fix(ci): update guard-branch references from non-existent litellm_oss_branch

The guard-main-branch workflow referenced 'litellm_oss_branch' which
does not exist in the repository. External contributors should target
'litellm_internal_staging' instead, which is what all external PRs
currently use.

Fixes #27510
