty list that downstream reads as allow-all. Rewriting the stored ids
once at boot removes both. This cannot be a SQL migration because only the
running proxy can recompute the legacy hash from resolved config secrets

* fix(proxy): make the grant id migration a compare-and-swap

A grant edited between the migration's read and write kept the stale
snapshot. The update now predicates on the agents array read at scan time
via update_many, so a concurrently modified row is skipped and the runtime
alias covers it until the next boot retries

* fix(proxy): retry the grant id migration and stay within the LIT002 ceiling

The one-shot startup task now retries up to three times with a short delay
so a transient DB error at boot cannot leave a legacy grant unmigrated
until an operator's next restart is the rotation itself. The new list
constructions in the migration and the alias-expanded agent id lookups are
tuples now, keeping the branch under the mutable-collection budget

* fix(proxy): count compare-and-swap misses in the grant id migration

migrate_legacy_grant_ids now returns rewritten and missed counts from the
update_many results instead of reporting scanned rows as migrated, and the
startup task retries while any rows remain unmigrated, not just on errors

* fix(lint): clear basedpyright budget breaches in agent id aliasing

feat(proxy): add apply_user_budget_to_team_keys opt-in (#36102)
* feat(proxy): add apply_user_budget_to_team_keys opt-in

PR #32005 made a user's personal max_budget apply to their team-scoped keys
too, and PR #35271 reverted the whole thing (behavior plus the
skip_user_budget_on_team_key opt-out) because that flipped the default for
everyone. This brings the behavior back the other way round: default is
unchanged, and general_settings.apply_user_budget_to_team_keys opts a
deployment into charging the key owner's personal budget on team keys.

The flag reaches all three personal-budget gates so an opted-in deployment
enforces consistently: the read-time check in common_checks, the optimistic
reservation counter in _get_budget_counters, and the _PROXY_MaxBudgetLimiter
pre-call hook. It is also in the /config/list allowed args and, unlike the
reverted flag, in the _update_general_settings propagation allowlist, so the
Admin UI General Settings toggle actually takes effect at runtime; an explicit
YAML value still wins over the DB value on reload.

get_config_list's allowed_args moves to a module-level frozen mapping of
field name to type string, dropping 18 LIT002 violations and rebuilding one
less dict per request.

chore(lint): recompute budget ceilings after merging base
The base branch ratcheted the same limits in 28a277e9, so the conflicting
files were reset to base and the ratchet re-run against the new merge-base
rather than resolved by hand. Each limit is now the base value minus this
branch's own delta, so both ratchets survive: basedpyright -653 across 48
rules, strict ruff -80, LIT -85.

28ff7f3f0b fix(guardrails): scan function-role results and dedupe returned tools
Under scan_only_tool_results, legacy OpenAI function-role messages now count as tool results, and duplicate names among guardrail-returned tools keep only the first occurrence. CustomGuardrail.structured_messages_cover_full_request lets CrowdStrike AIDR declare that its writeback already rebuilds the whole conversation, so handlers install it as-is instead of merging it into the full message list a second time and duplicating out-of-scope rows. Lint budget ceilings ratchet down to match the tree

6c76f5f9c6 chore(lint): clear grandfathered over-limit lint drift and ratchet budgets down
Every ruff-strict rule that sat above its budget limit (FURB188, RUF022,
SIM118, UP007, UP032, UP037) is now at zero, LIT001 and LIT006 are back
under their ceilings, and the freed headroom is ratcheted out of
ruff-strict-budget.json, type-discipline-budget.json, and
basedpyright-code-budget.json so the gates take the fast path again

fix(guardrails): scan model output on the /openai/v1/responses alias (#35818)
The proxy serves POST /openai/v1/responses alongside /responses and
/v1/responses, but only the latter two were in API_ROUTE_TO_CALL_TYPES.
UnifiedLLMGuardrails.async_post_call_success_hook resolves the call type
from request_route, so on the alias it resolved to None and returned the
response unscanned; model output reached the client with post-call
guardrails never running. The key and team tool allowlist was unenforced
on the same alias for the same reason.

Register the alias family in API_ROUTE_TO_CALL_TYPES and in
LiteLLMRoutes.openai_routes, mirroring how the /openai/v1/realtime
aliases are registered, and log a warning at the two points where the
unified guardrail skips post-call scanning so a future unmapped route is
visible instead of silent.

The Responses block of API_ROUTE_TO_CALL_TYPES moves from list to tuple
literals because the LIT002 budget rejects net-new mutable-collection
construction; the map is read-only, so it is now typed as a Mapping of
Sequence and the budgets ratchet down accordingly.

The filters previously lived only in the own-keys OR branch, so a team admin's admin-team branch matched every team key and the Key Alias filter in the Virtual Keys UI appeared broken. Both filters are now global AND conditions alongside team_id/project_id/access_group_id/agent_id, narrowing every visibility branch while leaving unfiltered visibility unchanged.

Replace Any-typed payload dicts, record shapes, and provider request/response
seams with TypedDicts, Protocols, and precise annotations in the ten litellm/
files carrying the highest combined basedpyright reportAny + reportExplicitAny
counts. No behavior changes.

Adds a regression test covering the managed-id list path so a prisma client
missing the managed tables keeps returning a fail-closed empty page.

fix(guardrails/rubrik): attribute blocked requests to the caller that made them (#35734)
The block event Rubrik receives sourced caller identity from
model_call_details[metadata], where the enriched litellm metadata never
lives; it sits under litellm_params. Every block therefore reported
user_api_key_hash as an empty string, so a security block could not be
traced to a key, user, or team.

Read identity off the authenticated UserAPIKeyAuth the failure hook is
already handed, via the same mapper the success path and the proxy spend
logger use, so a block log and a success log describe their caller with an
identical key set.

Replace Any seams in three proxy modules with real types so the values keep
their shape through the call graph:

- reset_budget_job: Protocols for the Prisma spend-linked tables, the reset
  batcher, and each cascade row shape, with the per-table counter/cache key
  lambdas promoted to typed module functions so the row type is inferred
- access_group_endpoints: Protocols for the access group record, the team and
  key tables, and the transaction handle; record to response conversion now
  goes through model_validate on the record dict
- cache_settings_endpoints: the opaque cache settings blobs are Mapping[str,
  object] / dict[str, object] instead of Any, keeping Any only on the two
  returns that feed the dynamic litellm.Cache kwargs bag

Whole-tree basedpyright: reportAny 19435 -> 19306, reportExplicitAny 6518 ->
6487, total errors 148372 -> 148117, with no rule above its baseline and no
untouched file changed. No behavior changes.

075babd00f chore(lint): clear the new LIT001/LIT002 violations and ratchet the lint budgets
The type-discipline gate flagged 17 new mutable-collection annotations and 31
new mutable-collection constructions added by this branch. Replace raw dict
literals with the OpenAI SDK's TypedDict call forms, annotate read-only params
as Mapping/Sequence, precompute the custom tool call id set as a frozenset,
and accumulate streamed arguments as tuples. The few places where a plain
list/dict is a hard contract (pydantic response fields, fastapi route tags,
parsed request bodies, in-place tool call patching) carry reasoned mutable-ok
suppressions instead. Ratchet the ruff, type-discipline, and basedpyright
budgets down by the violations this branch now fixes on net

b604e2b20c refactor(lint): apply every safe ruff autofix and zero 28 strict-rule budgets
About 35,000 fixes ruff marks safe across 32 rules (UP006/UP045/UP007
modern annotations, UP032 f-strings, SIM114/SIM118, RET501, and
friends), removal of the 1,296 typing imports the rewrite orphaned, and
hand fixes for what the fixers could not see: five star-import
freeloaders of typing names, two F823 late-import annotations, the
/get/config/list introspection crash on types.UnionType, redundant
function-local RoleMappings imports in ui_sso.py that shadowed the
module-level name once the annotation lost its quotes, and one FURB168
tautology.

B009/B010/PIE804/RUF019 are excluded on purpose: their safe fixes
rewrite getattr/setattr/**-splat/key-in-dict escape hatches into forms
basedpyright then rejects (283 new errors measured), so their budgets
stay at base values.

ruff-strict-budget.json drops by 39,579 this commit (39,968 across the
branch) with 28 rules at an actual 0 and 9 more sharply down.
type-discipline-budget.json ratchets LIT002/LIT006/LIT009 down; LIT001
moves to the now-honest total: the checker matches the spelling `set`
but not the alias `Set`, so the 160 typing.Set annotations rewritten to
set[...] were always mutable-set annotations and only now count.

feat(proxy): let AI API keys read /model/info
Keys created with key_type=llm_api get allowed_routes=["llm_api_routes"],
which covered /v1/models but not /v1/model/info, so a client could list model
names but not read pricing, mode, or max_tokens without a second key.

Adds both /model/info and /v1/model/info (same handler) to llm_api_routes only.
Membership there is not the same as RouteChecks.is_llm_api_route(), which is
what gates DISABLE_LLM_API_ENDPOINTS, global/virtual-key budget enforcement,
enforce_user_param and JWT team attachment; /guardrails/apply_guardrail already
sits in the group the same way. /v2/model/info stays out: it is the paginated
Admin UI listing, not model metadata a caller needs at request time.

public_routes moves from set([...]) to a frozenset literal to keep the LIT002
and ruff-strict ceilings from rising; both budgets ratchet down by one.

add2a1ce3f chore(typing): clear 2.4k basedpyright errors across 15 Any hotspot files
Replace Any-typed seams with real types in the files carrying the highest
reportAny/reportExplicitAny density. The dominant source was the repository
layer: BaseRepository.table is declared Any, so every repository read poisoned
its rows and every downstream call. Typed pass-through accessors under a
_PrismaTableActions Protocol pay that crossing once per table, and TypedDicts
and Protocols replace the remaining Any-typed request, row, and tool payloads
across the team, key, SCIM, spend, MCP, guardrail, video, and websearch
surfaces

No casts, no type: ignore, no noqa, no new Any annotations, no behavior
changes. Whole-tree basedpyright: reportAny 20,840 -> 19,397,
reportExplicitAny 7,253 -> 6,518, all rules 151,424 -> 149,066, with no rule
increased in any file. Budgets ratcheted: basedpyright -2,358, ruff-strict
-300, type-discipline -68

chore(typing): replace Any kwargs unpacking with validated model parsing
Swap `Model(**payload)` for `Model.model_validate(payload)` at the seams where
the payload comes back untyped, so basedpyright stops widening every target
field to Any. None of the models involved override `__init__`, so validation
goes through the same core validator either way.

Also route UserRepository through its own typed helpers (find_many, update,
find_by_id) instead of the raw Prisma table, drop the redundant `_to_model`
override signature, and call generate_key_helper_fn with explicit arguments in
the SSO callback rather than splatting an untyped dict.

Whole-tree basedpyright: reportAny 21481 -> 20834, reportExplicitAny 7258 ->
7252, with every other rule unchanged or lower.

fix: give ComplexityRouter LLM classifier prior-turn context (LIT-4981) (#35185)
The ComplexityRouter's LLM classifier saw only the last user message, so on a
multi-turn conversation it classified whatever happened to be last rather than
what the human actually asked, and a near-constant classifier input pinned a whole
session to one tier.

The blindness turned out to be narrower than first diagnosed, and the fix is
correspondingly smaller. Tool output was never the problem: on the Messages surface
it rides a user turn as tool_result content blocks, which are not text parts, so
flattening to `type == "text"` already dropped those turns; on chat completions it
arrives on a `tool` role the extractor never read. Both surfaces were already
handled before this change. What actually leaked through was the harness
`<system-reminder>` block, which arrives as ordinary text, survives flattening, and
became the current ask on any turn that carried one.

So reminders are stripped rather than used to reject the turn, because a harness
injects them alongside the live ask and not as a turn of their own; rejecting the
turn would lose the ask, and keeping the block would feed the classifier the
near-constant boilerplate that flattens tier selection in the first place. An
earlier revision of this change also pattern-matched serialized tool_result
payloads. That check only ever fired on a hand-serialized string neither request
surface produces, it was where every review finding in this PR lived, and it is
deleted here; the tests now pin the real shapes instead of the synthetic one they
were built on.

The classifier call is split into a system role carrying the rubric plus the
caller's own system prompt, which stays byte-stable across a session so a provider
can prompt-cache it, and a user role carrying the variable context: a bounded
window of prior user turns, a conversation-depth signal, and the current ask. The
caller's system prompt rides every turn, so task constraints are never dropped.
The depth signal measures content-parts messages too, since counting only string
content reported ~0 tokens for exactly the deep Messages-surface conversations that
most need an expensive tier, and it is omitted entirely on the prompt-only path
rather than asserting a false zero.

Prior turns are excluded by matching the current ask rather than by dropping the
newest turn positionally, because `aclassify` takes `prompt` and `messages`
separately and a caller may classify something other than the newest turn.
Truncated turns carry a marker so the classifier can tell a turn was clipped.

Only the LLM classifier's input changes. The heuristic scorer, keyword overrides,
escalation matching and semantic embedding still read the extracted current ask,
which is why that extraction has to yield one clean human-authored string: those
are substring and vector matchers, and an escalation keyword sitting inside a
reminder blob would otherwise trip a tier jump on its own.

Defaults keep single-turn classification equivalent to before. The prior-turn
window is on by default so existing LLM-classifier deployments actually get the
fix; the config field documents that those turns reach the classifier model, which
may be a different provider than the routed completion model, and that the call
already carries the current ask and the caller's system prompt in full.

Scoped to the ComplexityRouter; the semantic AutoRouter is not touched.

chore(typing): clear basedpyright Any errors in proxy auth, repositories, and openai transforms
Replace `Model(**untyped_dict)` construction with `Model.model_validate(...)` at
the hot Any seams, and give the repository layer a real record type instead of
`Any`.

reportAny 22710 -> 21448, reportExplicitAny 7283 -> 7269, with every other rule
at or below its baseline repo-wide.

0b09588685 refactor(batches): aggregate batch output cost, usage, and models in a single pass
Completed-batch cost tracking parsed the whole output file into a list of
dicts, pretty-printed it into debug strings even with debug logging off, and
walked the list three times (cost, usage, models), so a large batch output
could pin a worker's memory. The output is now folded line by line into small
per-line stats records via _aggregate_batch_cost_usage_models, the eager
json.dumps debug calls are gone, and the raw-vertex path computes cost and
usage in one call instead of two. _get_batch_output_file_content_as_dictionary
becomes _fetch_batch_output_file_content (returns bytes); the superseded
three-pass helpers are deleted and their tests migrated

reportAny/reportExplicitAny density: typed Prisma read helpers in the MCP
db layer and verification token repository, TypedDicts for OAuth credential
payloads and aggregated spend rows, a DailySpendRecord protocol for the
daily activity endpoints, and concrete request/response types in the
volcengine, openai evals, azure batches, azure_ai count_tokens, and ocr
transformation modules. Modernize touched annotations to PEP 604/585 forms.

No casts, no type: ignore, no noqa, no new Any annotations, no behavior
changes. Whole-tree basedpyright: reportAny 27,005 -> 24,427,

8e0d3af81b Merge origin/litellm_internal_staging into litellm_mcp_walker_consolidation
Staging now contains #33153, whose final rounds made _extract_upstream_auth_failure a thin delegate
to upstream_auth_challenge and introduced the response-level iterator this branch predates. The
resolution completes the consolidation both branches were converging on: iter_exception_tree
(faults/traversal.py) is the one tree walk, _iter_upstream_responses is rebuilt on top of it instead
of carrying a second copy of the traversal, the manager keeps the delegate, and the semantic filter
port from this branch stands. Test conflicts were append-append and both sides are kept

providers, streaming, an unavailable bridge, or a None result all fall
back to Python. Rust-backed responses carry an x-litellm-rust: true

The per-rule ceilings in basedpyright-code-budget.json sat at roughly 10% slack over baseline, which several in-flight PRs are already bumping into. Raise the slack on every rule to at least 50% of its baseline so there is ample headroom for a long while, while never lowering any rule that already had more generous slack (e.g. reportReturnType stays at 100).

The three non-frontend budget files (ruff-strict, type-discipline, basedpyright-code) tracked a per-rule baseline and slack whose sum was the ceiling. Nothing consumed the split beyond that sum, so this replaces both keys with a single limit equal to the old baseline + slack; the original baselines live in git history if anyone needs them.

The gate scripts and the ratchet guard now read limit directly. lint-budget-update no longer re-captures raw counts; it ratchets each rule's limit down by the number of violations this branch cleared since its branch point (the merge-base), so the granted headroom shrinks by exactly what was fixed and a limit never rises. The ratchet guard reads either schema so it still compares correctly across the migration boundary.

make pre-commit selects which checks to run from the staged index but runs the linters over the working tree, so unstaged edits to tracked files and untracked files skew a green/red away from what a commit of only the staged changes would produce. There is no safe in-place way to lint the index, so the script now warns when unstaged or untracked changes are present, and CLAUDE.md documents that you must stage everything first for both make pre-commit and make lint-budget-update to predict CI correctly.

ci(lint): ratcheted type-discipline gate (mutable collections, casts, guards, kwargs, suppressions) (#30500)
* ci(lint): enforce type-discipline budget for casts and type guards

Add a ratcheted gate that blocks net-new typing.cast() usage and bans
TypeGuard/TypeIs outright, layered on the existing ruff-strict budget setup.

- ruff-strict.toml: ban cast/TypeGuard/TypeIs (typing + typing_extensions)
  via flake8-tidy-imports banned-api (TID251) for a coarse import-level freeze.
- ruff-strict-budget.json: bump TID251 baseline 2404 -> 2662 to absorb the
  ~258 pre-existing usages now matched by the new banned-api entries.
- scripts/check_type_discipline.py: AST checker adding LIT006 (cast call sites,
  suppress with `# cast-ok: <reason>`) and LIT007 (TypeGuard/TypeIs annotations,
  suppress with `# guard-ok: <reason>`) for per-call-site granularity.
- scripts/type_discipline_gate.py: baseline+slack gate with delta-vs-base,
  mirroring ruff_strict_gate.py.
- type-discipline-budget.json: LIT006 baseline 1013 (slack 10), LIT007 0/0.
- test-linting.yml: run the gate in CI against the PR base SHA.

flagged. Switch scan_comments to io.StringIO(source).readline, the standard
readline that returns '' at EOF, dropping the iter(...).__next__ idiom.

* fix(lint): best-effort worktree teardown so cleanup can't mask the real error

base_counts ran `git worktree remove` through the raising `_run` in its finally,
so a failed `git worktree add` (or a failure in the body) was masked by a second
SystemExit from the cleanup. Tear the worktree down best-effort, like the sibling
rmtree, so the original error propagates.

* fix(lint): ratchet fails loudly on an unresolvable base; drop dead checker state

Verify the merge-base ref resolves to a commit before trusting a missing-file
result from git show, so an invalid or empty BASE_SHA now turns the budget-ratchet
guard red instead of skipping every budget and passing vacuously

Also drop the unused Comments.by_line field and the phantom --changed-only usage
line from check_type_discipline's docstring, and cover the ref handling with tests

* fix(lint): degrade malformed source to LIT000 instead of crashing the checker

tokenize.generate_tokens raises IndentationError (a SyntaxError subclass) on a dedent
mismatch, which escaped scan_comments' tokenize.TokenError handler and crashed the whole
checker run, zeroing the gate for that invocation. Catch SyntaxError too so the file
falls through to ast.parse and is reported as LIT000, matching the checker's
graceful-degradation contract. Also add the trailing newline ruff-strict.toml lacked

* perf(lint): skip the base worktree scan when no rule is over its ceiling

cmd_check created a git worktree and re-scanned the base tree on every run, but a
rule can only breach when its head count is already over baseline + slack; when none
are, the base comparison cannot change the verdict. Short-circuit to OK in that case,
which is every green PR, roughly halving the gate's work. Extract over_ceiling and
cover it (and evaluate's drift-safety) with tests

* fix(lint): exempt .dict()/.list()/.set() method calls from LIT002

_construction_kind matched dict/list/set as constructors via func.attr too, flagging
common method calls like pydantic's model.dict() as mutable construction; 200 such
false positives existed in litellm. Recognize dict/list/set construction only when
unqualified while keeping the collections concretes (deque/defaultdict/...) matchable
as attributes, since those are rarely method names. Ratchet the LIT002 baseline down
25222 -> 25022 to reflect the removed false positives

* chore(lint): bump basedpyright ceilings to absorb staging base drift

The basedpyright gate added in #30379 is a total-count check against
basedpyright-code-budget.json and the linting workflow runs only on
pull_request, so pushes to litellm_internal_staging never re-baseline it.
Merging staging into this branch surfaced that drift: seven
reportAny/reportUnknown* rules sit 10-149 errors above their committed ceiling
even though this PR changes no files under litellm/, the only path basedpyright
scans (pyrightconfig include is litellm). The new baselines match the counts CI
measured on the merge commit, with the existing per-rule slack preserved

* fix(lint): ratchet guard watches every budget file, not just two

DEFAULT_BUDGETS only listed ruff-strict-budget.json and
type-discipline-budget.json, so mypy-code-budget.json and
basedpyright-code-budget.json were unguarded and their ceilings could rise with
no signal, which is exactly the failure mode this guard exists to prevent. The
gap became concrete when this PR bumped basedpyright-code-budget.json to absorb
staging drift. All four budgets are now watched, so the budget-ratchet job
surfaces that basedpyright bump for human review the same way it surfaces the
TID251 raise. A regression test pins that every *-budget.json on disk is in
DEFAULT_BUDGETS, failing loudly if a future budget escapes the ratchet

* fix: add a lot more slack

* fix(lint): restore LIT003 frozen slack to 0

The blanket slack bump set LIT003 (bare # noqa without codes or a reason) to a
slack of 50, which contradicts the documented zero-tolerance invariant: the gate
docstring and the PR description table both freeze LIT003/LIT004/LIT005 at slack
0 so any net-new unexplained suppression trips the gate. Slack 50 would let 50
new bare noqas through silently. The actual LIT003 count is 397, well under the
516 baseline, so restoring slack to 0 keeps the gate green while putting the
freeze back. LIT004/LIT005/LIT007 were already correct at 0

* fix(lint): restore documented slack 10 for the buffered LIT rules

The slack bump left LIT001/LIT002/LIT006/LIT008 at 2000/2500/100/100, 10-250x the
"/ 10" the PR description table and the gate docstring document. That buffer was
never needed: the gate already blames a rule only when its count exceeds the
ceiling and grew vs the merge-base, so the violations the staging merge added in
litellm/ sit in both head and base and are never charged to this PR. With slack
back at the documented 10 the gate stays green, and the ceiling is tight again
(LIT006 no longer waves through 99 net-new cast() calls). Baselines are
unchanged; only the slack returns to its documented value

* fix(lint): ratchet LIT003 baseline down to its actual count

The LIT003 baseline was 516 while the current bare-noqa count is 397, leaving
~119 units of headroom that undercut the documented zero-tolerance freeze: the
gate docstring claims any net-new bare noqa trips the gate, but with cap 516 a PR
could add over a hundred first. Drop the baseline to the measured 397 so the
freeze is exact (cap = 397 + slack 0), the same hard-zero-at-the-boundary shape
LIT005 and LIT007 already use and pass in CI. PR table row updated to 397 / 0
