fix(mcp): scan and mask MCP tool call arguments in unified guardrails (#35142)
* fix(mcp): scan and mask MCP tool call arguments in unified guardrails

A guardrail configured with mode pre_mcp_call was handed only a synthetic
tool definition (name plus an empty parameters schema), so it never saw the
argument values it was configured to inspect, and any rewrite it returned was
discarded. Detection could not fire and masking could not take effect, while
the applied-guardrails metadata still reported the guardrail as having run.

Pass every string leaf of the tool call arguments as texts, and fold the
guardrail's rewritten leaves back into modified_arguments, which is the channel
the MCP call path reads to decide what to send upstream. The leaf walk reuses
the json_string_leaves / with_json_string_leaves helpers the tool result path
already uses, so both directions share one bounded traversal.

Two guardrails running concurrently under run_in_parallel scan the same payload
snapshot, so each returns a full replacement derived from the original leaf.
Rewrites of the same leaf to different values are rejected rather than silently
losing one redaction; a leaf that already holds this guardrail's own replacement
is convergent and still masks, which is what the bundled content filter does
when it rewrites the arguments itself as well as through texts.

* feat(mcp): renew the stored SSO identity assertion behind ID-JAG

The oauth2_id_jag arm asserts the id_token captured at the user's last
interactive SSO login, and nothing ever renewed it, so an agent holding a
brokered LiteLLM key could act for that user only until that token's exp.
The assertion already carried the IdP refresh token beside it; this
redeems it.

RefreshingSSOAssertionStore wraps the database reader and satisfies the
same protocol, so the egress arm is unchanged. Renewal is lazy and
single-flighted per user through the same RefreshCoordinator the
authorization_code arm uses, since an IdP that rotates refresh tokens
treats two concurrent redemptions as replay. A refusal leaves the expired
assertion in place so the reader still challenges the user; an
unreachable IdP surfaces as a store outage instead.

* fix(responses): decode JSON-string tool schemas before sending to the provider

A caller that hands a tool schema over already JSON-encoded reached the
Responses API with a string `parameters`, and the provider rejected the
request with a 400 naming the routed model instead of the offending tool.
Decode it at the one place every Responses request converges, and refuse
anything that is neither an object nor a string encoding one.

Collapses the duplicated input/tool sanitization block shared by the
request and compact-request builders into a single owner, so the decode
cannot be wired into one path and not the other.

* test(responses): pin null tool schemas as accepted, and type the parametrized cases

The Responses API serves `parameters: null` and an omitted schema alike, so
neither may raise. Pin both against a future tightening, annotate the
parametrized inputs, and trim the docstrings back to what the code does not
already say.

b29f9a94bc refactor(router): resolve retry policy by exception MRO and add DefaultRetries
Replace the hand-ordered isinstance ladder in get_num_retries_from_retry_policy
with a class-to-field mapping walked along the exception's MRO, most specific
class first. A RetryPolicy field can no longer go silently dead the way
InternalServerErrorRetries did, and subclasses such as
ContentPolicyViolationError or MidStreamFallbackError pick up their parent's
field when they have none of their own.

Add a DefaultRetries catch-all so errors without a dedicated field
(BadGatewayError, APIConnectionError, NotFoundError, ...) can be governed by the
policy too. Specific fields still win over DefaultRetries.

Wiring the previously dead InternalServerErrorRetries changes one test
expectation: a policy of 2 now overrides a per-deployment num_retries of 5, so
the amplification test sees 3 upstream requests instead of 6.

Expose DefaultRetries as "All other errors" in the Admin UI retry settings tab
and ratchet the lint budgets down by the violations this branch fixed.

07dd8a7e47 fix(scim): keep team memberships when PUT /Users carries no groups
Okta sends profile updates as full PUTs with no groups or groups: [], since SCIM User.groups is readOnly and membership is synced through /Groups. The PUT handler diffed that empty list against the stored teams, removed the user from every team (which also deletes their team keys) and recomputed the role from an empty group list. Treat an empty groups list on PUT as unspecified: keep the stored teams and leave the role alone. Explicit non-empty groups still replace memberships as before

A worker whose router has not polled the database yet still lists a sibling under its old
name, so a delete or rename handled there kept the stale name in every access group. Only
config-sourced deployments count as router backing now; db models are counted in the table.

A conversation that straddles the bounded page window can be represented by one of its MCP
rows, which showed a plain MCP badge and hid the session counts. The badge now reads the
server aggregates whenever the conversation has more than one call.

Clearing the Organization picker in the key edit form wrote undefined into
the form value, and JSON.stringify drops undefined-valued keys, so
/key/update never saw the field and the key kept its old organization.
Writing null instead survives serialization, and the backend's
model_dump(exclude_unset=True) preserves it, so the column is set to NULL.

d3b6ce98d6 fix(responses): encrypt the response id on every streamed event
Background streaming emits event types with no typed model, which arrive
as GenericEvent holding a plain dict. Only typed events had their nested
response id rewritten, so those frames advertised the raw internal id
while their siblings advertised the encrypted one. The raw shape skips
the ownership check, so any other key could retrieve or cancel that
response.

Rewrite the advertised id wherever an event carries one, whichever shape
it arrives in, so a future event type cannot reopen this.

Resolve type-discipline-budget.json by taking the lower limit per rule so no
ceiling ratchets back up.

Staging's 66a3d24b3f left a duplicate embedding_executor parameter in the
Bedrock KB fake handler, which makes ruff fail on the whole tests tree. Drop
the duplicate here so this branch compiles; #39502 makes the same change on
staging.

  carries a duplicate embedding_executor kwarg that makes the file a
  SyntaxError; drop the trailing duplicate.

9c795e52f3 chore(lint): drop budget limits back to the values on the merged base
The staging merge resolved three budget conflicts by keeping this branch's
older, higher numbers, which turned budget-ratchet red. Nothing on the branch
adds violations for those rules, so the base's limits hold.

* fix(sso): resolve multi-valued role claims to the highest privilege role

A role claim carrying several roles used to resolve to whichever one the IdP
listed first, so a user holding both proxy_admin_viewer and internal_user lost
org-level spend visibility depending on claim ordering alone.

get_litellm_user_role now picks the highest privilege role out of a list-valued
claim, and the Entra app_roles path shares that same resolution instead of
keeping its own copy of the hierarchy. SAML assertions carrying several role
values go through the same path rather than taking the first value.

* test(sso): lock ranked-over-unranked role resolution for mixed claims

org_admin, team and customer sit outside the privilege ladder. Pin the
resolution for a claim that mixes one of them with a ranked role so the
asymmetry is covered rather than implicit.

* fix(sso): label the claim-sequence cast for the type-discipline gate

* fix(sso): resolve claim entries without recursing

The repo's recursive-function gate rejects self-recursion here, and a role
claim is flat anyway. Pull the single-value lookup into its own helper so the
list branch maps over it instead of calling back into itself.

feat(mcp): semantic tool search for the native MCP Gateway (#39404)
The mcp_tool_search virtual tool only did substring token matching, so a native MCP client asking for "FX" could not find a tool described as "foreign exchange rates" even though the same catalog is ranked by embeddings on /responses and /chat/completions.

Adds litellm_settings.mcp_tool_search (embedding_model, top_k, similarity_threshold, core_tools). With an embedding model the caller's authorized catalog from _list_mcp_tools is ranked by cosine similarity of name plus description; configured core tools the caller can reach come first and do not consume top_k. Without an embedding model the keyword fallback keeps the old behavior. Settings are hot-reloadable from the DB, exposed on /get and /update mcp_tool_search_settings, and editable from the Admin UI under MCP Servers > Tool Search. The embedding index is shared with agent_search via a new SemanticTextIndex.

refactor(utils): remove the dead get_api_key provider-key resolver (#39260)
get_api_key had no callers. main.py imported it without using it, and
because main.py declares no __all__, the star import in __init__.py
published it as litellm.get_api_key. It duplicated key resolution that
get_llm_provider_logic already performs, which is how a misspelled env
var survived in it unnoticed until #35985. Drop the definition, the
unused import, the test that pinned the ai21 branch, and ratchet the
lint budgets down by the violations it carried.
