Subject: [PATCH] fix(azure): route WebRTC client_secrets and calls to the GA
 v1 realtime API (#47316)

Azure retired the preview realtime surface, so /openai/realtime/client_secrets
and /openai/realtime/calls with an api-version return 404. Both now target
/openai/v1/realtime and the SDP exchange sends the ephemeral key as a Bearer
token, matching the Azure GA WebRTC contract.
