reduce memory limits to 45 MB for more accurate CI testing

- Router: 60 MB -> 45 MB
- Proxy: 170 MB -> 45 MB
- CI environment provides cleaner memory measurements without:
  - IDE/debugger overhead holding references
  - Development tool memory fragmentation
  - Local process competition
- 45 MB limit reflects true router/proxy memory usage
- Stricter CI limits help catch real memory leaks more reliably
