style(tests): swap the model_cost save/restore for monkeypatch.setattr

The test-quality gate (TQ005) counts direct litellm.<attr> = ... module-
global mutations against a merge-base ceiling; monkeypatch.setattr
restores the attribute at teardown without tripping the rule.
