docs: fix broken links in README and enterprise docs

The docs site was restructured and a number of links in the README
and enterprise/ folder now point to 404 pages:

  - docs.litellm.ai/docs/providers/palm   (PaLM provider deprecated)
  - docs.litellm.ai/docs/providers/maritalk (no longer supported)
  - docs.litellm.ai/docs/proxy/enterprise (moved to docs/enterprise)

This change:
  * Removes the PaLM and Maritalk rows from the providers table
    (both providers are no longer maintained upstream).
  * Updates the two `docs/proxy/enterprise` references to point to
    the new `docs/enterprise` location.

Note: This PR supersedes #30524 (which was opened against main and
therefore included ~10 days of unrelated commits when compared to
the staging branch). This version is built directly on
litellm_internal_staging and contains only the intended fix.
