Three P1 defects from the auth_v2 review, plus the policy-admin flag guard: - JWKS cache was dead: JWKSProvider was rebuilt per request, so its TTL cache never survived and every JWT auth refetched the JWKS over the network. Providers are now cached per jwks_uri at module level. - Inference with no model bypassed casbin: a body omitting "model" skipped the call check entirely, so a subject with no grants could reach inference. Now a model-less inference request is denied up front (before any enrichment/budget). - Policy-admin endpoints used a v1 _require_admin role check that rejected JWT/OAuth2 admins casbin had already authorized. Removed it - the routes are in the casbin route map (policy read/write/delete), so user_api_key_auth enforces them - and added a per-request flag guard so the unconditionally-registered router 404s when auth_v2 is off. Regression tests for each. mypy clean on 23 files, 143 tests green. |

Adds an in-process, dependency-free metrics collector so the authz layer is observable: decision counts (keyed decision/resource/action), authz latency (count + sum over the casbin enforce call), and policy-cache hit/miss. - metrics.py exposes a singleton with observe_decision / observe_latency / record_cache and a typed snapshot() for a /metrics export at the edge. - The authorizer counts every allow/deny/loud-open and times the enforce call; the entry point does the same for the model-call decision; the policy store records cache hit vs miss. No hot-path dependency - just counters. Fully typed (no new bare Any), mypy clean on 23 files, 141 tests green, still imports with casbin/authlib absent. |

Every authorization decision now flows through one audit record - the compliance trail enterprise auth needs and the biggest gap called out in the design review. - audit.py: a frozen AuthzDecision (decision, subject, domain, obj, action, route, reason, auth_method) and record(), which logs the decision and fans out to any registered sinks (DB / SIEM). Sinks are isolated: a failing sink is logged but never affects the request outcome. - The authorizer records allow, deny, and loud-open for every governed and ungoverned control-plane route; the entry point records the model-call (call) decision on the inference path. auth_method is threaded through so the record shows how the principal authenticated. - register_sink / reset_sinks exported for wiring a durable sink. Fully typed (no new Any), mypy clean on 22 files, 134 tests green, still imports with casbin/authlib absent. |

auth_v2 now seeds request-identity Baggage by calling seed_request_identity at the auth boundary in each entry branch (model included for inference), the same SDK-free seeder v1 uses. It propagates team/key/user identity to every downstream route span and no-ops when the OTel SDK is absent or V2 isn't active, so it's safe to call unconditionally. This is the established OTel v2 mechanism, so the earlier identity_span_attributes helper (and its module/tests) was speculative and is removed. Virtual keys arrive fully populated via get_key_object; master/JWT/OAuth logins returned a thin identity, so the existing pre-call budget/limit hooks read None and enforced nothing for them. enrich_identity copies the user/team budget+limit fields 1:1 from the user/team rows into the identity's distinct user_*/team_* slots, filling only unset fields (never overriding an already-resolved value). Wired into the inference path for non-virtual-key logins, with get_user_object / get_team_object injected as loaders so the mapping is unit-tested without a DB. Additive by construction: these logins enforce nothing today, so it cannot regress existing behavior. The exact enforcement still needs a live rate-limit check before it is trusted; see INTEGRATION.md. |

Calling a model is now the `call` action on the `model:<id>` object, decided by the same casbin role engine as everything else. Grant it via a role (wildcard objects like model:gpt-*, or g2 groups) or directly to a key/user subject. The legacy key.models list and access-group expansion are no longer consulted, so with no grant a key can call nothing (clean-slate default-deny). Removes the separate data-plane predicate (data_plane.py and its conf/tests); the inference path now runs the same enforcer the control plane uses, extracted into a shared _build_enforcer helper. Adds `call` to the valid policy actions. Note: this puts a casbin check on the inference hot path. It builds the enforcer per request from the short-TTL policy snapshot; caching a long-lived in-memory enforcer with cross-pod invalidation is the next step before this is enabled at real traffic. |

Also closes a parity gap with v1: the gate now honors wildcard patterns (e.g. bedrock/*, openai/*) via v1's is_model_allowed_by_pattern semantics, where before it only matched exact names and would over-deny wildcard model lists. fix(proxy): pin auth_v2 JWT verification to asymmetric algorithms
The JWT verifier used authlib's default decoder, which permits HMAC alongside RSA/EC. With a JWKS of public keys that is the RS256->HS256 confusion setup: an attacker signs HS256 using the public key as the HMAC secret. authlib happens to reject this today via key-type checks, but relying on that is fragile and breaks the moment a symmetric key enters the key set. Pinning the accepted algorithms to an asymmetric allowlist closes the class outright. Adds a regression test that forges an HS256 token from the JWKS public key and asserts it is rejected. |

The Search Tools page rendered but its list calls 403'd because the read routes were not in internal_user_routes. Grant internal users read-only access to the listing and provider routes; create/update/delete stay admin-only. Resolves LIT-3150 * fix(auth): scope /search_tools/list to caller-allowed tools Adding the read routes to internal_user_routes let any internal user call /search_tools/list, which returned every configured tool's id, provider, api_base, and metadata regardless of the caller's object_permission.search_tools allowlist. The api_key was masked, so this was metadata disclosure rather than a credential leak, but it ignored the key/team scoping that /search already enforces. Filter the listing through the same can_key_call_search_tool / can_team_call_search_tool checks (exposed as a boolean can_user_view_search_tool), so non-admin callers only see tools they may invoke; admins still see all. Mirrors how /vector_store/list scopes results. * fix(types): resolve mypy errors in list_search_tools The config and DB build loops reused one loop variable, so mypy pinned it to the config element type (SearchToolTypedDict); its .get() calls returned object and the DB element (SearchTool) failed the reuse assignment. Give each loop its own variable so each gets its real type, and coerce the config tool's SearchToolInfoTypedDict to a plain dict to match SearchToolInfoResponse.search_tool_info. |

Because the codeless exception was logged to OTel via post_call_failure_hook before auth_exception_handler re-wrapped it as ProxyException(401), the OTel span never set http.response.status_code and trace viewers displayed it as a generic 500. Clients still got a 401 back, so traces and actual responses diverged. Raise ProxyException(code=401, type=expired_key) directly at the source in both JWT decode paths so the 401 is consistent across the client response and the OTel http.response.status_code attribute, matching how virtual-key expirations are handled. * fix(auth): preserve 401 for expired JWTs on issuer-scoped path The issuer-scoped JWT path (_auth_jwt_with_issuer) still raised a generic Exception on expiry, surfacing as a 500 in client responses and OTel traces. Adds mcp_rpm_limit, a dict keyed by MCP server name (alias if set, else the
configured name) that caps requests per minute per server for a key or team.
The v3 rate limiter builds a per-server descriptor only when a limit is
configured for the server being called, so other servers stay uncapped and no
TPM reservation is engaged. Server identity is surfaced into the request data
via mcp_rate_limit_server_name so the limiter can resolve it.
* fix(proxy): gate MCP rpm descriptors on call_mcp_tool; document mcp_rpm_limit param
Only honor mcp_server_name when the call is an actual MCP tool call. Without
this, a normal LLM request could inject mcp_server_name in its body to consume
a target server's MCP quota and 429 legitimate tool calls. Also adds the
mcp_rpm_limit parameter docstring to update_key, new_user, and user_update so
the API docs validator passes.

store it in metadata, matching model_rpm_limit/model_tpm_limit, so the
limit is persisted where get_key_mcp_rpm_limit reads it.

Root cause ---------- `SpendCounterReseed.coalesced` warmed the primary spend counter by calling `redis.async_increment(key, value=db_spend, refresh_ttl=True)`, which lowers to Redis `INCRBYFLOAT`. That is additive, not idempotent. The per-counter `asyncio.Lock` only coalesces seeders inside one process. With N pods sharing one Redis, on a cold key (cold start, TTL expiry, manual delete) every pod independently passes its lock + Redis re-check, reads the same `db_spend`, and issues `INCRBYFLOAT db_spend`. Final value: N x db_spend. Fix --- Use `redis.async_set_cache(key, value=db_spend, nx=True)` for the seed. SET NX is atomic across pods: exactly one writer initializes the key; losers read the winner's value via `async_get_cache`. This is the same idiom already used by `coalesced_window` in the same file, so the two seed paths are now consistent. Per-request deltas continue to use `INCRBYFLOAT` (correct - additive behaviour is what we want for increments, not for initial seed). This refactors the iterator to translate each upstream chunk into a list of events (instead of a single event) and buffers them in a deque. A text delta now expands into [interaction.created, step.start, step.delta] on the first chunk so no token is dropped, and the StopIteration / StopAsyncIteration fallback always flushes a terminal interaction.completed event when one hasn't already been sent. Top-level parameters bound as named arguments on ``anthropic_messages`` — ``thinking``, ``metadata``, ``stop_sequences``, ``system``, ``temperature``, ``tool_choice``, ``top_k``, ``top_p`` — are silently dropped, because they live in local variables, not in ``kwargs``. This loses request fields on every interceptor sub-call. The most visible breakage: ``thinking={"type": "adaptive"}`` sent by clients (Claude Code, Anthropic SDK callers, etc.) is dropped on the executor sub-call, so downstream providers whose validation depends on ``thinking`` reject the request. Concretely, Vertex AI returns: invalid_request_error: ``clear_thinking_20251015`` strategy requires ``thinking`` to be enabled or adaptive even though the caller correctly sent ``thinking: {type: adaptive}``. Fix --- 1. Extend the existing ``request_kwargs.pop()`` extraction (already used for ``tools`` and ``stream``) to cover all named params we forward to the interceptor. This honors pre-request hook overrides for any of those fields and prevents duplicate-keyword conflicts when ``**kwargs`` is splatted into ``interceptor.handle(...)``. 2. Forward every named parameter explicitly into ``interceptor.handle``, so the advisor (and any future interceptor) preserves the full request shape on its internal sub-calls. Tests ----- - ``test_named_params_forwarded_into_advisor_executor_subcall`` — drives the full ``anthropic_messages`` -> interceptor -> executor path and asserts all 8 named params arrive in the executor sub-call. Verified to fail on master (None vs caller-supplied values) and pass with this fix. - ``test_pre_request_hook_override_does_not_collide_with_explicit_kwargs`` — simulates a ``CustomLogger.async_pre_request_hook`` returning ``thinking``, ``system``, ``temperature``. Without the new pops, the explicit-kwarg forwarding raises ``TypeError: got multiple values for keyword argument``. This test locks in the pop extraction. Pass-through endpoints with auth=true were injected into openai_routes,
so teams with openai_routes access bypassed per-team allowed_passthrough_routes.
Gate auth-enforced pass-through at JWT, virtual-key, and non-admin route checks.

This reverts the Bedrock CI account migration (#28728). The original account
(888602223428) was put under an AWS security restriction after a leaked key
and has since been reactivated, while the replacement account (941277531214)
lacks access to several models the suites exercise (legacy Bedrock Claude 3
models, Cohere, Nova Canvas image gen, Bedrock batch inference, and flagship
Opus). Pointing CI back at the reactivated account restores that coverage.
This is the exact inverse of #28728: all hardcoded 941277531214 references go
back to 888602223428 (provisioned/imported-model ARNs, AgentCore runtime ARNs
and their suffixes, batch execution role ARN, and the example proxy config),
the S3 buckets revert to litellm-proxy and load-testing-oct, the guardrail IDs
revert to wf0hkdb5x07f and ff6ujrregl1q, the SageMaker endpoint and Knowledge
Base revert to their original ids, and the live-call tests go back to the
legacy model strings. The grid_spec fail_reason workaround for the unentitled
Opus cells is dropped while keeping the unrelated bedrock_effort_ceiling field
added after the migration.
The CircleCI AWS_ACCESS_KEY_ID / AWS_SECRET_ACCESS_KEY env vars still point at
941277531214 and must be set to the reactivated account's fresh credentials
separately via the CircleCI API; AWS_REGION_NAME stays us-west-2.

* fix(mcp): handle OAuth IdP error responses in /callback (LIT-2750) Per RFC 6749 section 4.1.2.1, when the IdP rejects an OAuth authorization request it redirects back to the client with ?error=...&error_description=... and no code. The MCP /callback handler declared code and state as required query params, so FastAPI rejected such error responses with a 422 before the handler ran -- stranding the MCP client waiting on the loopback. This change: - Makes code and state optional and accepts the RFC-defined error, error_description, and error_uri params. - When state decodes to a trusted client redirect_uri, propagates the error params back to that URI with the client's original (un-wrapped) state preserved, so the client's OAuth library can surface the failure. - When state is missing/undecryptable or the encoded redirect_uri is no longer trusted, renders a 400 HTML page with the (HTML-escaped) error details instead of leaking to an attacker-controlled redirect. - Preserves the existing success path (code + state -> 302 to validated client redirect_uri with original state). feat(proxy): allow llm_api_routes virtual keys to list MCP servers (#28442)
* feat(proxy): allow llm_api_routes virtual keys to list MCP servers
Add a new `mcp_discovery_routes` group (GET /v1/mcp/server and GET
/v1/mcp/server/{server_id}) and include it in `llm_api_routes` so that
virtual keys configured with `allowed_routes=["llm_api_routes"]` can
discover the MCP servers they have access to. Previously these calls
failed with 'Virtual key is not allowed to call this route. Only allowed
to call routes: [llm_api_routes]'.
The GET handlers already sanitize the response for restricted virtual
keys via `_sanitize_mcp_server_list_for_virtual_key`, stripping
credential-bearing fields (url, headers, env). Write methods
(POST/PUT/DELETE) on the same paths remain gated by the existing
handler-level admin role checks.
The new discovery list is intentionally kept OUT of
`mcp_inference_routes`, so `is_llm_api_route()` still returns False
for these paths — this preserves the existing contract that
DISABLE_LLM_API_ENDPOINTS must not block the Admin UI from listing MCP
servers.

- Gate DB validation behind litellm.validate_end_user_id_in_db (default
False) so arbitrary client-supplied identifiers still pass through.
- Reuse get_end_user_object / get_user_object / _get_fuzzy_user_object
instead of issuing raw Prisma queries in the auth hot path.
- Consolidate: builder does the resolution once and stores it on the
auth obj; centralized checks reuse it, the outer user_api_key_auth
copy is removed.
- Preserve end_user_id when litellm.max_end_user_budget_id is set so
the default end-user budget can still apply to new customers.
* fix(auth): gate JSON-blob user-id rejection behind validate_end_user_id_in_db
Addresses PR review feedback: the JSON-encoded dict/list rejection in
_coerce_user_id_to_str was unconditionally applied, which would silently
stop tracking spend for deployments passing JSON-encoded user identifiers
on upgrade. Per the backwards-compatibility rule, default-path behavior
changes must be opt-in.
Now only strings that decode to a JSON object/array are dropped when
litellm.validate_end_user_id_in_db is True. Non-string dict/list/tuple
values are still always dropped, since stringifying them produces
unusable "{'device_id': ...}"-shaped spend-log rows.
* fix(auth): route email end-user lookup through get_user_object cache
The email-shaped end-user id branch called _get_fuzzy_user_object directly,
bypassing get_user_object's _should_check_db throttle and user_api_key_cache.
Every unique email would hit an unbudgeted raw Prisma query on the critical
auth path. Collapsing the two calls into one get_user_object invocation
with user_email=end_user_id routes through the cached helper per PR review
feedback.
* fix(auth): keep end-user safety net at user_api_key_auth tail
Krrish flagged that removing the tail-of-user_api_key_auth assignment
was a regression risk: ``_user_api_key_auth_builder`` has multiple
early-return paths (master_key=None, /user/auth, JWT short-circuits)
that bypass the end-user resolution block, so dropping the safety net
silently strips end-user attribution from those paths.
Restore the assignment but route it through resolve_and_validate_end_user_id
so the same validation rules apply. Skip the second pass when the builder
already set an id.
Adds two tests pinning the behaviour: one for the early-return safety
net and one verifying we don't double-resolve when the builder set the id.

feat(otel): OTel-standard attributes on the proxy SERVER span (status code, route/path, preprocessing latency) (#28040)
* feat(otel): expose http.response.status_code on failure spans
Set the OTel-standard http.response.status_code (integer) on failure
spans alongside the existing OpenInference error.code (kept for
back-compat). error.type is already emitted via ERROR_TYPE.
Crucially, also record structured error attributes on the proxy SERVER
span ('Received Proxy Server Request') from async_post_call_failure_hook
- the only place the SERVER span is in hand. _handle_failure records on
the litellm_request child span (the parent span is not propagated into
its kwargs), so prior to this change the SERVER span that dashboards
query carried only span status, never error.code/error.type. Reuses
_record_exception_on_span + StandardLoggingPayloadSetup.get_error_information
so values match the child span.
Tests: recorder unit coverage + a hook-driven test asserting the SERVER
span is stamped (the gap recorder-only tests missed). Full
test_opentelemetry.py suite: 197 passed.
* feat(otel): set http.route + url.path on the proxy SERVER span
Add the OTel-standard http.route (low-cardinality route template, e.g.
/v1/threads/{thread_id}/runs) and url.path (literal path) to the SERVER
span ('Received Proxy Server Request') so dashboards can group traffic
by endpoint instead of seeing every path param as a unique value.
Same architectural gap as the status-code commit: the success/failure
logging handlers write the litellm_request CHILD span, and
_handle_success explicitly refuses to copy to the SERVER span. Verified
with a console-exporter run that the SERVER span was bare on success.
Unlike error info, route/path are known at request time, so set them
directly on the freshly-created SERVER span in user_api_key_auth (one
edit point, works for success and failure, no hook-ordering risk):
- http.route from the matched FastAPI route (scope['route'].path),
empirically confirmed populated at auth-dependency time.
- url.path from the existing literal-path variable.
New get_request_route_template helper + set_proxy_request_route_attributes
(no-op on None span, so the Langfuse override stays safe).
Tests: route-attribute setter + route-template helper edges. Full
test_opentelemetry.py and test_auth_utils.py green.
* feat(otel): set litellm.preprocessing.duration_ms on the proxy SERVER span
Expose the total time LiteLLM spends before the upstream provider
request begins (auth + parsing + pre-call hooks) as a single number on
the SERVER span ('Received Proxy Server Request'). Window:
proxy-receive -> FIRST provider handoff.
Retry semantics: first attempt only (pure preprocessing, excludes
retry loops + backoff). api_call_start_time is overwritten on every
attempt, so a set-once first_api_call_start_time pins the first handoff.
Same architectural gap as the prior two commits: the success/failure
logging handlers write the litellm_request CHILD span, not the SERVER
span. Set it instead from the post-call hooks on
user_api_key_dict.parent_otel_span.
Failure-path subtlety: request_data.pop('litellm_logging_obj') runs
before the failure-hook loop, so the failure hook can't read the
logging object. litellm_received_at is propagated via the existing
request->metadata channel, and first_api_call_start_time is mirrored
onto litellm_params.metadata, so both anchors survive into request_data
and the OTel helper reads them uniformly for success and failure.
Edits: user_api_key_auth (stash receive instant), litellm_pre_call_utils
(propagate it), litellm_logging (set-once first handoff + metadata
mirror), opentelemetry (constant + set_preprocessing_duration_attribute,
called from both post-call hooks).
Tests: duration helper (both container shapes, missing/negative/None
edges) + set-once invariant (retry doesn't overwrite, metadata mirror).
test_opentelemetry.py + test_auth_utils.py + test_litellm_logging.py:
447 passed. Verified live: SERVER span carries the attribute on success
and failure, coexisting with the status-code and route attributes.
* fix(otel): MyPy type-narrowing for status-code + preprocessing-duration
No behavior change. MyPy (CI lint) flagged:
- error_information["error_code"] is str|None: narrow via a None-checked
local before int().
- _to_timestamp returns Optional[float]: resolve both anchors and return
early if either is None instead of subtracting possibly-None floats.
* fix(otel): stop polluting user request metadata with first_api_call_start_time
The PR3 set-once preprocessing anchor was mirrored into
litellm_params["metadata"] from core litellm_logging.py. That dict is
the caller's request metadata, mutated in place and shared across every
call path including pure SDK (litellm.acreate_batch). It got echoed into
LiteLLMBatch(metadata=...), which the OpenAI batch schema types as
Dict[str, str] -> pydantic ValidationError on a datetime value.
- litellm_logging.py: set first_api_call_start_time only on
model_call_details (success path reads it there directly).
- proxy/utils.py: post_call_failure_hook lifts it off the logging object
into request_data (internal top-level key, same convention as the
other proxy-internal request_data keys) right before the existing
litellm_logging_obj pop. Never touches user metadata.
- opentelemetry.py: read the anchor from the container top level
(model_call_details on success, request_data on failure).
- Tests updated; add TestPostCallFailureHookLiftsFirstApiCallStartTime.
Fixes the batches_testing regression introduced on this branch.

perf: eliminate per-request callback scanning on proxy hot path (#27858)

A malformed Host like `localhost/?x=1` causes Starlette to build the full URL as `http://localhost/?x=1/health`, which url-parses to path="/". Fix: read scope["path"] (set by uvicorn from the HTTP request line, not derivable from headers) instead of request.url.path.
