ci: add cryptitalk-image.yml to build the fork's patched image

Triggers on any cryptitalk-* branch push. Pushes to
ghcr.io/cryptitalk/litellm tagged with both the branch name
and the commit short-SHA so cryptitalk-wallet-litellm's
Deployment can pin to a specific commit.
