6fa5164d86 fix(prompts): reject keyed prompt_data with prompt_id and populate prompt version
POST /prompts silently stored an empty template when litellm_params.prompt_id
was combined with prompt_data keyed by template name, because the loader
wrapped the already-keyed dict under prompt_id a second time. The loader now
wraps only a flat template (a dict carrying a content key), and create,
update, and patch reject the ambiguous keyed+prompt_id combination with a 400
that names both valid shapes. The API also returned version null on every
create and lost version, environment, and created_by on registry reload; both
now carry through. Versioned ids like my-prompt.v1, which the create API
itself returns, now resolve to their base template on the SDK prompt hooks,
and a flat DB prompt with no litellm_params.prompt_id registers under its base
API id instead of garbage.

9dabd72f2d refactor(repositories): type prisma table access with one generic protocol
Every repository handed its `.table` back untyped, so a dozen modules had
each grown a private `_PrismaTableActions` Protocol to paper over it. They
had drifted: some declared `update` as returning the row, others the row or
None, and none agreed on whether `find_many` was covariant

Replace all of them with a single `TableActions[RowT_co]` in
`litellm/repositories/prisma_protocols.py`, keyed to the prisma row each
repository is bound to. Query inputs stay `Mapping[str, object]` so callers
keep passing plain dicts, and `find_many` returns `Sequence` so the row type
stays covariant

Typing the nullable returns honestly surfaced paths that were already
crashing. A team admin could never edit or delete a memory entry owned by
their team: the write-auth check fed a raw prisma row to a helper that
expects the domain model, so `members_with_roles` arrived as plain dicts and
the request died as a 500 instead of applying the edit. Non-admin members hit
the same 500 in place of the 403 they were owed, so refusal and breakage were
indistinguishable. `/v2/model/info?user_models_only=true` dereferenced a
missing user row rather than returning the 400 the route already had, three
team routes dereferenced a team deleted between the read and the write, and
the agent registry dereferenced a missing agent instead of naming it

basedpyright drops 2,132 errors, 1,454 of them reportAny and 73
reportExplicitAny. The dashboard's generated types pick up `string[]` where
they had `unknown[]` for a team's members, admins and models

e9d40a8f73 test: enforce F811 so a duplicate definition cannot silently replace the first
A name bound twice keeps only the second binding. In `tests/` that is nearly
always a repeated import, harmless but misleading, and the same rule is what
catches the cases that are not harmless: a local that shadows an import the
module still calls, and a second `def test_x` that quietly replaces the first.

311 of the 344 sites were repeated imports and came out with ruff's own fix.
The remaining 33 needed a decision. Four modules imported a name they never
used because a local definition below already shadowed it. Two comprehensions
bound `call` over `unittest.mock.call`, which those modules import and use.
One test rebound the two module handles its nested reload closure had captured.
One class attribute shadowed an unused `status` import.

The load-test fixtures move to a conftest, which is how pytest is meant to share
them, so the test module no longer imports three fixture names it never calls.
The nine `prisma_client` parameters keep a narrow `noqa`: pytest resolves that
fixture by name before the body runs, so the parameter never shadows anything.

* fix(proxy): give proxy_admin_viewer read parity with proxy_admin

Route-level checks already default-allow management GETs for the viewer
role, but ~15 handlers compared user_role to PROXY_ADMIN only, dropping
viewers into regular-user scoping (/key/list, /user/info, /model/info,
guardrails, prompts, agents, memory, workflows, MCP catalog, coordination
redis settings, credential migration check, enterprise projects). Swap
those read paths to user_api_key_has_admin_view; write gates unchanged.

The dashboard now presents the viewer session as Admin for all gating
(effectiveSessionRole) so every page fetches with admin visibility, with
userRoleLabel/isViewOnly preserving the account-menu label and the
playground cost guard. The server remains the write authority.

* refactor(agents): remove side-effectful health_check param from GET /v1/agents

Addresses a security review finding on the admin viewer read parity change:
listing agents with health_check=true made the proxy issue a server-side GET
to every agent URL, so a read-scoped caller could trigger request fan-out
beyond their object permissions. The list endpoint is now a pure read for
every role.

Removes the query param, the URL probing helper and its timeouts, the
AgentHealthCheck httpx provider tag, and the dashboard's Health Check
toggle. Requests still passing health_check=true get the full list back
with the param ignored.

* fix(proxy): keep credential encryption check proxy_admin only

The residual scan behind GET /credentials/migrate-encryption/check loads
every model, credential, MCP, team, and verification-token row and runs a
decryption attempt on each stored value. Extending it to proxy_admin_viewer
let a read-only account repeatedly trigger deployment-wide scans, so the
route keeps its original full-admin gate.

* fix(agents): restore health_check, keep list fast path proxy_admin only

Restores the agent health_check feature exactly as before this PR: the
query param, the URL probing helper, the httpx provider tag, and the
dashboard toggle all return, so existing callers keep the filtering
contract. The viewer expansion is instead reverted at its source: the
GET /v1/agents admin fast path stays PROXY_ADMIN only, so a
proxy_admin_viewer goes through the object-permission scoped branch as
before and cannot fan out health checks beyond their allowlist. The
viewer read of a single agent stays viewer-inclusive since it has no
side effects.

feat: add POST /team/permissions_bulk_update endpoint
Adds a new endpoint to bulk-update team_member_permissions across
teams. Supports apply_to_all_teams (with cursor-based pagination)
or a specific list of team_ids. Merges new permissions into each
team's existing set rather than overwriting.

Also fixes test isolation bug in test_get_prompt_info_by_base_id
where leaked prisma_client state from other tests caused a
TypeError on await.

The /key/update endpoint did not enforce upperbound_key_generate_params,
allowing users to bypass configured limits (tpm_limit, rpm_limit,
max_budget, duration, budget_duration) by updating an existing key
instead of generating a new one.

Extract the upperbound enforcement logic from _common_key_generation_helper()
into a standalone _enforce_upperbound_key_params() function and call it from
both the generate and update paths. For updates, None values are skipped
(not filled with defaults) since they mean "don't change this field".

Also adds a custom_key_update config option and user_custom_key_update global,
mirroring the existing custom_key_generate pattern, so custom key validation
logic can fire during key updates as well.

* fix(proxy): invoke custom_key_update hook in bulk update path

The user_custom_key_update hook was only called in update_key_fn
(single key update) but not in _process_single_key_update (bulk
update path), allowing custom validation to be bypassed via the
/key/update/bulk endpoint. Mirror the hook invocation in both paths.

* fix(proxy): pass UpdateKeyRequest to hook in bulk path, not BulkUpdateKeyRequestItem

Move the custom_key_update hook invocation to after UpdateKeyRequest
is constructed so the hook receives the same type in both single and
bulk update paths. Previously the bulk path passed
BulkUpdateKeyRequestItem (5 fields only), which would cause
AttributeError for hooks accessing fields like tpm_limit or models.

* fix(bedrock): promote cache usage to message_delta for Claude Code (#24850)

Ensure Bedrock/Anthropic-compatible streaming exposes cache usage where Claude Code reads it by promoting message_stop usage onto message_delta and preserving usage fields in fake-streamed message_delta events.

* fix(search): Support self-hosted Firecrawl response format in search transform (#24866)

The `transform_search_response` method only handled Firecrawl Cloud (v2)
response format where `data` is a dict with `web`/`news` keys. Self-hosted
Firecrawl (v1) returns `data` as a flat list of result objects, causing an
`AttributeError: 'list' object has no attribute 'get'`.

Detect the response format by checking if `data` is a list (self-hosted)
or dict (cloud) and handle both cases.

Cloud format:  {"data": {"web": [...], "news": [...]}}
Self-hosted:   {"success": true, "data": [{"url": "...", "title": "...", ...}]}
