fix(logging): keep request bodies out of debug logs when LITELLM_ECS_LOGS is on

_print_llm_call_debugging_log only took its masked-headers branch for json_logs, so
with ECS on and debug logging enabled it fell through to the curl command and wrote
complete_input_dict (the full prompt) into the collected log stream
