docs: fix broken CONTRIBUTING link in terraform provider README

Browse source 
terraform/provider/README.md links to CONTRIBUTING.md as if it were in
the same directory, but there is no CONTRIBUTING.md there. The file
lives at the repo root, so the link 404s. Point it at ../../CONTRIBUTING.md.
