chore(ovalix): regenerate the OpenAPI snapshot and UI schema types

The guardrail config model gained file_checkpoint_id, enable_routing_cache and
fail_if_no_application, so the lazy OpenAPI snapshot and the dashboard's
schema.d.ts both went stale. Regenerated with the documented commands.
