fix(ci): fix YAML syntax error on line 60 in regenerate-poetry-lock workflow

Heredoc inside \$() inside a YAML multiline string breaks the YAML parser.
Replaced with: write body to /tmp/pr-body.md, then pass --body-file to gh.
