fix(proxy): derive auto-router health from its underlying models (#38174)
An auto_router deployment is a marker, not something a probe can contact, so
`_run_model_health_check` returns `{}` for it and it lands healthy whatever is
behind it. This derives its verdict from the models it actually resolves.

Rules and owners:

- `strategy_router_dependencies` is the single answer to "what does this router
  call": tier, default, classifier and embedding names per router kind, aligned
  with what init and the request path actually use.
- `_health_check_eligible` is the single probe-eligibility gate, applied to the
  requested set and to the pool a router's dependencies are drawn from alike, so
  an opted-out deployment cannot re-enter through a router that depends on it.
- `_resolved_deployment_ids` resolves names through `get_model_list`, the same
  composition of alias, routing-group and wildcard channels a request uses.
- A dependency reds its router only when *every* deployment behind the name is
  known unhealthy. A replica this run never judged, hidden from the caller or
  opted out of health checks, can still serve what the dead one drops, so
  partial evidence leaves the verdict green. Absent information never reds.
- Verdicts settle over rounds, because a marker never fails a probe of its own
  and a parent whose tier is a red router must inherit that fault. Both sweeps
  are bounded loops, so a router cycle terminates green.
- Dependency probes are added only on the targeted `/health?model_id=` path the
  dashboard uses per deployment, and are dropped from the response.

fix(team): serialize member_add, member_delete, and delete under the team's advisory lock (#37969)
* fix(proxy): make /team/member_delete's four cleanups atomic

The team roster update, the user.teams update, the team membership
delete, and the team-scoped verification token delete ran as four
sequential writes with no transaction around them, so a failure
between any two left the removal half applied. Thread a single
prisma transaction through all four writes, following the same
tx.<table> pattern /team/member_add and /team/member_update already
use, so either all four land or none do.

* fix(team): serialize member_add, member_delete, and delete under the team's advisory lock

/team/member_add validated a team exists and then wrote the user's teams array and
a membership row without holding anything across that gap, so a /team/delete could
commit its reference sweeps in between and leave a member pointing at a team id that
no longer exists. The write path already re-read members_with_roles under a row lock
before this change, but SELECT ... FOR UPDATE can deadlock with the access-group
endpoints, which lock an access group and then a team.

member_add now takes pg_advisory_xact_lock(hashtext(team_id)) before re-reading the
team and only writes if it is still there, so a delete that already committed is
visible before any write happens. delete_team takes the same lock around its own
row delete and reference sweep, so the two requests can never interleave: whichever
acquires the lock first runs to completion before the other's read can proceed.

Dropping the row lock from member_add's read also dropped the incidental protection
it gave against a concurrent member_delete, which still wrote from the snapshot it
validated against, unlocked, and could silently overwrite whatever member_add had
just committed. member_delete now takes the same advisory lock and re-reads the
roster under it before computing its own write, so it can never resurrect a member
by overwriting from stale data.

test: drop the cwd-relative sys.path.insert calls from the test suite (#37802)
* test: drop the cwd-relative sys.path.insert calls from the test suite

TQ003 stands at 1,077 across 1,058 files, and 1,015 of them are the same shape:
sys.path.insert(0, os.path.abspath("../..")) and its deeper siblings. The
argument resolves against the working directory rather than the file, so from
the repo root, where every job runs pytest, it inserts the directory two levels
above the checkout. It has never pointed at litellm. The package is installed
into the environment anyway, which is what actually makes the import work, and
what the rule's message has said all along.

Removing them leaves 1,634 imports of sys and os with no remaining reference,
and those go too, except where another test module imports the name back out of
the file. The rest of TQ003 is 62 call sites that resolve against __file__ or a
variable, which are a different question and are left alone.

Collection is identical either way: 45,871 tests and the same 51 pre-existing
collection errors before and after, and ruff reports no new undefined name.

243ed4393d test: reject assertions on a caught error inside except (ruff PT017)
A test that asserts on the error inside its own except block passes when the
call stops raising, because nothing runs the handler. That is the exact case
the test exists to catch, so the regression lands green.

Rewrites all 111 such blocks into pytest.raises, which fails when the call
succeeds, and selects PT017 in ruff-tests.toml so no new one lands.

e9d40a8f73 test: enforce F811 so a duplicate definition cannot silently replace the first
A name bound twice keeps only the second binding. In `tests/` that is nearly
always a repeated import, harmless but misleading, and the same rule is what
catches the cases that are not harmless: a local that shadows an import the
module still calls, and a second `def test_x` that quietly replaces the first.

311 of the 344 sites were repeated imports and came out with ruff's own fix.
The remaining 33 needed a decision. Four modules imported a name they never
used because a local definition below already shadowed it. Two comprehensions
bound `call` over `unittest.mock.call`, which those modules import and use.
One test rebound the two module handles its nested reload closure had captured.
One class attribute shadowed an unused `status` import.

The load-test fixtures move to a conftest, which is how pytest is meant to share
them, so the test module no longer imports three fixture names it never calls.
The nine `prisma_client` parameters keep a narrow `noqa`: pytest resolves that
fixture by name before the body runs, so the parameter never shadows anything.

* test: enforce PT012 so a pytest.raises block cannot hide dead assertions

`with pytest.raises(...)` stops at the first statement that raises. Anything
sequenced after it inside the block never runs, so an assertion written there is
never checked and the test still reports green.

Two sites were doing exactly that, and both assertions turned out to be wrong
once they started running. tests/llm_translation/test_prompt_factory.py asserted
the bedrock rejection names "requires at least one non-system message", which
holds. tests/proxy_unit_tests/test_proxy_server.py asserted the prisma startup
failure mentions "httpx.ConnectError", which never appears: the failure is an
httpx.ConnectError whose message is "All connection attempts failed", so that
test now asserts the type. Its DATABASE_URL override moves to monkeypatch, since
the old restore sat below the assertion and leaked the invalid URL into every
later DB test the moment the assertion started being able to fail.

The remaining 72 sites are rewritten without changing what they exercise: setup
that cannot raise moves above the block, a nested `patch` moves outside it, and
bodies with real control flow (a stream drain, an if/else on sync_mode, a
retry loop) move into a local closure the block calls.

Fixing PT012 unmasked two B017s, since ruff only reports a blind
pytest.raises(Exception) once the block holds a single statement.
tests/proxy_unit_tests/test_auth_checks.py narrows to the ProxyException
can_key_call_model actually raises. tests/local_testing/test_completion_cost.py
was asserting vertex_ai/medlm-medium has no cost entry, which stopped being true
at some point; that dead first half is gone and the rest of the test, which
checks medlm pricing resolves above zero, now runs instead of being skipped.

* chore(ci): ratchet TQ004 to 768 after the prisma test moved to monkeypatch

* feat(router): add per-deployment allowed_fails_policy and cooldown_time override support

Three bugs fixed in the router cooldown system: (1) deployment-level allowed_fails and
allowed_fails_policy in model_info now take precedence over router-level settings in
_should_cooldown_deployment; (2) failed fallback deployments now get evaluated for
cooldown via _trigger_cooldown_for_failed_deployment, bypassing the Logging dedup gate;
(3) DualCache promotes Redis cooldown entries using default 600s TTL instead of true
remaining cooldown time -- _corrected_active_cooldown now evicts expired entries and
corrects stale in-memory TTLs on backfill. Adds ServiceUnavailableError, BadGatewayError,
and NotFoundError fields to AllowedFailsPolicy and cooldown_time to LiteLLMParamsTypedDict.

Tests for `_get_deployment_cooldown_policy`, `_resolve_allowed_fails_from_policy`,
and `_should_cooldown_based_on_deployment_policy` (cooldown_handlers.py), the
`_corrected_active_cooldown` branches in CooldownCache, and the four new
exception-type branches in `Router.get_allowed_fails_from_policy` (router.py) --
all in `tests/test_litellm/` which the enterprise-routing CI job runs.

* fix(router): use is not None guard for cooldown_time_override in should_cooldown_based_on_allowed_fails_policy

A cooldown_time_override of 0 was previously treated as falsy and silently
fell through to the router-level cooldown_time value. Switched to an explicit
is not None check so that zero is honored as a valid override.

Added a regression test covering the zero case.

* fix(router): honor has_logged_async_failure and metadata for fallback cooldown; support both model_info and litellm_params locations

Manual verification against a live proxy surfaced that the fallback-cooldown-gap
trigger never actually fired: the has_logged_async_failure check read a plain
attribute that Logging never sets (the real flag lives in model_call_details),
and the deployment_id lookup only trusted litellm_metadata, which regular chat
completions never populate (only batch/thread/file endpoints do). Router
overwrites model_info on whichever key is present before every attempt, so
metadata is equally authoritative there, not caller-controlled as previously
assumed. Also let allowed_fails/allowed_fails_policy/cooldown_time be set under
either model_info or litellm_params, each preferring its own canonical location.

* fix(router): fix ContentPolicyViolationError policy shadowing and partial-policy zero-threshold

Two bugs from Greptile review on PR #34416:

- ContentPolicyViolationError subclasses BadRequestError, so listing
  BadRequestError first in _EXCEPTION_POLICY_FIELDS made the isinstance
  check always match BadRequestError for content-policy errors, using the
  wrong allowed_fails threshold. Reordered so the subclass is checked first.

- A deployment with a partial allowed_fails_policy and no deployment-wide
  allowed_fails forced allowed_fails_override=0 for any exception type its
  policy didn't cover, cooling the deployment down on the first unrelated
  failure. Now defers to router-level behavior for uncovered exception
  types instead of forcing an immediate cooldown.

* fix(router): only trust a metadata/litellm_metadata bucket the router itself wrote deployment info into

veria-ai flagged that preferring litellm_metadata whenever present could pick up a
caller-supplied litellm_metadata.model_info.id (preserved via allow_client_pricing_override)
instead of the metadata bucket the router actually populated for a regular completion's
fallback attempt, naming an arbitrary "victim" deployment for cooldown.

Router._update_kwargs_with_deployment() always writes model_info and
deployment_model_name into the same bucket together. Only trust a bucket that
carries deployment_model_name alongside model_info, since that marker is only
ever set by the router itself, not by request-body metadata.

* test(router): add regression coverage for ContentPolicyViolationError policy shadowing

The subclass-ordering fix in commit 38fe4e4490 had no regression test.
Verified the new test fails on the pre-fix ordering (asserts 2, got 10)
before restoring the fix, and confirmed the same behavior through the full
_should_cooldown_deployment call path against a real Router instance.

* fix(router): let explicit allowed_fails_policy entries override the generic 4XX cooldown exclusion

_is_cooldown_required skips cooldown evaluation for any 4XX status outside
{429, 401, 408, 404} by default, since a generic client error is usually not
the deployment's fault. BadRequestError and ContentPolicyViolationError both
carry status 400, so their AllowedFailsPolicy fields (BadRequestErrorAllowedFails,
ContentPolicyViolationErrorAllowedFails, both router-level pre-existing and the
new deployment-level ones) were silently unreachable: an operator could set
them to any value with no effect, since _is_cooldown_required blocked cooldown
evaluation before that policy was ever consulted.

_should_run_cooldown_logic now also checks whether an explicit allowed_fails_policy
entry (deployment-level or router-level) covers the exception's type, and if so,
proceeds with cooldown evaluation regardless of the generic status-code exclusion.
The exclusion remains the default for exception types with no explicit policy.

Verified live against a mock-triggered ContentPolicyViolationError (config-level
mock_response, azure/gpt-4.1-mini deployment) with BadRequestErrorAllowedFails=100
and ContentPolicyViolationErrorAllowedFails=0 on the same deployment: it now cools
down after exactly one ContentPolicyViolationError instead of never cooling down.

* fix(router): use the router-stamped failed_deployment_id for fallback cooldown targeting

Greptile flagged a real gap in the metadata-bucket-based deployment lookup:
for a generic-API-call fallback, the router writes the current attempt into
litellm_metadata, but a stale "metadata" bucket carrying the same
deployment_model_name marker (from an earlier point) would be picked first,
cooling the wrong deployment.

Router already has a more robust, pre-existing mechanism for this exact
problem: _set_failed_deployment_id_on_exception stamps the failing
deployment's id directly onto the exception at the point of failure,
immune to metadata-bucket ambiguity since a caller can't influence it and
it doesn't depend on which bucket the current call type happens to use.
It just wasn't called from _ageneric_api_call_with_fallbacks_helper's
except block, unlike _completion/_acompletion.

Added the missing call there (matching the existing pattern exactly), and
changed _trigger_cooldown_for_failed_deployment to prefer
exception.failed_deployment_id when present, falling back to metadata-bucket
inspection only for call paths that don't stamp it yet.

Verified live: the standard fallback-cooldown-gap scenario (two bad-key
deployments in a fallback chain) still correctly cools down both the
originally-called and fallback deployment.

* fix(router): address human review on per-deployment cooldown overrides

Scope allowed_fails_policy override to deployment-level only (a router-level
policy predates this feature and must keep its existing behavior), exempt
advisor-orchestration failures from the fallback cooldown trigger, keep the
single-deployment model group protection intact against a generic
deployment-level allowed_fails, make cooldown_time precedence consistent
across resolution paths, fix a falsy-zero swallowing bug in the router-level
allowed_fails fallback, and make allowed_fails_policy resolution fall through
to the next matching exception type instead of stopping at the first unset
field.

Also restrict allowed_fails/allowed_fails_policy/cooldown_time to model_info:
litellm_params gets copied into the actual provider request, so a router-only
setting placed there would leak into that request.

* test(router): update test_cooldown_handlers.py for the deployment-policy signature change

Surfaced by the rebase: this mirrored test file (tests/test_litellm/ mirrors
litellm/) predates the router_unit_tests/ coverage added earlier in this PR and
was still calling _should_cooldown_based_on_deployment_policy with its old
4-argument signature and asserting the now-removed litellm_params cooldown_time
location.

* test(router): update test_fallback_event_handlers.py for model_info-only cooldown_time

Another mirrored test file surfaced by the rebase that still asserted the
now-removed litellm_params.cooldown_time location.

* fix(router): match cooldown-duration precedence in the fallback path to the primary path

_trigger_cooldown_for_failed_deployment only checked deployment config before
falling back to the router default, skipping the response Retry-After header
step that Router.deployment_callback_on_failure applies on the primary path.

* fix(router): restore litellm_params.cooldown_time as a pre-existing fallback

cooldown_time already had litellm_params support on Router.deployment_callback_on_failure
before this PR; the earlier model_info-only restriction (aimed at the leak concern
for the genuinely new allowed_fails/allowed_fails_policy fields) incorrectly dropped
that pre-existing capability too. model_info still takes priority when both are set.

* fix(router): keep the fallback-cooldown trigger in sync with #35104's review fixes

Applies the same two fixes landed on the split-out PR #35104 (which #34416
still duplicates until it's rebased onto the merged base): increment the
deployment's per-minute failure counter before evaluating cooldown, and
require the server-stamped failed_deployment_id instead of trusting a
metadata bucket, since neither "metadata" nor "litellm_metadata" can be told
apart from a caller-supplied one without knowing the call's function_name.

The generic-API-call helper already stamped the effective (dynamic-if-client-side-credential)
deployment id on exceptions, but the regular _completion/_acompletion exception handlers still
stamped the static shared deployment's id. A tenant using invalid forwarded credentials could
generate repeated failures attributed to, and eventually cooling down, the shared deployment
other tenants rely on. Extracted the stamping logic into one shared helper used by all three
call sites (generic API, sync completion, async completion) so the fix and future changes to it
stay in one place.

* fix(proxy): recognize body-supplied timeout/request_timeout/stream_timeout as caller-controlled

client_side_timeout was only set when the caller used the x-litellm-timeout header, but
Router._get_timeout also resolves the effective timeout from kwargs["timeout"],
kwargs["request_timeout"], and kwargs["stream_timeout"], all settable directly in the
request body (and x-litellm-stream-timeout wasn't marked either). A caller could set any
of those to a near-zero value, force a 408 on every deployment in a fallback chain, and
cool down deployments other tenants rely on without the guard in
_trigger_cooldown_for_failed_deployment recognizing it as caller-controlled. Also strip
any client-forged client_side_timeout from the request body so the marker is always
server-computed.

refactor(proxy): resolve team member lookups in one query and cap the rejection message
Resolve the requested member user_ids with a single find_many instead of one
lookup per member, so a large member list no longer turns into that many
round-trips before the permission check runs. Write the member-add audit
entries concurrently rather than one after another, and list at most a few
ids in the rejection message instead of echoing the whole request back.

Update the team-admin member-add case that covered adding a user_id with no
user row, which the endpoint now leaves to proxy admins.

fix(team): make team member add atomic to prevent concurrent-add member loss (#34185)
_add_team_members_to_team reconciled membership by reading the complete_team_data
snapshot captured at the start of team_member_add, appending in memory, and
writing the whole members_with_roles array back. Two concurrent /team/member_add
calls for the same team read the same snapshot, so the last write wins and one
member is silently lost. This affects every concurrent team member add, including
the SCIM group PATCH op:add path that routes through team_member_add

Reconcile members_with_roles inside a transaction that locks the team row with
SELECT ... FOR UPDATE before re-reading the current membership, so concurrent
writers serialize on the row lock and each appends onto the other's committed
result. The interactive transaction is exposed through a thin PrismaClient.tx()
passthrough and the locked read is encapsulated in
TeamRepository.get_members_with_roles_locked, and the SCIM group PATCH applies
membership as deltas so concurrent adds are not clobbered

fix(proxy): tighten role gating on /get/config/callbacks response (#31745)
The handler returned decrypted callback environment values and alerting
routing values verbatim to callers who were not full PROXY_ADMIN. Gate
those on full-admin role, matching the posture used on the sibling
config-inspection endpoints. Non-sensitive routing fields (host / base
URL / port style values) stay visible so the UI can still label which
integration is wired up. Full PROXY_ADMIN sees everything unchanged so
the edit form round-trips on save.

Resolves LIT-4115.

OpenAI GPT-5 models require max_completion_tokens >= 16.
Health checks were using 5 (proxy/health_check.py) and 10
(health_check_helpers.py), causing failures on GPT-5 models.

Fixes #23836

* fix: increase health check max_tokens from 5 to 16 (#23836) (#26610)

GPT-5 models enforce a minimum of 16 for max_output_tokens. The current
default of 5 still causes health checks to fail for these models. Bump
the non-wildcard default to 16 — the smallest value that satisfies all
known provider minimums while keeping health checks lightweight.

Also tightens the wildcard test assertion from a weak disjunctive check
to strict key-absence.

Route Bedrock Mantle models to the native Responses API based on each
model's price-map capability signal instead of a hardcoded model-name
heuristic, and derive the OpenAI-compatible base path segment per model.

Responses dispatch now selects the native config when the model advertises
responses support (/v1/responses in supported_endpoints, or mode=responses),
both overridable via register_model and proxy model_info. This enables
native Responses for gpt-oss-120b/20b and the gemma-4 family while keeping
chat-only models (gpt-oss safeguard, nvidia, mistral, ...) on the existing
chat-completions emulation. Capability is per-model, so gpt-oss-120b routes
natively while gpt-oss-safeguard-120b does not despite sharing the gpt-oss
substring.

The wire path is a separate concern, driven by the existing
use_openai_responses_path flag rather than a model-name match: gpt-5.x and
gemma-4-* on /openai/v1, everything else (incl. gpt-oss) on /v1. The chat
config now derives its base from the same flag, fixing gemma-4
chat-completions requests that previously went to /v1 instead of /openai/v1.

Cost maps: add supported_endpoints to the gpt-oss entries (responses for the
non-safeguard variants, chat-only for safeguard) and supported_endpoints +
use_openai_responses_path to all three gemma-4 entries.

The flat-pricing path in the same module already handles this correctly
with an `is None` guard. Resolve tier costs through a small helper that
mirrors it, so 0.0 is honored at both the in-range and overflow sites.

No shipped model currently has a 0.0 tier cost, so this is a latent
defect; the fix makes the tiered path consistent with the flat path and
prevents over-charging the first time such a tier appears. Adds unit
tests covering the in-range and overflow paths, and drops an unused
import flagged by ruff in the touched test file.

uncoordinated locks, so a single refresh triggered a cascade of engine
kill/respawn cycles:

  1. `_safe_refresh_token` (holds `_reconnection_lock`) -> recreate -> kill old
     engine, spawn new one.
  2. The engine-death watcher sees that kill, assumes a crash, and calls
     `attempt_db_reconnect(force=True)` (a different lock,
     `_db_reconnect_lock`) -> recreate again -> kills the fresh engine.
  3. In-flight queries failing during the swap are classified as transport
     errors and trigger their own `attempt_db_reconnect` -> recreate again.

Fix coordinates planned restarts across the wrapper and the watcher:

  - PrismaWrapper records the old engine PID in `_expected_engine_deaths`
    before killing it; all four watcher death-detectors (waitpid thread,
    pidfd, already-dead probe, os.kill poll) consume that PID and skip the
    reconnect instead of treating it as a crash.
  - `recreate_prisma_client` now serializes through `_reconnection_lock` and
    bumps a monotonic `_engine_generation`. Callers pass `expected_generation`
    as an optimistic-lock token, so racing/cascading recreates collapse into a
    single restart (losers no-op). This closes the two-lock gap.
  - The direct reconnect path probes the writer with SELECT 1 before
    recreating; a healthy connection (e.g. engine already replaced by a
    refresh) skips the recreate entirely.
  - `_safe_refresh_token` coalesces: it skips when the current token still has
    more than the refresh buffer of runway, so stacked triggers (proactive
    loop + __getattr__ fallback) don't each restart the engine. An
    `on_engine_replaced` hook re-arms the watcher on the new PID.

RoutingPrismaWrapper forwards `expected_generation` and skips recreating the
reader when the writer recreate was skipped.

Implements transform_file_content_request and transform_file_content_response
in BedrockFilesConfig so GET /v1/files/{id}/content works for Bedrock batch
files. The request transform resolves the file id (direct s3:// URI or base64
unified id) to its S3 object, validates bucket and key prefix against the
server-configured bucket, and SigV4-signs an S3 GetObject using the same
credential and region resolution as the existing upload path. The credential
and region params are validated into a typed model at the boundary, so the only
untyped values left are the botocore signing primitives.

Also fixes the proxy managed-files path: CredentialLiteLLMParams now carries
s3_bucket_name (previously dropped when building deployment credentials) and
the managed-files hook passes the deployment credential snapshot when routing
afile_content, so unified-id content retrieval works with per-model bucket
config instead of only the AWS_S3_BUCKET_NAME env var.

Preserves managed-file access control: the proxy file-content endpoint now
rejects raw cloud-storage ids (s3://, gs://), which would otherwise skip the
owner/team check that only runs for unified ids and let a caller read another
tenant's batch output by its object key. Managed outputs are reachable only
through their unified file id. The afile_content "not found" error now reports
the caller's unified id rather than the resolved internal S3 URI.

sends an empty message, keeps the user turn in chatHistory, and puts the results
in `toolResults`, matching the langchain-oracle reference. Tool results are no
longer represented as chatHistory entries.

Response side: tool-grounded answers come back with citations carrying
`documentIds` (camelCase) and no `document_ids`, which made the required
`CohereCitation.document_ids` field fail validation and sink the whole response
parse. Those citations are never surfaced, so the field (and CohereSearchQuery's
generation_id) is now optional.

are never overwritten, a slot is reserved per Bedrock tool_config point, and
injection stops once the budget is exhausted. Locations this path cannot
represent (tool_config) are forwarded downstream instead of being silently
consumed, mirroring get_chat_completion_prompt's remaining_points pass-through.

The pre-call budget reservation increments the cross-pod spend counter by a

error (failure hook). A client disconnect or timeout cancels the request and
surfaces as CancelledError / GeneratorExit, which neither path catches, so the
reservation leaks. Under a retry storm the leaked holds accumulate, pin the
counter above real spend, and return spurious 429 "Budget has been exceeded" to
keys whose spend is far below budget; the counter only recovers when its TTL
lapses, so the failure is intermittent and self-healing.

Release the reservation in async_streaming_data_generator (which the Anthropic
and Google SSE generators delegate to) on the (CancelledError, GeneratorExit)
path, alongside the existing max_parallel_requests release. release_budget_
reservation_on_cancel runs under asyncio.shield so it completes despite the
in-progress cancellation, is guarded by the reservation's finalized flag, and
swallows a failing release so it cannot replace the in-flight cancellation.

The refund is gated on whether a chunk reached the client. The flag is set
immediately before the yield, after the slow-path hook await: an async generator
suspends at the yield, so a GeneratorExit on disconnect after a delivered chunk
sees it True (keep the hold), while a cancellation during the slow-path await
leaves it False (refund, nothing sent). A non-streaming cancellation delivers
nothing and a completed non-streaming response is reconciled by the success
callback, so neither needs a release here.

gcs_path the key has no slash, which is why this went unnoticed.

Wrap the object name with urllib.parse.quote(..., safe="") in get_cache
and async_get_cache. Apply the same encoding to the name= query
parameter in set_cache and async_set_cache so the key written matches
the key read back.

Adds regression tests asserting the GET path and SET query are encoded
(%2F) when gcs_path is set, for both sync and async paths; these fail on
the unpatched code.

Before substring search was added (commit 33bd570d5e), /key/list matched user_id
and key_alias exactly. That change made admin-authenticated calls substring-match
by default, breaking the prior contract: a caller passing an exact user_id as an
access filter (e.g. an integration scoping to one user with an admin key) then
received other users' keys -- user_id="alice" also returned "alice2",
"alice-test", etc. This is a cross-user key disclosure.

Make substring matching opt-in via a new admin-only substring_matching=true query
param; default to exact, restoring the prior behavior. The dashboard search box
(keyListCall) passes the flag so partial search still works. Non-admins remain
exact and scoped to their own keys.

Updates the proxy-behavior key_alias test to opt in and adds an exact-by-default
guard; adds list_keys unit coverage for the opt-in gate.

GitHub Actions unit jobs were spinning up a Postgres service container, but
the only active tests that touched it either used the DB incidentally (a
cargo-culted prisma_client.connect()) or were genuine integration tests
mislabeled as unit. Mock the incidental ones so the proxy-db job needs no
container, and move the tests that genuinely need a database (proxy
management behavior, master-key-not-persisted, schema-migration sync) to
CircleCI, which is already the real-infrastructure lane.

* test(proxy): restore no-unexpected-startup-writes canary in master-key test

Greptile noted the hash-match assertion no longer catches other unexpected
startup writes (a default key, a rotation artifact). The CircleCI job gives
each run a fresh DB, so a clean startup must leave the table empty; add that
canary back alongside the precise master-key assertion.

'metadata' field (e.g. Anthropic's {"user_id": "..."}),
litellm_params['metadata'] gets overwritten and the parent span is lost,
producing orphan root spans with a different trace_id.

Add fallback checks to litellm_metadata in:
- _get_span_context(): so child spans find the correct parent
- _end_proxy_span_from_kwargs(): so the proxy span gets closed

`_gemini_convert_messages_with_history` tracks `last_message_with_tool_calls`
so a following tool result can be matched back to its tool call. The assignment
was inside a branch guarded by
`assistant_msg.get("tool_calls", []) is not None`, which is also True for a
text-only assistant message (an empty list is not None). As a result, an
assistant message with no tool calls that appears between a tool call and its
tool result overwrote the reference, and conversion failed with:

    Exception: Missing corresponding tool call for tool response message.

This shape is common: a model emits a short narration/assistant message after a
tool call before the tool result is appended.

Only update `last_message_with_tool_calls` when the assistant message actually
carries tool_calls (or a function_call). Adds a regression test.

For a deployment configured as `openai/openai/openai/gpt-5.5`,
the bridge flow sent `openai/gpt-5.5` to the upstream API instead of
the correct `openai/openai/gpt-5.5`. Upstream APIs that enforce
model-name allow-lists rejected this as `key_model_access_denied`.

Fix: pass the locally-resolved `custom_llm_provider` into both the
sync `responses()` and async `aresponses()` calls so the downstream
`_resolve_model_provider_for_responses` sees an explicit provider
and skips the second prefix-strip.

New regression test
`tests/test_litellm/completion_extras/test_responses_bridge_provider_propagation.py`
pins both call sites: each must forward `custom_llm_provider`.

* fix(28505): set custom_llm_provider on request_data instead of as duplicate kwarg

Greptile flagged that the previous patch passed custom_llm_provider as an
explicit kwarg to responses()/aresponses() while request_data already
carried it via the spread of sanitized_litellm_params, which would raise

previous test mocked transform_request with a minimal dict and never hit
the conflict).

us. (1.6x the 5-minute regional rate).

Without these fields, cost tracking on EU/AU/JP Bedrock 1-hour-TTL
prompt caching falls back to the 5-minute write rate and undercounts
spend by ~60% for European, Australian, and Japanese tenants.

Adds the 1-hour tier (and Sonnet 4.5's long-context >200K tier where
AWS publishes one) to 14 regional Bedrock entries in both
`model_prices_and_context_window.json` and the bundled
`model_prices_and_context_window_backup.json`:

  - eu./au.   Opus 4.6     ($11.00 / MTok)
  - eu./au.   Opus 4.7     ($11.00 / MTok)
  - eu./au./jp. Sonnet 4.6 ($6.60 / MTok)
  - eu./au./jp. Sonnet 4.5 ($6.60 / MTok regular, $13.20 / MTok LC)
  - eu./au./jp. Haiku 4.5  ($2.20 / MTok)

Also extends `tests/test_litellm/test_bedrock_anthropic_1hr_cache_pricing.py`
with a `REGIONAL_EXPECTED` parametrized block covering all 13 new
entries plus the existing 1.6x ratio invariant.

Note: `eu.anthropic.claude-opus-4-5-20251101-v1:0` carries the
wrong 5m rate today (base 6.25e-06 instead of regional 6.875e-06),
which would break the 1.6x ratio check. It is intentionally left out
of this PR so the scope stays "1-hour cache tier addition" — a
separate follow-up should correct the EU 5m rates for Opus 4.5.

Claude family (1.6x the 5-minute write rate, matching the documented
Bedrock ratio). LiteLLM's Vertex AI Anthropic entries only carry the

on Vertex AI Claude is undercounted in cost tracking by ~60%.

The runtime side already supports the 1-hour tier — `VertexAIAnthropicConfig`
extends `AnthropicConfig`, populating `ephemeral_1h_input_tokens`, and
`_calculate_cache_creation_cost` reads `cache_creation_input_token_cost_above_1hr`.
Only the price registry was missing data.

Adds the field to 19 vertex_ai/claude-* entries across both
`model_prices_and_context_window.json` and the bundled
`model_prices_and_context_window_backup.json`:

  - Haiku 4.5 ($1.25 -> $2.00 / MTok)
  - Sonnet 3.7 / 4 / 4.5 / 4.6 ($3.75 -> $6.00 / MTok)
  - Opus 4.5 / 4.6 / 4.7 ($6.25 -> $10.00 / MTok)
  - Opus 4 / 4.1 ($18.75 -> $30.00 / MTok)

Adds `tests/test_litellm/test_vertex_anthropic_1hr_cache_pricing.py`
mirroring the Bedrock equivalent — pins each (5m, 1h) pair per model

abbe5d7f85 fix(proxy): /config/update writes only sent sections, drop store_model_in_db gate
The endpoint loaded the full merged YAML+DB config and re-saved every
top-level section to LiteLLM_Config rows via save_config(), so a UI toggle
of one field persisted unrelated YAML state to DB as a side effect. It
also rejected every request when store_model_in_db was False — including
the request that would flip the flag to True (chicken-and-egg).

Replace save_config with targeted per-section upserts: read the existing
litellm_config row, merge in the request, upsert just that row. Sections
the caller did not send are not touched. Drop the blanket
store_model_in_db guard — the endpoint already requires prisma_client,
and the startup-side override at proxy_server.py:6491 picks up
general_settings.store_model_in_db=True from the DB on next restart.

Health check failures now increment the same per-deployment failure
counters used by allowed_fails_policy, so users can control how many
health check failures of each error type are required before a
deployment enters cooldown.

- ahealth_check() preserves the original exception in its return dict
- run_with_timeout() returns a litellm.Timeout on health check timeout
- _perform_health_check() propagates exceptions to unhealthy endpoints
- _write_health_state_to_router_cache() calls _set_cooldown_deployments
  for each unhealthy endpoint that has an exception
- When allowed_fails_policy is set, the binary health check filter is
  bypassed so cooldown is the sole routing exclusion mechanism

"ValueError: Either 'host' or 'url' must be specified for redis."
The actual Redis connection is irrelevant since async_set_cache is mocked.
Unlike test_get_team_redis which uses client_no_auth (which sets REDIS_HOST
via fake_env_vars), test_team_update_redis has no fixture setting that env var.

[Perf] Embeddings: Use router's O(1) lookup and shared sessions (#16344)
* Refactor proxy embeddings to use shared processor

- allow ProxyBaseLLMRequestProcessing to accept the aembedding route so embeddings requests reuse the base pipeline hooks

- route embeddings requests through base_process_llm_request, sharing logging, hook execution, retries, and header handling with chat/responses

- tighten token array decoding logic by using router deployment lookups and the unified error handler

* Fix: Correctly process embedding requests with token arrays

The `test_embedding_input_array_of_tokens` test was failing due to a regression that caused embedding requests with token arrays to be processed incorrectly. This prevented the `aembedding` function from being called as expected.

This was caused by a combination of three distinct issues:

1.  In `litellm/proxy/common_request_processing.py`, the `function_setup` utility was called with `aembedding` as the `original_function` for embedding routes. This has been corrected to `embedding` to ensure proper request setup.

2.  In `litellm/proxy/proxy_server.py`, a `TypeError` occurred because the `get_deployment` method was called with the `model_name` keyword argument instead of the expected `model_id`. This has been corrected. Additionally, the check for token arrays was improved to validate that all elements in the input subarray are integers.

3.  In `litellm/proxy/litellm_pre_call_utils.py`, the check for the `enforced_params` enterprise feature was too strict. It blocked valid requests even when the `enforced_params` list was empty. The condition has been adjusted to trigger the check only for non-empty lists.

Finally, the `test_embedding_input_array_of_tokens` assertion was updated to be more robust. The previous `assert_called_once_with` was overly strict, causing failures when unrelated internal parameters were added to the function call. The test now first asserts that `aembedding` is called and then separately verifies the `model` and `input` arguments. This makes the test more resilient to future changes without sacrificing its ability to catch regressions.

* test: align proxy embedding assertions

Update the embedding proxy test to match the new request pipeline: keep the data the proxy builds, expect the extra control kwargs, let the post-call hook return the actual response, and assert the normalized 'embeddings' hook type. This proves the refactor still forwards metadata and returns the mocked payload.

* Update proxy exception test

The proxy now forwards additional kwargs (request_timeout, litellm_call_id, litellm_logging_obj) to llm_router.aembedding. The test needs to accept these to match the real call signature and keep validating the error path instead of the kwargs list.

* testing: unsure of this change

I don't remember why I changed this, will revert and see if any tests fail since the manual test isn't failing without it.

* fix: remove unrelated change

This change was not related to the embeddings refactor and actually belonged to a different branch.

fix: Use valid CallTypes enum value in embeddings endpoint (#16328)
* Fix embeddings endpoint call_type to use valid CallTypes enum value

Fixed bug where the `/embeddings` endpoint was passing `call_type="embeddings"`
to guardrail hooks, but "embeddings" is not a valid value in the CallTypes enum.

Changed to use `call_type="aembedding"` (async embedding) which is the correct
CallTypes enum value and matches the route_type used in the same function.

Added unit tests to verify:
- "embeddings" is not a valid CallTypes enum value
- "aembedding" is the correct valid value
- The fix prevents ValueError when guardrails are enabled

Fixes #16240
