test: drop the cwd-relative sys.path.insert calls from the test suite (#37802)
* test: drop the cwd-relative sys.path.insert calls from the test suite
TQ003 stands at 1,077 across 1,058 files, and 1,015 of them are the same shape:
sys.path.insert(0, os.path.abspath("../..")) and its deeper siblings. The
argument resolves against the working directory rather than the file, so from
the repo root, where every job runs pytest, it inserts the directory two levels
above the checkout. It has never pointed at litellm. The package is installed
into the environment anyway, which is what actually makes the import work, and
what the rule's message has said all along.
Removing them leaves 1,634 imports of sys and os with no remaining reference,
and those go too, except where another test module imports the name back out of
the file. The rest of TQ003 is 62 call sites that resolve against __file__ or a
variable, which are a different question and are left alone.
Collection is identical either way: 45,871 tests and the same 51 pre-existing
collection errors before and after, and ruff reports no new undefined name.

test: enforce F811 so a duplicate definition cannot silently replace the first
A name bound twice keeps only the second binding. In `tests/` that is nearly always a repeated import, harmless but misleading, and the same rule is what catches the cases that are not harmless: a local that shadows an import the module still calls, and a second `def test_x` that quietly replaces the first. 311 of the 344 sites were repeated imports and came out with ruff's own fix. The remaining 33 needed a decision. Four modules imported a name they never used because a local definition below already shadowed it. Two comprehensions bound `call` over `unittest.mock.call`, which those modules import and use. One test rebound the two module handles its nested reload closure had captured. One class attribute shadowed an unused `status` import. The load-test fixtures move to a conftest, which is how pytest is meant to share them, so the test module no longer imports three fixture names it never calls. The nine `prisma_client` parameters keep a narrow `noqa`: pytest resolves that fixture by name before the body runs, so the parameter never shadows anything. |

test: require a match= on broad pytest.raises, and drop duplicate parametrize cases (#37769)
`pytest.raises(Exception)` with no `match=` passes on any error that broad. A TypeError from a refactor, a botched fixture, an import that moved: all of them read as the rejection the test claims to police, so the test goes green for the wrong reason and stays green after the behaviour it guards is gone. PT011 closes that gap for the 317 sites B017 could not reach, because B017 only fires on a single-statement body with no `as e` binding. Each pattern here is the message the code actually raised, recorded by running the sites under a plugin that logged the concrete type and text per call site, so the assertions describe observed behaviour rather than a guess. Where a site raises more than one message across its parametrize cases, the pattern is an alternation of what was seen; where the exception carries an empty `str()` and puts the text on `.message`, the site keeps a narrow `noqa` with the reason. PT014 removes four parametrize cases that were listed twice. The duplicate re-runs an assertion that already passed, and it usually marks a case someone meant to vary and forgot to edit. |

* test(lint): ban blind pytest.raises(Exception) with ruff B017 A bare pytest.raises(Exception) accepts whatever the body throws. The TypeError a refactor introduces satisfies it exactly as well as the rejection the test was written for, so the crash reads as a pass and the test never goes red. All 111 existing sites are narrowed here. A runtime probe recorded the concrete exception each one actually catches, and each site now names that type. Where the code under test genuinely raises a bare Exception, the site pins a stable slice of the message with match= instead. Two sites tell on themselves. The shared responses-API cancel test raises "custom_llm_provider is required but passed as None" rather than talking to a provider at all, because cancel_responses takes a provider, not a model. And test_bedrock_guardrails_with_streaming was the only test in its file still passing without AWS credentials, because the NoCredentialsError boto3 raised long before the guardrail ran satisfied the blind raises. * fix(test): widen the openai batch-dispatch assertion to OpenAIError The narrowed NotFoundError only holds where OPENAI_API_KEY is set. Without one the SDK raises OpenAIError while building the client, long before any 404, so CI went red. OpenAIError covers both and still rejects a TypeError from a refactor. |

fix(proxy): split agent inference and management routes so admin nodes can create agents (#37730)
Agent registry CRUD (/v1/agents*) sat in agent_routes, which feeds llm_api_routes, so DISABLE_LLM_API_ENDPOINTS returned "LLM API routes are disabled for this instance." for every Admin UI Agents tab call. Split the group the same way MCP is split: agent_inference_routes stays on the data plane, agent_management_routes joins management_routes, and agent_routes remains their union for keys configured with allowed_routes=["agent_routes"]. Non-admin callers reached agent CRUD through llm_api_routes before, so the management paths also join self_managed_routes and the llm_api_routes virtual key carve-out; the handlers already scope reads by role and 403 non-admin writes. Both new groups are tuples, so check_route_access now takes a Sequence and matches wildcards through a generator instead of materializing an intermediate list on every call. |

fix(proxy): let org admins view their organization's usage (#37235)
An internal user who administers an organization saw an empty Organization Usage dashboard and had to be promoted to proxy admin to see any of it. Two independent gates were closed on them. The route layer rejected GET /organization/daily/activity with 401 before the handler ran, since the route belonged to no list a non-proxy-admin can reach, and the handler's own org-admin scoping was therefore dead code. In the dashboard, viewOrganizationUsage was granted by session role alone, and an org admin's session role is internal_user, so the Organization Usage option never rendered and its data fetch stayed disabled. The route now sits in self_managed_routes, where the handler restricts results to organizations the caller is ORG_ADMIN of and 403s on any other org, and viewOrganizationUsage joins the existing per-capability org-admin allowance that already covers viewDeletedTeams. A caller who administers no organization resolves to an empty id list rather than to None, so the organization-alias lookup is scoped by that same list instead of reading the whole table. The Usage page falls back to the global view when org-admin membership is revoked while it is open, so the selector never keeps a value it no longer offers. |

The aggregated route was missing from LiteLLMRoutes.self_managed_routes while its paginated sibling /user/daily/activity was listed, so auth rejected every internal user with a 401 before the handler ran. That route backs the default "Your Usage" view in the dashboard, which left the main Usage page broken for non-admin users. The handler already self-scopes: it checks admin view first, then falls back to require_caller_user_id_for_non_admin, defaults a missing user_id to the caller's own, and returns 403 when a non-admin asks for someone else's data. Listing the route restores reachability without widening what a caller can read. check_route_access matches exactly (plus explicit wildcards), so the parent entry never covered the /aggregated sub-path. |

* fix(proxy): give proxy_admin_viewer read parity with proxy_admin Route-level checks already default-allow management GETs for the viewer role, but ~15 handlers compared user_role to PROXY_ADMIN only, dropping viewers into regular-user scoping (/key/list, /user/info, /model/info, guardrails, prompts, agents, memory, workflows, MCP catalog, coordination redis settings, credential migration check, enterprise projects). Swap those read paths to user_api_key_has_admin_view; write gates unchanged. The dashboard now presents the viewer session as Admin for all gating (effectiveSessionRole) so every page fetches with admin visibility, with userRoleLabel/isViewOnly preserving the account-menu label and the playground cost guard. The server remains the write authority. * refactor(agents): remove side-effectful health_check param from GET /v1/agents Addresses a security review finding on the admin viewer read parity change: listing agents with health_check=true made the proxy issue a server-side GET to every agent URL, so a read-scoped caller could trigger request fan-out beyond their object permissions. The list endpoint is now a pure read for every role. Removes the query param, the URL probing helper and its timeouts, the AgentHealthCheck httpx provider tag, and the dashboard's Health Check toggle. Keys created with key_type=llm_api get allowed_routes=["llm_api_routes"], which covered /v1/models but not /v1/model/info, so a client could list model names but not read pricing, mode, or max_tokens without a second key. Adds both /model/info and /v1/model/info (same handler) to llm_api_routes only. Membership there is not the same as RouteChecks.is_llm_api_route(), which is what gates DISABLE_LLM_API_ENDPOINTS, global/virtual-key budget enforcement, enforce_user_param and JWT team attachment; /guardrails/apply_guardrail already sits in the group the same way. /v2/model/info stays out: it is the paginated Admin UI listing, not model metadata a caller needs at request time. public_routes moves from set([...]) to a frozenset literal to keep the LIT002 and ruff-strict ceilings from rising; both budgets ratchet down by one. |

feat(proxy): add GET /management/v1/budgets (#35310)
* feat(proxy): add a generic list contract for management/v1 entity lists Paging, sorting, filtering and search for an entity collection, declared once as a ListSpec and served by handle_list. The route injects a ListExecutor that owns its table, so this module never imports Prisma. The caller's scope is derived from the caller alone and ANDed with whatever they filtered on, so a query parameter can only narrow what they may read. This is the shared half of the budgets list; it lands here so the endpoint has something to register against, and drops out when the framework arrives on its own branch. * feat(proxy): add GET /management/v1/budgets The Budgets page reads /budget/list, which returns the whole table as a bare array with no way to page, sort or filter it. A customer with enough budgets to fill the page has no way to find one. Registers LiteLLM_BudgetTable against the management/v1 list contract: sortable on budget_id, max_budget, tpm_limit, rpm_limit and created_at, default order newest-first with budget_id breaking ties, search on budget_id, and filters for budget_duration, max_budget and created_at. budget_duration is deliberately not sortable; the column holds "7d"/"30d" strings, so a lexicographic ORDER BY puts "30d" ahead of "7d". tpm_limit and rpm_limit are BigInt? in Prisma, so rows validate through a pydantic model on the way out and serialize as JSON numbers. A caller without admin view is refused 403 as a problem document rather than served an empty page. /budget/list is untouched. * fix(proxy): rework the budgets list onto the merged list contract PR #35308 landed a different shape than this branch was written against: `where` is a tuple of frozen predicates rather than a Prisma-shaped mapping, `ListSpec` carries both the row and the wire type, and `where_sql` / `order_by_sql` render for a raw-SQL executor. The budgets executor now queries through `query_raw` the way the spend logs facet does, selecting only the columns it serves. Also casts datetime binds in `where_sql`. They cross into the query engine as JSON, so an uncast placeholder arrives as text and Postgres refuses `timestamp >= text` outright; every `filter[created_at][gte|lte]` was answering 500. The cast reads the bind as an instant and drops it to naive UTC to match Prisma's TIMESTAMP(3) column, the same one /spend/logs/ui applies. * refactor(proxy): fold the predicate renderer instead of recursing recursive_detector flags `_render_all`, and the flag is fair: it recursed once per predicate, so the stack grew with the number of filters on the request for no reason. Walking a predicate list is a running bind index, which is a fold. `_render` still re-enters for `AnyOf`, but its clauses are plain comparisons built by `?q=`, so that nesting is one level deep and no caller can drive it deeper. |

refactor(auth): resolve PATCH team org-context from the route template
Replace the request.path_params read (and its defensive getattr guard) with
the route template. A real Starlette request always exposes path_params, but
common_checks runs on lightweight request doubles that don't, so reading it
directly forced a getattr workaround that only existed to tolerate those
doubles.
Instead, match the route template (/team/{team_id}) to identify the RESTful
update route and take the team id from the last path segment. This drops the
path_params dependency entirely, and because the template distinguishes the
PATCH route from its single-segment siblings (/team/new, /team/list, ...), it
also avoids a spurious team lookup those routes would otherwise trigger if we
matched the resolved path shape alone.

Wire the coarse route gate so PATCH /team/{team_id} is reachable by exactly the roles that can call POST /team/update: proxy admins, org admins of the team's own organization, and JWT admins. Regular internal users and view-only proxy admins stay blocked, matching the existing endpoint
Because the team id lives in the path rather than the body, the org-context resolver now also reads it from path_team_id for the bare /team/{team_id} route, so an org admin's organization is resolved and injected the same way it already is for POST /team/update. /team/{team_id} is added to management_routes rather than the role-agnostic self_managed_routes; the latter would have opened POST /team/new to any authenticated user through the shared /team/{team_id} path pattern

Team admins and cross-org admins stay denied at the gate, and callers that already pass organization_id are unaffected, so the existing /team/update authorization matrix is unchanged |

Delete the in-product survey and Claude Code feedback prompts end to end. Frontend: remove the src/components/survey/ module, the index page's nudge state/effects/handlers, the getInProductNudgesCall helper, and the orphaned "Disable UI nudges" toggle in the admin UI Settings page; prune the stale eslint-suppressions entries. Backend: remove the now-dead /in_product_nudges route, the InProductNudgeResponse type, and the disable_ui_nudges UI setting (Field + allowlist). Nothing read it for logic and the UISettings model is extra="allow", so existing stored configs are unaffected (the value is just no longer surfaced). schema.d.ts is regenerated and the two tests covering the removed route/setting are dropped. |

Fixes #29923 * fix(proxy): validate session.model for realtime routes in model-access check The GA Realtime WebRTC HTTP routes resolve the effective model from the nested session.model (falling back to the top-level model), but the auth layer's get_model_from_request() only extracted the top-level model. A model-restricted virtual key could therefore place a disallowed model in session.model, leave the top-level model unset, and skip can_key_call_model() entirely - obtaining an ephemeral token for a model it is not allowed to use. Extract session.model for the realtime client_secrets/calls routes so the model-access check runs against the model the request will actually use. Legitimate callers are unaffected; their permitted model still validates. The api_key was masked, so this was metadata disclosure rather than a credential leak, but it ignored the key/team scoping that /search already enforces. Filter the listing through the same can_key_call_search_tool / can_team_call_search_tool checks (exposed as a boolean can_user_view_search_tool), so non-admin callers only see tools they may invoke; admins still see all. Mirrors how /vector_store/list scopes results. * fix(types): resolve mypy errors in list_search_tools The config and DB build loops reused one loop variable, so mypy pinned it to the config element type (SearchToolTypedDict); its .get() calls returned object and the DB element (SearchTool) failed the reuse assignment. This reverts the Bedrock CI account migration (#28728). The original account
(888602223428) was put under an AWS security restriction after a leaked key
and has since been reactivated, while the replacement account (941277531214)
lacks access to several models the suites exercise (legacy Bedrock Claude 3
models, Cohere, Nova Canvas image gen, Bedrock batch inference, and flagship
Opus). Pointing CI back at the reactivated account restores that coverage.
This is the exact inverse of #28728: all hardcoded 941277531214 references go
back to 888602223428 (provisioned/imported-model ARNs, AgentCore runtime ARNs
and their suffixes, batch execution role ARN, and the example proxy config),
the S3 buckets revert to litellm-proxy and load-testing-oct, the guardrail IDs
revert to wf0hkdb5x07f and ff6ujrregl1q, the SageMaker endpoint and Knowledge
Base revert to their original ids, and the live-call tests go back to the
legacy model strings. The grid_spec fail_reason workaround for the unentitled
Opus cells is dropped while keeping the unrelated bedrock_effort_ceiling field
added after the migration.
The CircleCI AWS_ACCESS_KEY_ID / AWS_SECRET_ACCESS_KEY env vars still point at
941277531214 and must be set to the reactivated account's fresh credentials
separately via the CircleCI API; AWS_REGION_NAME stays us-west-2.

* feat(proxy): allow llm_api_routes virtual keys to list MCP servers
Add a new `mcp_discovery_routes` group (GET /v1/mcp/server and GET
/v1/mcp/server/{server_id}) and include it in `llm_api_routes` so that
virtual keys configured with `allowed_routes=["llm_api_routes"]` can
discover the MCP servers they have access to. Previously these calls
failed with 'Virtual key is not allowed to call this route. Only allowed
to call routes: [llm_api_routes]'.
The GET handlers already sanitize the response for restricted virtual
keys via `_sanitize_mcp_server_list_for_virtual_key`, stripping
credential-bearing fields (url, headers, env). Write methods
(POST/PUT/DELETE) on the same paths remain gated by the existing
handler-level admin role checks.
The new discovery list is intentionally kept OUT of
`mcp_inference_routes`, so `is_llm_api_route()` still returns False
for these paths — this preserves the existing contract that
DISABLE_LLM_API_ENDPOINTS must not block the Admin UI from listing MCP
servers.

Replace the `mcp_discovery_routes` group in `llm_api_routes` with a
method-aware special case inside `is_virtual_key_allowed_to_call_route`.
Virtual keys with allowed_routes=["llm_api_routes"] are now permitted
to call only GET /v1/mcp/server and GET /v1/mcp/server/{server_id} —
non-GET methods and multi-segment admin sub-paths fall through to the
existing 403. This keeps the general llm_api_routes list free of
management paths and avoids accidentally exposing POST/PUT/DELETE
writes through the route-check layer.

[Fix] RBAC: Drop management_routes Write Fallback for Admin Viewer
Greptile P1: the unsafe-method branch of `_check_proxy_admin_viewer_access`
ended with a blanket `if route in management_routes: return`. That set is a
mix of reads (info/list — handled via the safe-method GET branch above) and
writes. The fallback let Admin Viewer POST to write endpoints not enumerated
in `_ADMIN_VIEWER_BLOCKED_WRITE_ROUTES`, including:
- /team/block, /team/unblock, /team/permissions_update
- /jwt/key/mapping/{new,update,delete}
- /key/bulk_update
- /key/{key_id}/reset_spend
Remove the fallback. The two remaining allow sets (admin_viewer_routes and
global_spend_tracking_routes) are both read-only, so removal does not affect
the legitimate POST-as-read cases (e.g. /spend/calculate, which is in
spend_tracking_routes ⊂ admin_viewer_routes).
Tests:
- 8 new parametrized cases pinning each previously-leaking management write
endpoint to 403 on POST for PROXY_ADMIN_VIEW_ONLY.

fix(auth): block missing write routes for proxy admin viewers
`_check_proxy_admin_viewer_access` enumerates write routes a
PROXY_ADMIN_VIEW_ONLY caller may not invoke, then falls through to
"allow" for any management route not listed. Several write endpoints
were never added to the blocklist, so a viewer could:
- block or unblock any team via `/team/block` / `/team/unblock`
- mutate team permissions via `/team/permissions_update` and
`/team/permissions_bulk_update`
- create, update, or delete JWT key mappings via
`/jwt/key/mapping/{new,update,delete}`
- bulk-edit keys via `/key/bulk_update`
- reset key spend via the path-parameterized `/key/{id}/reset_spend`
Hoist the blocklist into a module-level frozenset and a tuple of
suffix patterns so it's clear what to extend when a new write route
is added, and pull the existing key write routes from the
`KeyManagementRoutes` enum so the two stay in sync. Adds parametrized
tests over the newly-blocked routes plus baseline coverage for routes
that should remain allowed (info / list / daily-activity reads).

[Fix] RBAC: Default-Allow GET for Admin Viewer + Models Tab Alignment
Root cause: admin_viewer_routes was an explicit allowlist, so every newly-added
GET endpoint anywhere in the codebase silently 403'd for admin viewer until
someone remembered to add it. We had whacked /spend/logs/ui, /customer/list,
/guardrails/list, /policies/attachments/list, /invitation/info, and several
others in serial — but the next round still surfaced /in_product_nudges,
/health/latest, /credentials, /v1/mcp/network/client-ip, /claude-code/plugins,
/policy/templates. This pattern keeps repeating because the model is wrong.
Structural fix in `_check_proxy_admin_viewer_access`:
- Default-allow safe HTTP methods (GET / HEAD / OPTIONS) on any
non-inference route. Admin Viewer's principle is read parity with
Proxy Admin; HTTP semantics already mark GET as side-effect-free, so
using the method as the allow signal is the correct primitive.
- Unsafe methods (POST/PUT/PATCH/DELETE) still go through the existing
explicit allowlists + the hard-blocked write set
(/user/new, /team/new, /key/generate, …).
- LLM/inference routes still 403 (cost-incurring).
The existing admin_viewer_routes list is retained as a backstop for the
small set of routes implemented as POST but semantically read (e.g.
/spend/calculate). Adding new GET endpoints no longer requires touching
this list.
Models page tab/panel off-by-one (UI bug for Admin Viewer):
Tremor's TabList filters falsy children but TabPanels does not, so
conditionally hiding "Add Model" with `{!shouldHideAddModelTab && ...}`
left a phantom panel slot — clicking "LLM Credentials" showed nothing,
and clicking "Pass-Through Endpoints" showed the credentials panel.
Refactor to a single source-of-truth `visibleTabs` array; tab and
panel indices now can never desync.
Tests:
- 12 parametrized tests covering the 6 user-reported endpoints + 4
hypothetical-future endpoints + 2 already-fixed ones, all asserting
Admin Viewer GET succeeds via the default-allow path (no allowlist
entry needed).
- 5 parametrized tests for POST writes still 403'ing
(random-future-write, /user/new, /team/new, /key/generate, /model/new).
- All 207 existing route_checks tests still pass — backward-compatible.

[Fix] RBAC: Unblock Guardrails / Policies / MCP-filter reads + Keys / Models page hard-blocks
User reported six more 403s and "still restricts access to keys + models" after
the first round. Root causes:
1. Six read endpoints were missing from admin_viewer_routes:
- /guardrails/list, /v2/guardrails/list (Guardrails page)
- /guardrails/submissions, /guardrails/submissions/{guardrail_id}
- /guardrails/usage/overview (Guardrails Monitor page)
- /policies/attachments/list (Policies page)
- /get/mcp_semantic_filter_settings (Settings page)
2. /guardrails/submissions handler treated admin viewer as non-admin, filtering
them to only their team submissions. Switch to _user_has_admin_view() so
admin viewer sees all submissions (read parity with Proxy Admin).
3. UI Keys page (user_dashboard.tsx) and Models page (ModelsAndEndpointsView.tsx)
each had a hard "Access Denied" block specifically for "Admin Viewer" — a
leftover from the pre-parity era. Remove the blocks; gate the "Create Key"
button on the Keys page so admin viewer can read keys but not mint them.
Also drop the post-login redirect that forced admin viewers to /usage on
sign-in (page.tsx).
Tests:
- Extend ADMIN_VIEWER_SETTINGS_ROUTES parametrize list to cover all 7 new
routes (route-checks layer is now the layer production traffic actually
hits, vs. the dependency-override-bypass that was masking the gap).

Greptile review caught that the /invitation/info handler relaxation was dead code: the route_checks layer rejects admin viewers before the handler runs because /invitation/info was never added to admin_viewer_routes. Add /invitation/info to admin_viewer_routes and extend the route-level parametrized test to cover it. The handler-level integration test passed previously because `app.dependency_overrides[user_api_key_auth]` bypasses route_checks; this new route-level test exercises the layer that production traffic hits. |

fix(rbac): restore admin-viewer read parity for Logs page + settings reads
Admin Viewer (proxy_admin_viewer) was being blocked from endpoints it should
be able to read. Most visibly the UI Logs page rendered empty because every
filter and detail call (/spend/logs/ui, /spend/logs/ui/{id},
/spend/logs/session/ui, /customer/list) was rejected at the route_checks
layer even though the underlying handlers permit admin-viewer.
Backend:
- Extend admin_viewer_routes to include spend_tracking_routes,
/customer/{list,info}, /spend/logs/* detail routes, callback / config /
budget / alerting reads, and model cost map status/source.
- Replace bare `user_role != PROXY_ADMIN` checks in read-only handlers
(/budget/list, /budget/settings, /alerting/settings, /invitation/info,
/config/field/info, /config/list, /schedule/model_cost_map_reload/status,
/model/cost_map/source) with `_user_has_admin_view()`.
UI:
- Add `rolesAllowedToViewWriteScopedPages` (rolesWithWriteAccess + Admin
Viewer) and use it for the "Models + Endpoints" and "Agents" sidebar
items so admin viewers see them read-only. Playground stays gated by
rolesWithWriteAccess (cost-incurring).
- Hide Add / Edit / Delete buttons in the LLM Credentials panel for
non-proxy-admin viewers.
Tests:
- 31 parametrized route_checks cases for the Logs + settings endpoints,
with internal-user negative coverage to ensure the gate isn't widened.
- 9 handler-level integration tests (FastAPI TestClient) verifying
admin viewer is no longer blocked at the handler layer.
- New leftnav cases asserting Playground hidden / Models + Agents / Logs
visible to Admin Viewer.
- New roles + credentials test cases for the UI write-gate.

[Fix] Restrict /global/spend/* routes to admin roles
The routes in `global_spend_tracking_routes` (e.g. /global/spend/report, /global/spend/teams, /global/spend/keys) return spend aggregated across every team, customer, and api_key in the proxy. They were included in `internal_user_routes` and `internal_user_view_only_routes`, so non-admin roles could read proxy-wide spend. Drop them from both non-admin route lists. PROXY_ADMIN and PROXY_ADMIN_VIEW_ONLY access is preserved through their existing branches in route_checks.py, and the `get_spend_routes` permission opt-in continues to grant access for keys that need it. Updates two pre-existing test parametrizations whose expected results flip from True to False, and adds parametrized coverage over every route in `global_spend_tracking_routes` for: PROXY_ADMIN_VIEW_ONLY allowed, INTERNAL_USER blocked, INTERNAL_USER_VIEW_ONLY blocked, INTERNAL_USER + get_spend_routes permission allowed. |

Split MCP routes into inference vs management categories
MCP server CRUD endpoints (/v1/mcp/server*) were bundled with MCP
tool-call / passthrough endpoints under llm_api_routes, so setting
DISABLE_LLM_API_ENDPOINTS=true on admin-only nodes also blocked the
Admin UI from listing, adding, or attaching MCP servers.
Separate mcp_inference_routes (data-plane, gated by
DISABLE_LLM_API_ENDPOINTS) from mcp_management_routes (control-plane,
gated by DISABLE_ADMIN_ENDPOINTS). Keep mcp_routes as a union for
backward compat with allowed_routes=["mcp_routes"] virtual key configs.
Upgrade is_management_route to pattern-aware matching so
/v1/mcp/server/{path:path} resolves for concrete IDs.

Now the wildcard path is also registered so the auth check recognizes subpath requests as LLM API routes. Also fixes pre-existing pyright error where logging_obj was possibly unbound in the except block. |

- handleCreate: maps organization_ids → organizations before POST, removes redundant
organizationMemberAddCall (backend _add_user_to_organizations handles it)
- _user_is_org_admin: also checks organizations list field in addition to singular
organization_id so /user/new succeeds for org admins
- Add 5 backend unit tests for _user_is_org_admin and 2 frontend tests for new form behavior

fix: allow any authenticated user to call /user/available_roles
Org admins and team admins opening the invite-user modal could not see the 4 global proxy roles because GET /user/available_roles has no request body, so the org-admin route check (which requires organization_id in the payload) always returned False and blocked them. Add /user/available_roles to self_managed_routes so the route-access check passes for any authenticated user. The endpoint's existing Depends(user_api_key_auth) still requires a valid API key. The route-level auth check was blocking internal_user role (team admins)
from reaching /key/{key}/reset_spend because KEY_RESET_SPEND was missing
from key_management_routes. Added it so team admins pass the route check
and the endpoint's existing _check_proxy_or_team_admin_for_key enforces
actual authorization.
