fix(ci): move tests to tests/test_litellm/llms for CI discovery

CI runs tests from tests/test_litellm/ (with test_ prefix), not
tests/litellm/. Move the hosted_vllm test file to the correct location
so codecov can attribute coverage for the utils.py changes.
