Subject: [PATCH] fix(proxy): keep the key default end-user budget out of the
 write-back

Rebased onto latest main: the Interactions spec test repair (#43958) and the
tests/unit move (#43186) are picked up; the regression test now lives at its
new path. No behavior change.
