test(azure_ai): cover Cohere Command A+ in foundry catalog metadata tests

Browse source 
Extends the azure_ai foundry catalog regression tests to
azure_ai/Cohere-command-a-plus-05-2026 (routing, per-token pricing,
casing invariance, main/backup map agreement). The cost-map entry
landed 2026-09-26; this locks in the support requested in #32628.
