docs(guardrails): update broken guardrails docs link in ibm_guardrails README

Browse source 
`docs.litellm.ai/docs/proxy/guardrails` 404s — the URL was restructured
to `/docs/proxy/guardrails/quick_start`. Update the IBM guardrails README
to point to the new canonical path.

Note: an earlier PR (#30530) fixed a different set of broken links in the
top-level README and enterprise README. This is a separate file with a
separate broken link.
