chore(ui): last heroicon import \u2192 lucide

Browse source 
- BaseActionButton.test: PencilAltIcon \u2192 lucide Pencil (aliased).
- Full heroicons count in src/ is now 0. @heroicons/react can be
  dropped from package.json in a follow-up cleanup once phase 1
  migration is fully closed out.
