Remove an empty test file from the package directory

litellm/litellm_core_utils/test_streaming_handler.py is a zero-byte tracked
file that nothing imports. Sitting inside the package directory it would be
picked up by the build, so drop it. The real suite lives at
tests/unit/litellm_core_utils/test_streaming_handler.py.
