feat(azure_ai): reach Foundry agents through the project Responses API (#47717)

* test(azure_ai): cover Foundry agents on the project Responses API

* feat(azure_ai): reach Foundry agents through the project Responses API

* fix(azure_ai): keep system prompts and project-endpoint auth on Foundry agent calls and follow-ups

* fix(azure_ai): read AZURE_SCOPE before the Foundry audience default on project endpoints

* fix(azure_ai): reject or drop instructions on previous_response_id turns and a caller's other agent for Foundry agents

* fix(azure_ai): apply the other-agent rule to agent_reference sent at the top level of a Foundry agent request

* fix(azure_ai): match the caller's agent by name and version, and hide the agent's own instructions

* fix(azure_ai): keep instructions on plain Foundry models that return a null agent_reference

* fix(azure_ai): keep a Foundry agent version requested at the top level when extra_body also names the agent

* fix(azure_ai): answer 400 for /responses/compact on a Foundry agent instead of calling the project with the agent name
