test: add 40 test cases for EU AI Act Article 5

Comprehensive test coverage:
- 10 always-block keywords (explicit violations)
- 15 conditional matches (identifier + block word)
- 8 exceptions (research, compliance, entertainment)
- 7 no-match cases (legitimate uses)

Tests validate correct blocking/allowing behavior for Article 5 prohibited practices.
