chore: gitignore generated UI build output folders

Local UI builds (build_ui.sh, npm run build) drop content-hashed chunk
files into litellm/proxy/_experimental/out and ui/litellm-dashboard/out,
flooding git status with untracked noise that then rides along into
unrelated PRs via git add. Ignore both paths; the 357 already-tracked
bundle files in _experimental/out stay tracked and keep shipping in the
wheel and Docker images, and intentional bundle refreshes can still add
new files with git add -f
