ci: run the proxy search_endpoints tests in the endpoints shard

Browse source 
tests/test_litellm/proxy/search_endpoints is named by no job's test
path, so assert_ci_coverage fails any PR that adds a test file there
and the tests would otherwise never run.

Add the directory to the proxy-endpoints shard alongside its sibling
*_endpoints directories, and create it as a package so the path
resolves on this branch. Every other *_endpoints test directory
carries an __init__.py; this one was the exception.
