fix(docker): bake the pip image's prisma engines at a world-readable path (#35976)
The build_from_pip image ran a bare `prisma generate`, so prisma recorded
absolute engine paths under $HOME/.cache, which is /root/.cache in that
build. /root is mode 0700 on python:3.13-slim, so any runtime uid other
than 0 gets EACCES just traversing it and the proxy dies during prisma
client initialisation. That is exactly the shape a securityContext with
runAsUser produces.

Generate under a fixed /opt/prisma and chmod it a+rX, matching what the
shipped images already do, and pin PRISMA_BINARY_CACHE_DIR at runtime so
the client resolves the baked engines instead of looking under $HOME. A
build-time assertion fails the build if any recorded engine path lands
outside the pinned prefix, since the original breakage was silent at
build time and only surfaced as a runtime crash for non-root users.

build(deps): update ddtrace to the 4.x line
A single ddtrace constraint now covers every supported Python version, so this collapses the version split introduced in #33438. Also aligns the build_from_pip image pin and updates the type-only Tracer import to its current module path

ci: run a local fake OpenAI endpoint instead of the shared Railway mock (#30695)
Several CI jobs run the proxy against a model whose api_base is a shared
"fake OpenAI endpoint" hosted on Railway
(exampleopenaiendpoint-production.up.railway.app) so the E2E runs return
canned responses without paying for or depending on a live provider. When
that single deployment is down, every one of those jobs fails with
"404 Application not found" even though nothing in the PR is broken; the
whole repo is coupled to the uptime of one free external service.

This adds tests/_fake_openai_endpoint_server.py, a small canned-response
OpenAI-shaped server (chat, text, embeddings, streaming with usage, and the
"429" rate-limit special case), and a reusable start_fake_openai_endpoint
CircleCI command that runs it on host port 8190 and waits until healthy. The
affected jobs now inject FAKE_OPENAI_API_BASE pointing at the local server,
and the example configs they mount resolve api_base from that env var. The
intentionally bad fallback URL in proxy_server_config.yaml is left untouched
so the fallback test still exercises a failing upstream.

Wired into build_and_test, litellm_router_testing,
db_migration_disable_update_check, proxy_logging_guardrails_model_info_tests,
proxy_spend_accuracy_tests, proxy_multi_instance_tests,
proxy_store_model_in_db_tests, and proxy_build_from_pip_tests.

[Fix] Fix test failures and Docker build from pinned dependency upgrade
pytest-asyncio 1.x no longer provides an implicit event loop in sync
fixtures/tests. Make async-dependent fixtures and tests async, and
replace deprecated asyncio.get_event_loop() in tests. Switch
Dockerfile.build_from_pip from Alpine to Debian slim since
pyroscope-io 0.8.x has no musl wheels.

[Infra] Pin all Docker build dependencies to exact versions
Pin every dependency across all Docker builds so upgrades are intentional.
Verified by building all 3 production images and diffing pip freeze against
known-good v1.83.0-nightly baselines — zero version drift.

Fix: apply_guardrail method and improve test isolation (#17555)
* Fix Bedrock guardrail apply_guardrail method and test mocks

Fixed 4 failing tests in the guardrail test suite:

1. BedrockGuardrail.apply_guardrail now returns original texts when guardrail
   allows content but doesn't provide output/outputs fields. Previously returned
   empty list, causing test_bedrock_apply_guardrail_success to fail.

2. Updated test mocks to use correct Bedrock API response format:
   - Changed from 'content' field to 'output' field
   - Fixed nested structure from {'text': {'text': '...'}} to {'text': '...'}
   - Added missing 'output' field in filter test

3. Fixed endpoint test mocks to return GenericGuardrailAPIInputs format:
   - Changed from tuple (List[str], Optional[List[str]]) to dict {'texts': [...]}
   - Updated method call assertions to use 'inputs' parameter correctly

All 12 guardrail tests now pass successfully.

* fix: remove python3-dev from Dockerfile.build_from_pip to avoid Python version conflict

The base image cgr.dev/chainguard/python:latest-dev already includes Python 3.14
and its development tools. Installing python3-dev pulls Python 3.13 packages
which conflict with the existing Python 3.14 installation, causing file
ownership errors during apk install.

* fix: disable callbacks in vertex fine-tuning tests to prevent Datadog logging interference

The test was failing because Datadog logging was making an HTTP POST request
that was being caught by the mock, causing assert_called_once() to fail.
By disabling callbacks during the test, we prevent Datadog from making any
HTTP calls, allowing the mock to only see the Vertex AI API call.

* fix: ensure test isolation in test_logging_non_streaming_request

Add proper cleanup to restore original litellm.callbacks after test execution.
This prevents test interference when running as part of a larger test suite,
where global state pollution was causing async_log_success_event to be
called multiple times instead of once.

Fixes test failure where the test expected async_log_success_event to be
called once but was being called twice due to callbacks from previous tests
not being cleaned up.
