ci: assign test_strict_token_count.py to the proxy-runtime shard

Browse source 
assert-shard-coverage requires every tests/proxy_unit_tests/test_*.py to be listed in a matrix shard. Placed alongside test_proxy_token_counter.py, which covers the same endpoint.
