fix(ci): measure PR gates from the target branch's current tip (#49078)
* fix(ci): measure PR gates from the target branch's current tip

The lint gate base, the ui lint and ui unit test scopes, and the spend logs
guard compared the event's pull_request.base.sha with the head to find the
merge base. GitHub can leave base.sha weeks behind the base branch, and when
that old commit is an ancestor of a head that merged newer main, compare
returns the old commit itself, so the strict gates blamed main's own code on
the PR.

Compare base.ref with the head instead, passed through env, so GitHub
resolves the branch tip when the job runs. This is the same base make check
uses locally. The ui unit test push guard now keys on BASE_REF, which is
empty on push and workflow_dispatch.

The regression test runs every workflow step that reads merge_base_commit
against a fake gh backed by a temp repo with a stale base.sha, for main and a
litellm_/ base with a slash.

* fix(ci): check out the base branch's current guard code in the PR guards

* fix(ci): read the PR's current base branch so re-runs survive a deleted base

Every merge-base step now asks the pulls API for the PR's base branch instead of
reading the event's base.ref, which a re-run keeps after a stacked base is merged
and deleted. The guard checkouts go back to base.sha, which stays reachable.

* test(ci): mark the step script path Final

* fix(ci): keep the spend logs guard on main and run both guard scripts from the base branch tip

* fix(ci): measure from the event's base branch unless it was deleted, and test what each step hands on

A re-run after a retarget off main kept following the PR's current base, so lint, ui-unit and the cost map guard could pass without measuring against main. They now read the current base only when the event's base branch no longer exists. The tests run each merge base step whole and check the value its consumer gets

* fix(ci): follow a renamed base branch to its new name before the compare

fix(proxy)!: stop answering with the literal string "None" as error type and param on the proxy-server, auth, spend, and key health routes (#39540)
* fix(proxy): stop answering with the literal string "None" on the proxy-server, auth, and health routes

The error objects these routes return defaulted `type` and `param` to the
four-character string "None", so a client's error handler matched no known
OpenAI type and fell into its generic branch.

Route them through the shared openai_error_payload helpers instead, so `type`
comes from the carried type or the HTTP status and `param` serializes as JSON
null.

* fix(proxy): stop answering with the literal string "None" on the spend and management routes

The error objects these routes return defaulted `type` and `param` to the
four-character string "None", so a client's error handler matched no known
OpenAI type and fell into its generic branch.

Route them through the shared openai_error_payload helpers instead, so `type`
comes from the carried type or the HTTP status and `param` serializes as JSON
null.

* test(proxy): pin the mid-stream failure frame and the DB outage body to a JSON null param

* fix(proxy): type upstream timeouts as timeout_error and update integration asserts for the null param

A 408 with no carried type now answers timeout_error instead of invalid_request_error, so a client branching on type keeps retrying it. Three integration suites still compared auth rejections against param="None".

* fix(proxy): keep a 408 on main's invalid_request_error type and pin the transcription file cap's 400

* fix(proxy): type a route failure by the status it answers with after the tag-routing and no-deployment remap

* fix(proxy): keep auth_error on proxy-raised 401/403 route failures and ban the string None as an error type or param

* fix(proxy): type a hook's 401 or 403 on completions, moderations and transcription by its status, as chat does

Only a status the proxy remapped into 401 or 403, such as a tag-routing denial, keeps auth_error.

* test(proxy): build the transcription file-cap test on a real router so it holds after the router refactor

refactor(router): fence the router surface and document the router-core boundary (#48839)
Add rustdoc overviews for a new litellm-router-core crate and for
litellm-model-catalog, a module docstring on litellm/router.py, and a
shrink-only allowlist of the Router members and router_utils modules used
outside the router, checked in CI by router_surface_check.py.

Move the router-free helpers out of litellm/router_utils: batch_utils to
litellm_core_utils, and the auto-router naming contract, tuning baseline
and baseline request next to the auto-router plugin. No behaviour change.

test(mcp): replace the live Linear MCP OAuth e2e tests with integration coverage (#47154)
* test(mcp): move the MCP OAuth happy path from a live Linear e2e to an integration test

GitHub Actions now runs unit tests only, and the MCP OAuth happy path needed a
captured Linear browser login to click through a real consent page. The OAuth
flows it exercised are already integration tests against an owned
authorization-server double, except one behavior: the stored per-user token
must be served by a proxy process that never saw the consent, with no shared
Redis to fall back on. That case is now in test_mcp_oauth_flows.py

The e2e test, its owned-gateway helper, its workflow, the mcp_oauth_live marker
and the JUnit gate script only that workflow used are removed

* test(mcp): chat completions run an OAuth server tool with the caller's own stored token

* test(e2e): drop the Linear chat-completion MCP OAuth e2e and its helpers

The behavior it checked, a chat completion running an OAuth server's tool with
the caller's stored per-user token, is now an integration test in
test_mcp_llm_endpoints.py that needs no saved Linear browser login

* test(mcp): decode the stored per-user credential as urlsafe base64

The plaintext check used b64decode, which drops the - and _ of a urlsafe value
and raised on roughly one ciphertext in five

* test(mcp): drop the chat OAuth integration test that duplicates test_mcp_slots F2-chat

security/test_mcp_slots.py already sends a per-user OAuth token through
/v1/chat/completions and asserts the peer receives it. Every mutant the new test
killed was also killed by the existing suite, so it added no signal

test(e2e): perf rig (out-of-process mocks, PerformanceTestCase runner, per-request limits) and the small_bodies_5rps case (#46713)
* test(e2e): out-of-process mock OpenAI, Anthropic, Bedrock and guardrail servers for the perf cases

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): coding-agent request corpus and real provider captures for the perf mocks

Request bodies come from a deterministic coding-agent session (system prompt, Read/Edit/Write/Bash/Grep/Glob tools, tool_use and tool_result turns carrying real source files picked by the request marker) in OpenAI chat, Responses and Anthropic formats. captures/ holds one real response per provider, route, shape and stream mode (gpt-6-luna, claude-sonnet-5, us.anthropic.claude-sonnet-5), cold prompt cache, body only, raw stream chunks with time offsets

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): replay module for the perf mocks, captured provider responses picked by route, mode and request size

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): perf mocks replay the captured provider responses, knobs shrink to flake and speed

The OpenAI, Anthropic and Bedrock mocks answer with the captured body or stream chunks for their route, mode and nearest request size, ids swapped per request, on the captured clock scaled by the p knob. The synthetic reply builders, the per-token stream pacing and the hand-rolled Bedrock event-stream encoder are gone

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): perf mock request log names its provider

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): perf guardrail mock remembers the request marker by call id for the response hook

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): perf mock captures retaken cold, one marker and system-prompt prefix per cell

Run 2 shared one marker across cells, so every stream capture was served from the provider's prompt cache (cache_read_input_tokens up to 523946) and the json cells had small prefix hits. Every cell now carries its own marker, also prepended to the system prompt, and all 30 captures report zero cached tokens

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): perf corpus reads tests/e2e files so the lane's runner image has them

* test(e2e): perf long_context json captures for Claude retaken with a 16k output cap, no longer cut mid-thinking

* test(e2e): perf mocks keep only what the replay path and the test read

* test(e2e): perf mocks interpolate the provider's time to first byte from the captures around the request size

* test(e2e): perf captures at 100k (short) and 500k (long) tokens with tools, the fixed-size set removed

* test(e2e): PerformanceTestCase schema, deterministic request plan and wire records for the perf cases

RequestShape names a corpus session (input_tokens, tools, output_tokens) and wire.request_body builds it with setup/corpus/session.py, so a 300k request is 85 file reads of real source in the endpoint's own format. The plan no longer predicts reply text, the mocks replay captured provider responses and the runner joins what the client saw against the mock's log by marker

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): perf Metric gains time_to_first_token_seconds

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): perf User loses the unused role field, every JWT user is an internal_user

* test(e2e): perf RequestShape sizes requests from an input-token range, short and long stock shapes

* test(e2e): perf case runner (provision, Locust plan replay, observe) and the 50 rps mixed-provider case

provision.py checks the deployed config against the case and builds the callers, run.py replays the plan from a separate Locust process (locustfile.py) recording status, header, first-byte, first-token and total time per request, observe.py joins the records with what the mocks received and the workers' RSS to score every Limit, and compares each served body with the capture the mock replayed for it as a diagnostic. The case sends 15,000 requests at 50 rps over three model groups, two guardrails and the three request shapes

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): perf case asserts time_to_first_token_seconds at percentile 50 and 99

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): perf provision creates every JWT user as internal_user

* test(e2e): perf observe reads only the mock log fields that remain

* test(e2e): 50 rps case sends short and long coding-agent sessions sized per request

* test(e2e): perf run keeps the per-request records as perf-records.jsonl under E2E_ARTIFACT_DIR

* test(e2e): the mixed small-gateway case runs at 25 rps (50 saturated one 4-worker pod on main and on v1.105.1)

* test(e2e): small_bodies_high_rate perf case, the github issue 46276 shape (11 to 17 KB chat bodies, keys only, 200 rps)

* test(e2e): the mixed small-gateway case runs at 10 rps for 6,000 requests (25 rps still saturated one pod on v1.105.1)

* ci: python lint job gets 20 minutes, the e2e harness phase (625 tests plus the replay harness suite) pushes a run past 15 when tests/e2e changes

* test(e2e): small-bodies perf case runs at 5 rps so gateway_added_seconds is per-request overhead, not queue wait

* test(e2e): mixed-provider perf case runs at 5 rps x 3,000 requests from 100 users

* test(e2e): mixed-provider perf case sends happy-path traffic only (no flaky deployment, no guardrail interventions or blocks)

* test(e2e): perf gateway model_list is three happy-path deployments, one per provider

* test(e2e): Postgres and Redis work per request as perf case limits

Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

* test(e2e): perf mocks wait a case-level latency with jitter instead of replaying captured timings, cpu_seconds_per_request limit from metrics-server

* test(e2e): perf suite PR carries the small_bodies_5rps case only, the mixed-provider case moves to its own PR

* test(e2e): small_bodies_5rps limits from the ten v1.105.1 baselines (1.5x on datastore counts, 2x on latency and cpu, absolute on errors and memory)

* test(e2e): perf mocks keep only the short captures the small case reads, captured timings and the Bedrock invoke route removed

* test(e2e): perf mocks generate each reply from the request (provider schema, usage, ids, event order, chunk sizes) instead of replaying captures

ci(lint): gate every rule on its merge-base count and cap Anys at a fixed total (#40193)
* ci(lint): derive gate ceilings from merge-base counts and drop the budget files

The four lint gates (ruff strict, type discipline, basedpyright, test quality)
now fail a branch only when a rule's codebase count grows past its count at the
merge-base with litellm_internal_staging plus a fixed per-rule headroom, which
is zero everywhere except the LIT010/LIT011 and reportAny/reportExplicitAny
seeds. Base counts come from a disk cache, then the CI artifact the renamed
publish-lint-base-counts workflow uploads for every staging push (all four
checkers, one artifact per checker and sha), then a scan of the base worktree.

The four *-budget.json files, make lint-budget-update, budget_ratchet_check.py,

test(e2e): move the harness self-tests out of tests/e2e (#45172)
* test(e2e): move the harness self-tests out of tests/e2e

The nightly Buildkite run copies tests/e2e into the runner image and runs
bare pytest, so the 672 tests of the harness itself (fixture parsing, JUnit
properties, the stack lock, the load aggregators, the Claude Code driver)
counted as e2e tests on the status page even though none of them reaches a

b0aafabdee ci(lint): gate top-level tests/e2e and litellm files in the diff-scoped lint steps
Without :(glob), git matches 'tests/e2e/**/*.py' with * crossing slashes, so the
pattern needs at least one directory below tests/e2e and a top-level file never
matches. PR #39209 added tests/e2e/test_junit_properties.py with three
basedpyright errors and the e2e step printed "No changed tests/e2e Python files;
skipping." The ruff format step's 'litellm/**/*.py' skipped litellm/main.py and
the other top-level modules the same way.

:(glob) makes /**/ match zero or more directories, so both gates now select
top-level and nested files alike. A regression test runs the workflow's own
pathspecs against a throwaway repo and locks that in for every diff-scoped gate.

perf(ci): cache uv dependencies in the lint job (#37783)
The lint job installs its dependencies from scratch on every run. That step
measures 2.8 minutes of a job whose p50 is 9.5, and lint is the slowest
required check on 9 of the last 10 merged staging PRs, so it sets the
critical path for the whole PR.

_test-unit-base.yml already caches ~/.cache/uv and .venv keyed on uv.lock.
This mirrors that block. The key carries its own `lint` namespace rather
than sharing the unit tier's: the two jobs sync different group sets
(proxy-dev + e2e-dev here, ci + proxy-dev + four extras there), so a shared
.venv entry would be pruned and rebuilt on alternating runs.

perf(ci): cache the Rust build the unit shards compile from scratch (#37795)
* perf(ci): cache the Rust build the unit shards compile from scratch

Every unit shard installs the workspace, and the root package builds through
maturin, so each of the eleven jobs compiles litellm-rust/crates/python-bridge
in release mode before a single test runs. That step measured 2m40s a shard on
2026-08-21, which is more wall clock than the entire unit tier spends running
tests, and none of it was cached: the uv cache covers wheels it downloads, not
wheels it builds, and a path dependency whose source moves every commit can
never hit that cache anyway.

A composite action now exports CARGO_TARGET_DIR to a fixed workspace path and
caches it alongside the Cargo registry, keyed on Cargo.lock. Cargo rebuilds only
what changed, so a warm job pays for the bridge crate rather than its whole
dependency graph. Measured locally, that is 34s cold against 8s warm, including
after a Python-only or Rust-only edit.

The absolute path matters: uv builds the wheel from its own working directory,
so a relative target directory lands the artifacts where nothing can find them
again.

* perf(ci): cache the Rust build in the other four workflows that sync the workspace

code-quality, mcp, documentation and the schema.d.ts check each install the
workspace and so each compile the bridge from scratch, measured at 138s, 177s,
163s and 154s on 2026-08-21. The lint job pays the same and is left to #37783,
which already owns that file's setup section.

* perf(ci): cache the Rust build in the lint job too

* fix(ci): cache cargo's own target directory instead of redirecting it

uv builds the wheel in place, so cargo already writes to litellm-rust/target,
which test-rust.yml has cached all along. Redirecting CARGO_TARGET_DIR bought
nothing and cost a GITHUB_ENV write that zizmor rejects as a code-execution
path.

* chore(ci): raise the job backstop for the added setup step

The cargo cache is a fifth bounded setup step, so the base's setup ceiling goes
30m to 35m and every job budget follows: 55 to 60, and proxy-server's 95 to 100.
check_workflow_startup_safety enforces exactly this sum, and failed on the first
push without it.

* perf(ci): cache the Rust build in the four remaining workflows that sync

Six workflows were wired; ten install the workspace. The four left out still
compile the pyo3 bridge from scratch.

test-terraform-provider.yml is the one that matters per PR: its endpoint-drift
job triggers on any change under litellm/proxy/**. The other three are a
scheduled load check, a manual mutation run, and the staging-push counts
publisher, whose gate syncs the project inside scripts/type_check_gate.py
rather than in a workflow step, so nothing in the file names the build it pays
for.

feat(ci): freeze the conftest save/restore inventory so it can only shrink (#37621)
* feat(ci): freeze the conftest save/restore inventory so it can only shrink

* fix(ci): resolve the named constant a conftest save loop iterates

* fix(ci): match the snapshot shape instead of a list of blessed dict names

* feat(ci): fail a branch that clears TQ violations without lowering the ceiling

A limit that only ever falls is not the same as one that falls when it can.
Clearing violations and leaving the ceiling above the new count let the same
violations return later under a limit nobody moved, so the gate now fails on
that and names `make lint-budget-update` as the fix. It needs both head below
base and head below limit, so headroom already in the base is never blamed on
the branch that happens to run next.

Drops the seeded-rule exemption from the ratchet along with it. Its stated
reason was that the base tree predates a rule introduced on this branch, but
base counts are measured with the current checker, so such a rule is counted at
the base too and its grandfathered total was never at risk of reading as fixed.
Removing the exemption is what lets a newly seeded rule ratchet like the six
that came before it.

The base scan is skipped when the branch touches neither the test tree nor the
checker, since neither count can have moved.

ci: lint the test tree for undefined names and fix all 30 (#37671)
ruff.toml excludes tests/* from `ruff check`, so nothing has ever checked the
test tree for names that do not exist. That matters more in tests than in
product code: a NameError inside a test whose body is wrapped in
`except Exception: pass` is swallowed, and the test reports green forever.

Adds ruff-tests.toml selecting F821 alone, wired into the lint workflow and
`make lint-ruff`, and clears every existing violation:

- 4 tests interpolated an unbound `e` into a `pytest.fail` message reached only
on the failure path, so the NameError, not the assertion, is what ran.
test_llm_guard_error_raising is the worst: it passes today with content
safety disabled entirely. It now asserts the 400 and its detail body.
- 5 sites construct BaseExceptionGroup, a 3.11 builtin, in a tree that still
supports 3.10. Guarded behind the exceptiongroup backport that anyio already
  pulls in below 3.11.
- 9 missing imports (json, openai, Any, Final, HTTPException), including one in
a helper that catches HTTPException by a name it never imported, so the
challenge path it exists to detect raises NameError instead.
- 5 annotations naming types imported inside the function body, hoisted to
  module scope or TYPE_CHECKING.
- 2 blocks of dead code: everything after a pytest.fail in
test_claude_agent_sdk, and an unused helper in test_end_users calling a
function defined in a different module.
- 1 error-path f-string in the router-settings doc test that masked the real
  FileNotFoundError behind a NameError.

Only F821 for now. Widening the select list means ratcheting thousands of
pre-existing findings, so rules go in one at a time with their violations
already fixed.

test: run the 30 test files stranded in the second mirror (#37595)
* test: run the 30 test files stranded in the second mirror

tests/litellm sat beside tests/test_litellm, which is the mirror the repo
convention names, and no job collected it. The allowlist called the directory
unresolved and assumed it was a duplicate. It is not: 30 of its 34 files have no
counterpart in the real mirror, so they are tests nobody has run since they were
written, not copies of tests that run elsewhere.

Moving them in is byte-identical, and it is what makes them run. Every one is
now claimed by a shard's test-path rather than by an allowlist entry, and the
216 tests they hold pass. Directories that needed to become packages did, since
several files are named test_transformation.py and pytest cannot import two of
those from non-package directories in one session.

Never running is why three assertions had drifted away from the code:

  * nvidia.nemotron-super-3-120b max_output_tokens, 32000 -> 32768
  * sambanova/MiniMax-M2.7 max_input_tokens, 204800 -> 196608
  * the Vertex text-to-speech handler moved from data= to json=, so the test
reads the decoded body off the json kwarg instead of parsing the data one

The first two follow model_prices_and_context_window.json, which the catalog
sync keeps current; the third follows the handler. In all three the test was the
stale side.

The lint workflow ran test_no_hardcoded_secrets.py by path and now points at the
new one.

Four files stay behind. Each shares a filename with a live test whose contents
are disjoint from it, so landing those means merging test bodies, which is a
content review rather than a move. The allowlist entry now names those four and
records how many tests each would bring, in place of calling the whole
directory unresolved.

* fix(ci): keep the secret scan out of the mirror's conftest

The secret-scan job runs pytest under uv run --no-project, so its environment
holds pytest and nothing else. That worked while the file sat in tests/litellm,
which has no conftest, and broke the moment it moved into tests/test_litellm,
whose conftest imports litellm on collection: ModuleNotFoundError: No module
named 'dotenv', before a single test ran.

The file is a repo-wide static scan that imports only base64, os, re and pytest,
so it belongs with the other repo-wide checks in tests/code_coverage_tests,
which has no conftest, rather than in the package mirror. Installing the full
dependency set into a 15-second job to satisfy a conftest it does not use would
be the wrong trade.

Verified with the job's exact command:
  uv run --no-project --with 'pytest==9.0.2' pytest \
    tests/code_coverage_tests/test_no_hardcoded_secrets.py -q
  1 passed in 0.47s

feat(ci): ratchet the test suite's zero-assert, mock-echo and global-state debt (#37588)
* feat(ci): ratchet the test suite's zero-assert, mock-echo and global-state debt

The suite's dominant failure mode is tests that cannot fail for the reason anyone
would want them to. The testing-strategy audit measured five shapes of it, and
nothing mechanical stops any of them from reproducing, so they keep reproducing.

`scripts/check_test_quality.py` is an AST checker for those five, emitting the
same `path:line: CODE message` contract as `scripts/check_type_discipline.py`:

TQ001 a collectible test with no assertion of any kind
TQ002 mock-echo, where every assertion only inspects the mock that was patched
TQ003 sys.path.insert inside the test tree
TQ004 raw `os.environ[...] =`, which leaks into whatever runs next
  TQ005 `litellm.<attr> =`, the process-wide leak the 491-line conftest undoes

`scripts/test_quality_gate.py` caps each rule against test-quality-budget.json,
seeded at exactly today's count, and fails only when a rule is both over its
limit and higher than the base being merged into, so a change is blamed for what
it adds and never for drift already in the base. `--update` lowers a limit by
what a branch cleared, so the ceilings only ever fall. It runs in the existing
required lint job, which means it enforces without a ruleset change.

TQ001 follows assertions into helpers defined in the same module, transitively.
Without that it flagged 111 tests in tests/e2e, the harness this program holds up
as the reference, because that suite factors its assertions into shared helpers
(`assert_auth_denied(result, ...)`). Following them leaves 25, all of which reach
their assertions across a module boundary; those are grandfathered and documented
rather than papered over.

The seeded counts land within about 10% of the audit's independent numbers for
every rule measured on the same subtree, which is the cross-check that the
definitions here match the ones the audit pinned.

* fix(ci): resolve test helpers per scope, not by bare name

The helper walk keyed every function in a module by its bare name, so two
same-named helpers in different classes collided and the last one parsed won.
A test calling `self._check()` could be cleared by a `_check` belonging to a
different class, or flagged because of one.

Resolution is now scoped: a bare name looks up the module-level functions, and
`self.<name>` looks up the enclosing class's own methods and no other class's.
Recursion is tracked by function identity rather than by name, so the cycle
guard cannot be confused by the same collision.

This surfaced one real zero-assert test that a same-named helper elsewhere had
been clearing, so TQ001 seeds at 750 rather than 749.

The test module has to register itself in sys.modules before exec_module:
`@dataclass(slots=True)` rebuilds its class through `sys.modules[__module__]`,
and Scope fails to construct without it. Recorded at the call site, since it
reads like avoidable global mutation otherwise.

* fix: register test-quality-budget.json with the ratchet alarm

The repo keeps one census over its budget files: every *-budget.json on disk
must appear in DEFAULT_BUDGETS, or its ceilings can be raised with no signal.
tests/test_litellm/test_budget_ratchet_check.py asserts that set equality and
caught the new budget on the way in.

Registering it also turns the alarm on for TQ001-TQ005, so a later PR cannot
quietly raise a test-quality ceiling. The file already uses the {limit: N}
schema the ratchet reads, so no other change was needed.

perf(ci): gate the lint, MCP and dashboard jobs on the pull request's file list (#37559)
PR #37550 taught the backend unit-test shards to read the pull request's own
file list, but four required jobs were never wired to that gate and ran in full
on every pull request regardless of what it touched. A UI-only pull request
still paid roughly 17 runner-minutes of Python work it could not have affected,
and a backend-only one still installed and built the dashboard.

Lint and the MCP suite now take the existing backend decision. The dashboard
build and unit tests take a new ui decision, which tracks ui/ rather than
reusing client: client deliberately runs whenever the backend changes, because
it gates CircleCI's end-to-end jobs that drive a real proxy, while the build and
the unit tests cannot see the backend at all. CI config counts as ui-relevant
too, so a pull request that rewrites the dashboard workflows still exercises
them instead of shipping unvalidated.

The gate stays inside the job rather than moving to on.paths or to a job-level
condition on the shard callers. A workflow filtered out by on.paths never starts
and never reports, so a required check waits forever, and a skipped caller job
publishes its own name instead of the nested "<shard> / Run tests" the ruleset
requires. Both were measured before settling on this shape.

Three setup steps in the shard base and in the documentation job also leaked
past the gate, so a skipped shard still spent about twelve seconds installing uv
and restoring its cache. They now carry the same condition, and the documentation
job stops cloning litellm-docs when it has nothing to validate.

ci: cache Prisma CLI and engine binaries, split test timeout from setup
`prisma generate` runs `npm install prisma@<version>` whenever the
prisma-client-py binary cache directory has no CLI entrypoint, pulling ~85 MB
of query and schema engines over the network. Every workflow pointed
PRISMA_BINARY_CACHE_DIR at `${{ runner.temp }}/prisma-cache`, which GitHub
wipes and recreates per job, so that cache was empty on every job of every
run and the download was never avoidable.

The download is normally a few seconds and occasionally minutes. On one
proxy-db run it took 5m18s on a single shard against 3.8s on its eleven
siblings, which pushed the job past its 15 minute timeout and cancelled a
shard whose tests were at 99% and all passing.

Leave PRISMA_BINARY_CACHE_DIR unset so the binaries land in the
prisma-client-py default, which is already keyed by prisma and engine
version, and restore both that path and the @prisma/engines staging cache
through a shared composite action.

Job timeouts also counted setup against the test budget. `timeout-minutes`
now bounds the pytest step, with a separate allowance for checkout,
dependency install, and client generation, so slow setup shows up as a slow
job instead of a cancelled test run.

check_prisma_binary_cache.py guards all three invariants: no workflow
reintroduces the override, every job that generates the client restores the
cache, and the version the action greps out of uv.lock still resolves.

e824510765 fix(lint): generate the prisma client into the gate-owned venv
prisma resolves its prisma-client-py generator through a plain /bin/sh PATH
lookup, never through the interpreter that ran prisma generate, so the gate's
generate step landed the client in whatever venv the caller had on PATH: the
owned env never received one, every gate run regenerated, the caller's venv
was mutated instead, and any invocation without a venv on PATH (the rewritten
publisher workflow) failed outright

The generate now runs with the target interpreter's bin directory pinned to
the front of the child PATH. The prisma schema joins the environment
fingerprint so clientless counts recorded before this commit can never be
compared against clientful ones, a cold provision announces itself on stderr
instead of sitting silent for two minutes, and the CI gate step reuses the
job's prisma binary cache

fix(ci): make every remaining CI checkout shallow (#35997)
* fix(ci): make every remaining CI checkout shallow

PR #35982 only covered the lint and budget-ratchet jobs, so secret-scan
kept spending minutes fetching every branch inside its 5 minute timeout
and PRs kept getting cancelled. The UI lint and UI unit jobs carried the
same fetch-depth 0 checkout

secret-scan now checks out at depth 1, runs the hardcoded-secret pytest
without building the project environment, and lets the ggshield step
deepen history itself when a key is configured. UI lint resolves the
merge base through the API instead of local history. UI unit tests
compute the changed files the same way and feed them to vitest related,
because vitest --changed does a three-dot diff that silently selects
zero tests on a shallow clone

The daily branch creation workflows also did full checkouts, then
failed every run since persist-credentials: false left git push with no
credentials. They now create the ref through the GitHub API without a
checkout at all

* fix(ci): feed deleted UI files into vitest related selection

vitest --changed fed git's full change list to the related filter,
deletions included, so a deletion-only dashboard PR still selected the
tests importing the removed files. Keep that behavior by dropping the
diff filter and existence guard; vitest resolves nonexistent paths fine
and --passWithNoTests covers the nothing-related case

The 12 GB NODE_OPTIONS setting lived only in the Makefile export and the

ci: make the basedpyright budget gate delta-vs-base (#31106)
Some checks are pending
GitHub Actions Security Analysis / zizmor (push) Waiting to run
* ci: re-run absolute basedpyright budget gate on push to long-lived branches

The basedpyright budget gate counts codebase-wide errors per rule against a
committed ceiling, but it only ran on pull_request against each PR's own head.
Two PRs that each pass in isolation can together push a per-rule count over its
ceiling once both merge, and nothing re-evaluated the budget on the merge
commit, so the breach only surfaced on the next PR that happened to be checked
out after the count crossed the line.

Add a push trigger on the long-lived branches and a post-merge-budget job that
re-runs the absolute gate on the merged tree, catching the accumulation on the
merge commit itself. The existing pull_request jobs are guarded so their
delta-vs-base gates don't misfire on push, where no PR base SHA exists.

* ci: shallow-fetch the post-merge-budget checkout

The post-merge-budget job only runs basedpyright over the working tree and
the committed budget file; it never inspects git history, unlike the lint
job whose delta-vs-base gates need full history. Drop its checkout from
fetch-depth: 0 to fetch-depth: 1 to avoid cloning the whole repo history.

* ci: scope post-merge-budget push trigger to long-lived branches

On a push event the branches filter matches the branch being pushed to,
not the PR target. The litellm_** glob, correct for the pull_request
filter where it matches the target branch, therefore fired the
post-merge-budget basedpyright job on every short-lived feature branch
carrying the litellm_ prefix (litellm_dev_*, litellm_add_*, and so on),
duplicating the PR lint job and burning ~10 minutes of CI per push.

Restrict the push trigger to the long-lived branches PRs actually merge
into (main, litellm_internal_staging, litellm_oss_branch), where budget
accumulation happens. The pull_request filter keeps litellm_** so PRs
targeting any long-lived branch are still linted.

* ci: make the basedpyright budget gate delta-vs-base

The basedpyright gate counted absolute codebase-wide errors per rule against a
committed ceiling and ran only on each PR's own head. Two PRs that each pass in
isolation could together push a rule past its ceiling once both merged, and
because the gate had no comparison against the base, the next unrelated PR
branched off the now-over-ceiling tree inherited a red it did nothing to cause.

Give it the same shape as the ruff strict gate: a rule fails only when its total
is both over the ceiling and higher than the count on the merge-base it merges
into. Drift already in the base is never blamed on a bystander, while any change
that actually grows a rule past the cap still fails. Head counts come from the
existing stdin pipe; the base count is a second basedpyright pass over a detached
worktree at the merge-base, reusing the head environment so import resolution
matches and no second uv sync is needed.

This obsoletes the push-triggered post-merge-budget job (and its event guards),
which only detected accumulation after the fact; the delta check blocks it on the
PR instead. Slack for reportReturnType and reportUnnecessaryComparison is raised
to give real headroom under the cap.

* refactor(ci): give the base ref its own name in type_check_gate cmd_check

cmd_check took a parameter named base that held a git ref string, then
rebound the same name to the dict of base-tree error counts returned by
base_counts. Rename the parameter to base_ref so the ref and the counts
each keep a single name and type, matching the no-reassignment style used
elsewhere; behavior is unchanged.

ci: drop mypy entirely, standardize type checking on basedpyright (#30648)
* ci: drop redundant mypy type-check gate, standardize on basedpyright

Type checking ran both mypy (via the pydantic.mypy plugin) and basedpyright.
pydantic v2 emits dataclass_transform, so basedpyright understands models
natively with no plugin, and its gated rules already cover what the mypy pass
caught (no-untyped-def, no-any-return, valid-type, import-not-found all map to
basedpyright equivalents). Running both meant two checkers, two budgets, and a
plugin only mypy could load.

This removes the mypy type-check gate: the lint-mypy/lint-mypy-budget-update
Makefile targets, the CI MyPy step, mypy-code-budget.json, the budget-ratchet
entry, and the vestigial [tool.mypy] pydantic plugin block (the gating pass used
litellm/mypy.ini, which never loaded the plugin). type_check_gate.py is
specialized to basedpyright since the mypy parsing path is now unused.

mypy stays a dev dependency because the Any-discipline gate
(scripts/check_any_discipline.py) imports it as a library to detect Any-typed
values; it is no longer run as a type checker.

* ci: remove the Any-discipline gate, rely on basedpyright's reportAny

The Any-discipline gate (scripts/check_any_discipline.py) was the last consumer
of mypy: it imported mypy as a library to detect values whose inferred type
contains Any, gated per-file against any-discipline-budget.json. basedpyright
already reports the same class of finding through reportAny/reportExplicitAny,
which are gated tree-wide in basedpyright-code-budget.json, so the separate gate
(and the mypy dependency behind it) is redundant.

Removes the gate end to end: check_any_discipline.py and its test, the
any-discipline CI job, the lint-any/lint-any-budget-update Makefile targets,
any-discipline-budget.json, litellm/mypy.ini, the .mypy_cache_any references,
and mypy from the dev dependencies. budget_ratchet_check.py drops the
any-discipline entry and the now-unused zero-floor mechanism (rewritten as a
comprehension). check_type_discipline.py drops the any-ok suppression token,
since # any-ok suppressed only the deleted gate; the 134 now-orphaned
# any-ok comments across 14 files are stripped (they never affected
basedpyright, which uses # pyright: ignore).

uv.lock is intentionally left untouched: uv still considers it consistent with
the mypy-removed pyproject (uv lock --check and uv sync --frozen both pass), and
a relock bumps 30+ unrelated packages because of the moving exclude-newer window.
A future intentional relock will prune the now-unreferenced mypy entry.

* build: relock to drop mypy from uv.lock

CI's uv 0.10.9 honors the repo's exclude-newer window and correctly flags the
lockfile as out of sync once mypy leaves pyproject; my earlier local uv 0.8.17
could not parse exclude-newer and silently passed --check. Relocking with the
pinned CI version removes only mypy and its transitive librt, with no other
version changes.

ci(lint): grandfather any-discipline with a per-file ratchet budget (50% headroom) (#30582)
* ci(lint): grandfather any-discipline with a per-file ratchet budget (50% headroom)

The any-discipline gate previously failed on any Any-typed value touched on a
changed line, which tripped on merely editing a legacy `X | Any` line. Switch it
to a per-file budget: `any-discipline-budget.json` records each file's current
Any count and a changed file fails only when its count exceeds `baseline + slack`
(50% headroom, rounded up). New/unbudgeted files have baseline 0, so they stay
airtight, while editing legacy files no longer forces cleaning pre-existing debt.

Only changed files are re-type-checked (per-PR cost unchanged); the whole-tree
scan to recapture the budget runs under `--update` (`make lint-any-budget-update`).
The budget is a one-way ratchet guarded by `budget_ratchet_check.py`, matching the
ruff/mypy/basedpyright budgets, and folds into `make lint-budget-update`.

Also fixes a RecursionError in `contains_any` (recursive type aliases yield fresh
objects per unfold, defeating the id() cycle guard) by walking iteratively with a
depth cap, exposed by the whole-tree scan.

* chore: make CLAUDE.md more concise

* chore: rearrange Makefile

* ci(lint): make any-budget --update git-failure-safe; clarify over-budget message

all_litellm_py_files now returns None when git is unavailable (mirroring
changed_line_map) instead of letting CalledProcessError/FileNotFoundError escape
as a raw traceback, and update_budget reports a clean setup error (exit 2) for
that case. The list-files dependency is injected so the path is unit-testable
without monkeypatching. The over-budget diagnostic now reads "N value(s) total,
over budget" so the count isn't misread as the excess over the ceiling.

* ci(lint): exempt the file-keyed any-discipline budget from the ratchet's dropped-entry rule

budget_ratchet_check treats a vanished budget entry as a loosening (an untracked
rule whose ceiling is now unbounded). That holds for the rule-keyed budgets, but
the any-discipline budget is keyed by file and its gate treats an absent file as
ceiling 0 (the file must be Any-free). Cleaning a file to zero drops its entry on
the next --update, so the generic rule flagged that as a regression: a false-
positive red on exactly the cleanup the ratchet exists to encourage. Exempt the
file-keyed budget from the dropped-entry rule while still catching a raised
ceiling.
