Subject: [PATCH] feat(exceptions): annotate IncompleteStreamError's required
 parameters

message, llm_provider and model were unannotated, so all three reached
super().__init__ as Any and counted three times against the unknown-argument
budget. basedpyright on exceptions.py: 11, the same as on main.
