Pure renames, no content changes. Follow-up commits in this PR fix
references, merge the three files that already existed in tests/unit,
keep live-provider tests in tests/test_litellm and wire CI.

* test: carry tests/test_litellm conftest isolation into tests/unit

Callback lists, routing fallbacks, cached HTTP clients, logger state, AWS,
proxy-URL and keychain env, and session-end client cleanup now reset for
unit tests too. The environment isolation owns its MonkeyPatch so a test's
own monkeypatch is undone before the model-cost teardown runs.

* test: merge, split and prune the moved root and small-tree tests

Merge batches/test_batch_utils.py and the chat_completions and messages
dispatch tests into the files that already existed in tests/unit. Keep
the live Gemini interactions tests, the async image-fetch format test and
the OpenAI embedding scorer test in tests/test_litellm since they need
real network or keys. Put test_router.py under tests/unit/test_router so
the existing package no longer shadows it. Delete eight tests the audit
found superseded by stronger ones kept in this move.

* ci: run the moved root and small-tree tests under their legacy flags

Add the misc and responses-caching-types flags to unit_selection.sh and
CircleCI, extend enterprise-routing and mcp-integration, and point the
legacy GHA shards, Makefile, redis-compat workflow, merge smoke manifest
and change classifier at the new paths.

* test: make the new tests/unit directories packages

tests/unit/test_package_layout.py requires every directory to carry an
__init__.py, and without one the moved and retained
test_litellm_responses_bridge.py modules collide on import.

* test: scope the unit socket block to tests/unit in shared sessions

The GHA shards collect the legacy test-path and the unit selection in one
pytest session. The unit conftest's loopback-only block leaked into legacy
modules that reach the network at import. The legacy conftest now lifts the
restriction at collect and setup time, and the unit conftest re-applies it
when collecting its own modules.

* test: move tests/test_litellm/llms into tests/unit/llms

Rename-only. Moves the provider tests and the fine-tuning fixtures they
load, mirroring the old paths. Follow-up commits merge, split and wire them.

* test: merge, split and prune the moved llms tests

Merges the Databricks chat transformation tests into the existing unit
file, keeps the tests that need real keys or the network in
tests/test_litellm, deletes the audited tests a stronger unit test
already covers, and points imports at tests.unit.llms.

* ci: run the moved llms tests under their legacy flags

The Vertex AI and All Other Providers shards keep their legacy test-path
for the retained files and add the llm-vertex-ai and llm-other-providers
unit selections. CircleCI gets matching unit jobs.

* test: make the tests/unit/llms directories packages

Adds __init__.py to the moved dirs and drops the legacy ones whose
directories no longer hold tests.

* test: drop script runners and path hacks the llms split left dangling

The __main__ runners in the split openai_like files and the Databricks e2e
runner called tests that now live in the other half of the split or were
deleted. The retained legacy halves also no longer need sys.path edits.

* test: give the shard-script tests their own GITHUB_OUTPUT

They only passed where the runner set it. The CircleCI unit job's env
allowlist drops it, so the script's redirect failed there.

* test: point the router and module-deletion checks at tests/unit

router_code_coverage and code_qa_check_tests only searched tests/test_litellm,
so the moved router tests no longer counted. The two silent-experiment tests
the audit deleted were the only direct callers of those methods; they are
replaced with tests that assert the forwarded shadow request and the
recursion guard.

* test: move tests/test_litellm integrations and secret_managers into tests/unit

Rename-only. Mirrors the old paths, including the directory conftests
and the prompt and JSON fixtures. Follow-up commits prune and wire them.

* test: prune and repoint the moved integrations tests

Deletes the 7 audited tests a stronger test in the same tree already
covers, imports the TLS sink helpers from their new conftest path, and
restores os.environ after each integrations test. Some presets write
OTEL_EXPORTER_OTLP_HEADERS straight into os.environ, and without the
legacy tree's test ordering that header leaked into the AgentOps tests.

* ci: run the moved integrations tests under their legacy flag

The integrations GHA shard and a new CircleCI job run the integrations
unit selection. secret_managers joins the misc selection.

* docs: point integrations and secret_managers references at tests/unit

* test: make the moved integrations directories packages

* test: keep the Databricks manual e2e runner and fix the SageMaker Nova run path

The Databricks e2e file is a manual script whose main() calls the tests
that were pruned, so pruning them broke the documented run. It is back to
its main version. The SageMaker Nova docstring now points at the file's
real location in tests/local_testing.

* test: move tests/test_litellm core utils, routing, responses, caching and rust_bridge into tests/unit

Rename-only. Mirrors the old paths, including fixtures, the stubtest config
and the native-route wheel script. Two files that collide with existing unit
files are merged in a follow-up commit.

* test: merge, prune and repoint the moved core, routing, responses, caching and rust_bridge tests

Merges the two files that collided with existing unit files, folding the
legacy extra case into test_is_chat_completion_cached_dict, and deletes the
9 audited tests a stronger test in the same file already covers.

Keeps what needs the network in tests/test_litellm: test_tokenizers pulls a
tokenizer from the Hugging Face hub, and the gpt2 and r50k_base tokenizer
cases download their BPE files. The unit core_utils conftest points
TIKTOKEN_CACHE_DIR at litellm's bundled encodings so the rest never depend on
import order to stay offline, and FakeSecretVault moves to a shared module
so both trees can build it.

* ci: run the moved core, routing, responses, caching and rust_bridge tests under their flags

core_utils gets a core-utils flag and CircleCI job, and its GHA shard keeps
the legacy path for the retained network tests. router_utils and
router_strategy join enterprise-routing, responses joins
responses-caching-types (minus responses/mcp, which mcp-integration owns),
caching joins caching-local and rust_bridge joins misc. The redis-compat,
test-rust, stubtest and merge-smoke paths follow the move.

* docs: point the Rust crate references at tests/unit

* test: make the moved core, routing and rust_bridge directories packages

* test: keep the no-loop DualCache batch_get_cache regression test

It runs the sync path outside any event loop, which the inside-loop test
cannot, so a change that picks the Redis client by loop state would only
show up there.

* test: keep the job's UNIT_FLAG out of the shard-script tests

* fix(url_utils): block 192.0.0.0/24 on every Python patch release

* test: move the new budget limiter tests into tests/unit/router_strategy

* test: move the new sentry scrubbing tests into tests/unit/litellm_core_utils

A bare model group served by a wildcard deployment (claude-sonnet-4-6 routed to anthropic/*) now finds a fallback keyed <provider>/<group>. The provider is inferred through one shared helper, inferred_provider, which the pattern router already used inline, so the fallback lookup and routing agree on the prefix. The lookup only infers a provider when some fallback key ends in /<group>, so alias-style groups never hit the resolver

* feat(router): time-windowed team reservation of deployments via model_info.access_windows

Deployments can declare model_info.access_windows, a list of local wall-clock windows (IANA timezone, cross-midnight allowed) that reserve the deployment for the listed team_ids. While a window is active the router drops the deployment for every other request, including no-team and admin requests, on every candidate path (model name, model id, specific_deployment, early-resolve, wildcard, litellm_params.model lookup, fallbacks). If every candidate is reserved the request fails with a 400 naming the window end instead of falling back. Outside a window routing is unchanged and reserved deployments stay visible in /model/info and /v1/models. Malformed windows (bad time, unknown timezone, empty team_ids, start equal to end, offset-aware times) fail proxy startup with a clear error since the proxy router runs with ignore_invalid_deployments=True

86960fb127 fix(router): walk every entry of a fallback list after a mid-stream failure
A fallback hop that dies before its first chunk surfaces inside the streaming
iterator, where the chain lookup is keyed by the hop's own group. That group has
no chain of its own, so the remaining entries of the original list were never
tried. Resume the original group's chain as the last lookup key; attempted_targets
already skips the entries that were tried.

Resolves LIT-7400

a9ad3eaf95 fix(router): add NotFoundErrorRetries so a retry policy can pin 404 retries
RetryPolicy had no field for 404s, so any policy that set DefaultRetries made
the router retry every 404 across the pool, including OpenAI's 404 on a missing
response id, which arrives as a BadRequestError whose status_code is 404

NotFoundErrorRetries now governs every answer whose status code is 404 whatever
exception class the mapping picked, ahead of the class walk and DefaultRetries.
A 404 without it still falls back to BadRequestErrorRetries for the
BadRequestError shape and then to DefaultRetries, so existing policies keep
their behavior until the new field is set. The Admin UI retry settings tab
gains a NotFoundError (404) row above the catch-all row

8d972eefc7 feat(router): reject with 429 when a deployment's max_parallel_requests slots are all in use
Replace the per-deployment asyncio.Semaphore with MaxParallelRequestsLimit, which admits a call synchronously or raises the router's RateLimitError (429) right away. Nothing waits for a slot any more, so the max_parallel_requests_queue_size and default_max_parallel_requests_queue_size settings from the earlier commits are dropped along with their proxy validation, dashboard control and generated schema entries. The rpm/tpm derivation of the cap is unchanged. Every router endpoint family now enters the slot through one _deployment_slot context, and the provider coroutine is only created once the slot is held

4a70bc3ba3 fix: re-check budget on router fallback targets
Budget is enforced once during auth, against the requested model group.
`_is_model_cost_zero` waives every budget check for a zero-cost group, and the
router then picks a fallback target afterwards, inside `run_async_fallback`,
where nothing re-checks budget. A free model with a paid fallback therefore
bills with no budget gate at all.

Add `fallback_budget_check`, the budget sibling of the existing
`fallback_access_check`: a predicate awaited per fallback target that skips
targets the caller cannot pay for. The primary attempt is untouched, so a
zero-cost model is never blocked by budget and only the paid fallback is
refused.

Counter reads pass `max_budget` so `get_current_spend` verifies against
authoritative recorded spend, matching the auth-time key and user checks; a
counter restored from an older snapshot reads as a hit rather than a clean
miss, so without it a stale-low value would keep admitting paid fallbacks.

A zero-cost fallback target is always allowed, and a team key does not inherit
the key owner's personal budget unless `apply_user_budget_to_team_keys` is set,
matching `_PROXY_MaxBudgetLimiter`.

Scope is key and user budgets. Team, team-member, end-user, org, global and
per-model budgets are not covered yet: those auth-path functions enforce rather
than report, so reusing them would fire threshold alerts and take spend
reservations for a target that is then skipped. Two limitations of that scope
are documented in the module docstring: the check reads the spend counter
rather than reserving against it, so concurrent fallbacks can cross a cap
together; and a request reaching the router without
`metadata["user_api_key_auth"]` is not restricted. Both are shared with
`fallback_model_access.py`.

Opt-in via `general_settings.enforce_fallback_budget`.

595bec46ff fix(router): time fallback-hop 408s against now, not the previous hop's end_time
The failure logger skips fallback hops (has_logged_async_failure is already set), so
model_call_details.end_time still belongs to the previous hop and predates this hop's
api_call_start_time. The fallback cooldown guard measured a negative elapsed time and
cooled down deployments for caller-set timeouts.

5da497f4ac fix(router): only exempt 408s that arrive after the caller's timeout from cooldown
client_side_timeout records that the caller configured a timeout, not that
the timeout fired. A 408 the provider returns before that deadline is a
deployment failure and must still count toward cooldown.

7169ddaef6 fix(router): treat a breaker-refused Redis read as a miss in the health state cache
The sync Redis read now raises while the circuit breaker is open, and the
health state merge caught that as a generic error, skipping the local write
and logging an error on every background health check cycle. Read the shared
snapshot through a helper that treats the refused read as a miss so the merge
falls back to the pod-local copy the way a swallowed connection error already did

5a1be56426 fix(router): drop bridge-tagged reasoning blocks whole when the minting deployment is not in the routed group
The cross-group branch of EncryptedContentAffinityCheck removed only the signature from
Anthropic-shaped thinking blocks, which left unsigned thinking blocks that Anthropic and
Bedrock reject (thinking.signature: Field required). Drop the whole block, the way #40280
drops undecryptable Responses input items, so the routed request carries the conversation
text with no reasoning item for those turns

4716b46c24 fix(router): read the affinity pin from the messages argument and strip bridge reasoning on a cross-group route
The encrypted_content_affinity check only read the Anthropic history from request_kwargs["messages"], so a caller that passes it through the callback's messages argument alone skipped the pin. Read the argument first and fall back to the kwargs.

When the minting deployment is not a candidate of the routed group, the base already strips the Responses input's encrypted reasoning; do the same for the bridge-tagged thinking blocks in Anthropic messages so the routed deployment gets the readable thinking text instead of ciphertext it cannot decrypt.

e27a018a6c fix(router): pin bridge-replayed encrypted reasoning to the deployment that minted it
The encrypted_content_affinity check only read the pin from the Responses
input, which /v1/messages builds after the router has picked a deployment,
so a model group spread across OpenAI orgs sent follow-up turns to the
wrong org and got invalid_encrypted_content back. The check now also
decodes the pin from bridge-tagged thinking and redacted_thinking blocks
in the Anthropic messages. The bridge also keeps a deployment's own
include list next to reasoning.encrypted_content instead of replacing it.

fix(router): strip encrypted reasoning on an auto-router tier change instead of a 503 (#40280)
A Responses API follow-up that replays reasoning.encrypted_content is pinned to the
deployment that minted it. Behind an auto-router the pre-routing hook rebinds the model
to the tier it picked before the candidate pool is built, so a turn that classifies into a
different tier never finds the origin and the affinity check raised its fail-fast 503,
whose text claims a cooldown that does not exist

When the deployment that minted the reasoning is not a member of the model group this turn
is routed to, strip the encrypted reasoning (keeping any readable summary, string or block
form) and dispatch to the routed group. Membership is tested by deployment id against the
candidate set the router itself resolved for the route (routing group, model_name, team,
and pattern alike), not by model-group name, so an alias, a provider-qualified spelling, a
team-public name, or a pattern route of the same group is not misread as a tier change.
An unknown origin (a removed deployment, or a forged/unauthenticated marker) is handled the
same as a cross-group one and its reasoning is stripped, so a real cross-group id and a
nonexistent id return the same response and cannot be used to enumerate deployment ids.
Unavailability within the origin's own group keeps the existing 429/503 fail-fast, so the
cooldown contract is unchanged
