test(mcp): accept a peer proxy's discovery GET in the iss callback test

The integration rig runs a second proxy on each worker's database, and its scheduled config reload can load the new MCP server and run its own metadata discovery before the test drains the wire. The test now asserts the issuer saw only metadata discovery and never a token redemption, whatever the GET count
