Subject: [PATCH] fix(guardrails): advertise the privaite floor the guardrail
 is tested against

The ImportError told users to install privaite>=0.2.4 while the guardrail relies on APIs and a block_entities config field that only later releases provide; 0.4.2 is the version its tests run against.
