Subject: [PATCH] test(integration): remove BUG skip for 1 test that passes on
 main (#46937)

test_two_identical_cache_hit_rejects_write_matching_spend_rows passed every run with the skip removed, so the dropped spend row it was guarding against no longer reproduces
