fix(ci): let ruff.toml's RUF100 police PLE0302 directives

`lint.external`'s "PL" entry shadowed the newly graduated PLE0302, so no
config's RUF100 could report a stale `# noqa: PLE0302`. The strict gate selects
only PLC, PLR and PLW rules, so splitting the family entry keeps every one of
those protected while handing PLE back to this config.
