fix(ci): use PAT_TOKEN_2 for gh pr create

Browse source 
github.token cannot open PRs when "Allow GitHub Actions to create and
approve pull requests" is disabled in repo settings. PAT_TOKEN_2
bypasses that restriction. Checkout still uses github.token.
