fix(mcp): suppress TID251 for the Any that mirrors ClientSession.call_tool

Browse source 
typing.Any is banned repo-wide (TID251) in favor of concrete types, but
TolerantClientSession.call_tool's dict[str, Any] parameters exist only to
match mcp.ClientSession.call_tool's real signature verbatim (documented in
the class docstring), so there's no concrete type to substitute without
breaking the override contract.
